DOWN PLAYERS PUT BEST FOOT FORWARD
Christmas greetings to all Down GAA Gales, our players, our members and our
supporters. Hopefully you had a great Christmas.
Thank you for all your support in 2013 and we look forward seeing you all in
2014, which begins for our Senior Footballers on Sunday 5th January (2pm in
Paric Esler) when they take on UUJ in the Power NI Dr McKenna Cup. Our
Senior Hurlers play in the Bord Na Móna Kehoe Cup on Saturday 18th January
(6.30pm) when they take on Queens University Belfast at the Dub pavilion,
Belfast.
SUPPORTERS CLUB BUSES TO UPCOMING GAMES The Down Supporters Club are running buses to the Mc Kenna Cup game against Cavan on 12th
January leaving Castlewellan at 9.45am sharp and Newry at 10.30am to book seats contact Mairead
Sheppard on 078 7105 3019 or Seamus Mc Clean on 078 7376 1804.
The Supporters Club is also organising a bus to Galway for the match on 8th March - there are still a
few seats available and seats that have been already booked must be paid in full by 31st January by
contacting either of the above people.

Child Protection
Over the past four years Ulster GAA has
been rolling out a comprehensive Club
Officer Training Programme which has
proven to be very popular and useful with
thousands of club officers participating in
training across all nine counties of Ulster.
The 2014 Gaelic Life Club Officer Training
Programme gets under way in January with
training for all NEW club officers. This
session will be a one-off Provincial training
session to ensure all GAA volunteers new
to roles in 2014 will have the necessary
information and skills. This session is also
a good networking session where GAA
officials get the opportunity to meet with
volunteers from other clubs in the same
role. The Club Officer Training for NEW
Officers take place on Saturday 18th
January 2014 from 10am to 1pm in Holy
Trinity College, Cookstown. At this
session there will be individual training
workshops for Chairpersons, Secretaries,
Treasurers, PROs, Development Officers,
Coaching Officers, Culture Officers, ASAP
Officers and Children’s Officers.
Following on from the Provincial event, a
Club Officer Development Course will
once again be held in every county in
Ulster to ensure club officers have all
necessary information for their roles and
tasks in 2014. The half-day session aims to
provide club officers with all essential
information for the year ahead. This year
each county has been asked to select four
workshops from a bank of twenty to
ensure that the content delivered will be
of the most relevance to their clubs.
These four workshops were selected from
six different themes; club development,
governance, communications, health,
volunteer development, culture and
language. In addition this all counties will
have a Child Protection Workshop
delivered to update volunteers on any
changes in legislation or GAA Rule.
Clubs should note that not only will these
training opportunities build the capacity
and knowledge of their volunteers, it is
also a requirement for Club Maith
accreditation.

Gaelic Football legend Sean O’Neill was
honoured by his alma mater in early
December with the presentation of the
inaugural Paddy O’Hara Medal of Honour.
Queen’s University GAA hosted a special
dinner at the magnificent Riddel Hall in
Belfast for their greatest ever player and
former team-mates, colleagues and friends
from the university, Down, Ulster and
beyond gathered for an evening to
remember for O’Neill and his family.
The Medal of Honour was presented by
the late Paddy O’Hara’s wife Eileen and
the GAA Ard Stiurthóir Paraic Duffy. Dr
Maurice Hayes delivered the citation and
the evening concluded with an address by
former Ulster GAA President Aogán Ó
Fearghail.
The event was hosted by the Queen’s
GAA Past Members’ Union. This new
award has been commissioned to honour
the name of the late Paddy O’Hara who
guided Queen’s to their first Sigerson Cup
triumph in 1958.
In accepting the honour, Sean O’Neill paid
tribute to the man whose name will now
be permanently associated with this
distinguished award. “Paddy O’Hara was a
unique figure who made a significant
contribution to Queen’s. While I
appreciate that the name of the recipient
may be important, for me the man whose
name is inscribed on the medal is what
makes this honour so special.”
“I want to thank the Past Members Union
and the club for the work they have done
to make this a very special evening for me
and my family.”
Among the guests were members of the
1958, 1964 and 1982 Sigerson Cup teams,
members of the O’Hara family, former
colleagues from the Down team of the
sixties, Derry legend Jim McKeever and a
host of famous GAA names including
Peter Quinn, Greg Blaney, Feargal Logan,
Dessie Ryan and Enda McNulty.
Sean O’Neill is regarded as one of the
greatest Gaelic Footballers. He won two
Sigerson Cup medals in 1958 and 1964 and
was manager of the successful side of
1982. He also won three All-Ireland titles
and 8 Ulster medals with Down, a record
8 Railway Cups with Ulster and was
named on the GAA Team of the
Millennium. He was Footballer of the
Year in 1968 and was also named as the
Ulster Footballer of the Millennium in
2000.
With this award, Sean has become the
first inductee in the QUB GFC Hall of
Fame.
Paddy O’Hara coached QUB teams for
almost twenty years and led the
Combined Universities side to the 1973
Railway Cup. The Antrim man was an
honorary Vice-President of the Queen’s
club until his passing in 2008 and was the
founding Chairman of the Past Members’
Union in 1990.
John Devaney, QUB GAA PMU Chairman,
said that “Sean O’Neill represented the
very best of Gaelic Football and the very
best of Queen’s Sport. His place in GAA
history was cemented with his
achievements and exploits on the field of
play, but this award is also for his service
and commitment over many years to an
institute and a club that has remained
very dear to him over 55 years”.
Mr Devaney added that “this is the first
time that the Medal of Honour has been
presented and with the close
connections between Sean and Paddy
O’Hara, it seems more than appropriate
that we should honour our most
celebrated past player. We hope that he
will continue to inspire the present
generation of Queen’s players as his
name has been so closely associated with
the club and university for many years”.
The event also marked the beginning of a
few very busy months for Queen’s, as they
will become the first university to host the
four main GAA intervarsities
championships (Sigerson, Fitzgibbon,
Ashbourne and O’Connor Cups) in
February and March. The overall event
will be promoted as the GAA2014 Festival
and was formally launched last week in
Croke Park. The Festival will host the
final weekends for all four codes at the
splendid university facilities at Malone in
Belfast.
GAA Officer Aidan O’Rourke
acknowledged the role that Sean O’Neill
and Paddy O’Hara played in developing the
GAA at Queen’s and in building the
reputation of the university. “We are only
able to take on a challenge like the GAA
Festival because we have a strong record
as a good host and we have all the
necessary resources to do so successfully.
Queen’s have invested heavily in sport
over the past few years, but we also have
to recognise that most GAA people
associate the university with the
distinguished record and service of Paddy
and Sean. They are the legendary figures
that each new group of students look up
to and we hope that we can uphold that
reputation in the Spring.”

THE GAELIC FOOTBALL RULE
CHANGES WHICH BECOME
OPERATIVE ON 1 JANUARY 2014
ARE AS FOLLOWS: 1. Introduction of a Black Card for Cynical
Behaviour Fouls. 2. Change in the number of substitutes
allowed. 3. Distinction between Deliberate and
Accidental Fouls.
4. Definition of the Tackle. 5. Introduction of a clearer Advantage
Rule. 6. A player in possession may score a point
with an open-handed hand-pass.
CYNICAL BEHAVIOUR FOULS
1. Deliberately pull down an opponent. 2. Deliberately trip an opponent with the
hand(s), arm, leg or foot. 3. Deliberately body collide with an
opponent after he has played the ball
away or for the purpose of taking him
out of a movement of play. 4. Threaten or to use abusive or
provocative language or gestures to an
opponent or a teammate. 5. Remonstrate in an aggressive manner
with a Match Official.
THE PENALTY FOR THE ABOVE
FOULS ARE:
i. Free Kick from where the foul occurred. ii. Order Off offender by showing him a
Black Card*. iii. Allow a replacement from within the
substitutions permitted*.
*Substitutes
Increased to SIX per team.
Maximum of THREE permitted for Black
Card Offenders.
IMMEDIATE ORDERING OFF
INFRACTIONS (RED CARDS) 1. Striking or attempting to strike with
arm, elbow, hand, knee or head. 2. Kicking or attempting to kick with
minimal force or with force or causing
injury. 3. Behaving in any way which is dangerous
to an opponent.
4. Spitting at an opponent.
5. Contributing to a melee.
6. Stamping.
7. Inflicting injury recklessly. 8. Abusive language towards a Referee,
Umpire, Linesman or Sideline Official.
These are unchanged.
CAUTIONABLE INFRACTIONS
(YELLOW CARDS) 1. To block or attempt to block with the
boot when an opponent is kicking the
ball from the hand(s). 2. To prevent or attempt to prevent an
opponent from lifting or kicking the ball
off the ground by striking an opponent’s
hand, arm, foot or leg with the boot. 3. To engage in any other form of rough
play. 4. To attempt to achieve an advantage by
feigning a foul or injury. The above are all currently existing Yellow
Card Infractions.
NOTING INFRACTIONS
1. To hold an opponent with the hand(s). 2. To use the fist on or around the body of
an opponent for the purpose of
dispossessing him of the ball. 3. To charge an opponent in the back or to
the front.
4. To charge an opponent: i. Who is not in possession of the ball,
or
ii. Is in the act of kicking the ball, or iii. If both players are not moving in the
direction of the ball to play it. 5. To charge an opponent for the purpose
of giving an advantage to a team-mate. Noting Infractions remain unchanged – Two
Notings result in a Caution (Yellow Card)
with a third resulting in an Order Off
(second Yellow, followed by Red).
SUSPENSIONS At all levels a Black Card results in a player
missing the remainder of the game.
Additionally at Senior Inter County Level:
3 x Black Cards = 1 Game suspension
3 x Double Yellow Cards = 1 Game
suspension
OR
A Combination of both (totaling 3) = 1
Game suspension
Only in senior inter-county league and
championship games within the same year.
At All Other Levels:
2 x Double Yellows within 48 weeks = 2
week suspension
2 x Yellow followed by a Black Card within
48 weeks = 2 week suspension
OR
A combination of both = 2 week suspension
At all levels except senior inter-county
league and championship.
Deliberate v Accidental Fouls
A Card shall be issued only where the
Infraction is deemed by the Referee to have
been deliberate and not accidental.
THE TACKLE
The Tackle is re-defined as: “The Tackle is a skill by which a player may
dispossess an opponent or frustrate his
objective within the Rules of Fair Play. The
tackle is aimed at the ball, not the player.
The tackler may use his body to confront
the opponent but deliberate bodily contact
(such as punching, slapping, arm holding,
pushing, tripping, jersey pulling or a full
frontal charge) is forbidden. The only
deliberate physical contact can be a Fair
Charge i.e. Shoulder-to-shoulder with at
least one foot on the ground. More than one
player can tackle the player in possession.”
ADVANTAGE
Advantage Rule is defined as: “When a foul is committed the referee may
allow the play to continue if he considers it
to be to the advantage of the offended team.
He shall signal that advantage by raising an
arm upright. If he deems no advantage to
have occurred, he may subsequently award a
free for that foul from where it occurred*.
The referee shall allow the advantage to run
by maintaining his arm in the upright position
for up to five seconds after the initial foul or
for less time if it becomes clear that no
advantage has accrued. He shall apply any
relevant disciplinary action.”
POINT WITH OPEN HAND A player in possession may score a Point
with the open hand or fist.

challenges its members and the public to stay
'Off the Booze & On the Ball' and abstain from
alcohol for four weeks to give their New Year a
healthy kick-start.
Driven by the GAA's ASAP programme, 'The
Challenge’ offers participants the opportunity to
press pause following the hectic social calendar
of the holiday season. For some clubs, The
Challenge is also used as an opportunity to
fundraise in a fun and healthy way – everyone
who registers receives an information pack with practical tips on how to implement a healthier lifestyle as well as a sponsorship
card. Try it as a team or panel – the results from a physical and financial perspective can be substantial.
The time of year you choose to take up The Challenge doesn't matter – all that matters is that it benefits your health in a last-

The Down GAA Yearbook has been high on the GAA
Christmas shopping list for all Down Gaels at home and
abroad since 1981.
The 2013 publication is once again an outstanding production,
crammed with articles on Hurling, Football, Handball,
Camogie, Scór and indeed all aspects of Gaelic culture within
the County.
The book, which has been edited once again by Down GAA
Communication Commttee and includes information on clubs
and schools the length and breadth of the county as well as
articles on the various county teams with pride of place going
to this years Senior Hurlers who claimed the Christy Ring

in a provincial championship of the current
year are drawn to meet, the winner of the
provincial championship game shall have
home advantage
ii) Except as provided for in Exception (i)
above, if a county did not have home
advantage in the First Round of the
previous year’s Qualifier Series, it shall
have home advantage in the First Round of
the current year’s Qualifier Series
iii) Except as provided for in Exception (i)
above, if the two counties in a pairing did
not have home advantage in the First
Round of the previous year’s Qualifier
Series, a toss shall determine which county
will have home advantage in the First
Round of the current year’s Qualifier
Series.
The above arrangements shall be
conditional on Home Grounds being
deemed to meet the criteria set down by
the National Infrastructure and Safety
Committee and the Central Competitions
Control Committee.

the Central Competitions Control
Committee.

Championship to ensure a tighter
timeframe. This would guarantee an earlier
completion and thereby avoid the so-called
'six-day turnaround' for final qualifier
round. This proposal may involve two
championships over one weekend in some
cases.
Proposal to introduce a home/away policy
for Ulster championship - in order to
guarantee the prospect of home fixtures
for counties. We are considering the idea
where if we were to be away to Tyrone in
2015 for example, we would have home
advantage to them the next time we were
drawn against them in a subsequent Ulster
championship.

Thanks to both the Canal Court Hotel and the Carrickdale Hotel for putting on a great Cookery Demonstration in early
December and also to our great host Marie Louise McCrory of the Irish News. Due to the major success of the event - plans are
already being put in place to run a similar event in December 2014.

YOUTH CONVENTION We have talked about it in the recent past but in 2014 it is happening, the Down GAA Youth Convention will take place on Feb-
ruary 1st in the Abbey CBS Newry. Over the next two issues of Extra Time we will be revealing the line up of guests from inside
and outside the world of GAA who will be joining us on the day.
Down led the way back in the 70s and 80s with our Youth Conventions it is now time to get back to what we do best and once
again lead the way.
We need to keep our young men and women involved in our Association and yes we need to give them wings! Make sure that your Club is represented on February 1st, these young people are our future they won’t all play gaelic games but
they will all share our passion for them, let’s keep them involved.

ULSTER TO HOST FEILE NA
NGAEL IN 2014 CALL FOR DOWN HURLING AND CAMOGIE
CLUB TO HOST Ulster has been given the honour of hosting the annual
hurling Feile na nGael event in 2014 and if successful 2015. The competition will be organised throughout Ulster on
the weekend of 20th, 21st & 22nd June 2014.
As you may be aware Feile na nGael is changing to include
more clubs from throughout Ireland. We have been asked
to organise a hurling event with eight divisions of 16 teams
and a Camogie Feile with four divisions, again with 16 teams in each division. That
will require eight host teams for each division (i.e. 64 host clubs for hurling and 32
for camogie). This will result in a Feile weekend that will involve double the number
of clubs and players as in past years.
This will be a massive challenge for Ulster but one that, with the support of Counties
and hurling clubs throughout the Province, we can deliver.
At this stage it is key that we get an indication of all clubs that will participate in the
event by acting as a host club. Please note that no Ulster club will be permitted to
compete if they do not act as a host club.
I look forward to rising to the challenge and delivering a successful Feile na nGael in
2014 and 2015.

BLOOD TRANSFUSION
AND GAA (NIBTS) Coiste Bainistí Ard Chomhairle agreed a
partnership between the GAA and the Irish
Blood TransfusionService to undertake an
initiative encouraging club members and the
extended GAA community to give blood.
Ulster GAA has extended this arrangement
to formally include the Northern Ireland
Blood Transfusion Service, who have been
working with our Clubs since 2008.
If your GAA club is interested in hosting the
NIBTS you can do so by requesting a visit
from their mobile unit or by setting up the
service in an indoor hall. 100 people are
required to register for donation to make a
session feasible and clubs are encouraged to
open it up to the wider public, ensuring it is a
community event!

Emma will provide your club with all the
advice, promotional material; posters and
leaflets as well as information for website,

QUINNS CORNER ULSTER CLUB
FOOTBALL LEAGUE 2014 Applications are now being sought from clubs who wish to enter the 2014 Quinns
Corner Ulster Club Football League. The 2014 competition will once again consist
of two divisions, Senior and Intermediate. Application forms are available to
download below.
The closing date for applications is 1.00pm on Tuesday 7th January 2014.
Applications must be signed by the County Secretary and the appropriate fee must
accompany the hard copy application, which should be sent to:

MOUTH GUARDS - REQUIRED FOR ALL GAELIC FOOTBALLERS
As of January 1st, 2014 all GAA players must be equipped with mouth-guards when playing as part of the GAA's ongoing efforts
to safeguard the welfare of players.
Participation in GAA games will be dependent on players wearing a mouth-guard and match officials have been instructed ac-
cordingly. This latest move follows the introduction of the compulsory use of mouth-guards for all underage GAA players, which
came into effect 12 months ago. The Ladies Gaelic Football Association has also introduced a rule which makes the use of
mouth-guards mandatory for all Ladies Gaelic Football Players from minor grade down.
THE NEW RULE ALSO COMES INTO EFFECT FROM JANUARY 1ST, 2014.
