Pärnumaa MSP in practice
Pärnu area planning is based on legal system from land (planning law).
But the approach was „out of box“ (in the beginning).
Stakeholders were not in routine (like often in land).
More discussions and meetings when „noramlly“ in land plannings.
„Learning by doing“ was accepted.
Pärnumaa MSP in practice Solution is result of interest groups agreement! Keeping excisting values and activities (fishery, tourism, shipping/sailing). Energy is new strong topic.

The „flight level“ is in maps 1:100 000 but in some topics and places the discussion is in 1:1000 scale. Different regions have different focus: • Pärnumaa: local level fishing • Hiiumaa: wind energy Planning area is strictly sea. But some most important functional links are considered and shown in map (port, access to/from sea, ...).

Impact to users and developers
• Clearer understunding about ressourses, stakeholders and possible future development.
• Big plans (wind energy) were stopped during planning procedure.
