Notice has been received from Lewis Motors Inc. of itsintent to establish the franchise of Toyota to its locationat 1903 E. 50 Highway, Garden City, Kansas.
Pursuant to K.S.A. 8-2430(a)(5), any existing new motorvehicle dealer may protest the proposed addition of thenew franchise of Toyota if that existing new motor vehicledealer has a franchise agreement for the same line-makevehicle as that which is to be sold or offered for sale byLewis Motors Inc. at 1903 E. 50 Highway, Garden City,Kansas, and provided that the existing new motor vehicledealer is physically located such that its relevant marketarea, as defined in K.S.A. 8-2430(e), includes the locationwhere the new Toyota dealership will be located.

The Kansas Department for Children and Families(DCF), Economic and Employment Services (EES) —Food Distribution Unit, announces the release of a re-quest for proposals (RFP) to qualified local agencies toadminister and provide delivery of service for the U.S.Department of Agriculture (USDA) Commodity Supple-mental Food Program (CSFP). Eligible applicants are ableto furnish all personnel, equipment, storage and admin-istrative services to receive, store and distribute USDAcommodities to eligible recipients. DCF invites applica-tions from government agencies; public universities andcolleges; and private, nonprofit organizations, includingfaith-based and community organizations.

National Joint Powers AllianceInvitation for Bid
Indefinite Quantity Construction ContractThe National Joint Powers Alliance (NJPA) issues this
Invitation for Bid (IFB) on behalf of, and to provideIndefinite Quantity Construction Contracting (IQCC)services to, all current and potential NJPA members in-cluding all government agencies, education agencies toinclude colleges and universities, and nonprofit agenciesin the state of Kansas. It is the intention of NJPA to awardmultiple contracts for construction services in each of theareas. Each contract has an estimated annual value of$2,000,000, and the term of the contract is four years.
IQCC is a construction contracting procurement systemthat provides facility owners’ access to competitively bid‘‘on-call’’ general contractors to provide immediate con-struction services over an extended period of time.
Intending bidders are required to attend the pre-bidseminar for the purpose of discussing the IQCC procure-ment system, the contract documents and bid forms. Amandatory pre-bid seminar will be held as follows:

Request for Bids for Construction Services
Notice is hereby given for the receipt of subcontractorbids for the Kansas State University Engineering Com-plex Expansion Phase IV, Manhattan, Project Number A-012150. This project will be delivered under the construc-tion management at-risk statute, K.S.A. 75-37,144.McCownGordon Construction is the construction man-ager.
Subcontractor bids will be received for work as shownon the plans and specifications dated January 17, 2014,and specifically in accordance with McCownGordon’spublished Scopes of Work for each bid package. The firstbid package (Bid Package 1) includes selective demoli-tion, earthwork, auger cast piles, site utilities, structuralconcrete, site concrete paving, site pavers, asphalt paving,structural steel and miscellaneous metals, and elevators.
Future bid packages will include stone/masonry, metalwall panels, fireproofing, roofing, waterproofing andjoint sealants, glass and glazing, carpentry, overheaddoors, doors/frames/hardware, architectural millwork/casework, lab casework, drywall, ceilings, tile, flooring,paint, specialties, folding partitions, bridge crane equip-ment, window treatments, fixed seating, fire sprinklers,mechanical, electrical, plumbing, site furnishings, land-scaping and associated scopes to complete the MainBuilding Package. Special conditions for this project in-clude, but are not limited to, special site conditions forparking and storage, usage and access, and constructionschedule requirements. Subcontractors and suppliers areencouraged to carefully review all of the bidding docu-ments for the unique aspects of the project.

Notice is hereby given of the commencement of the se-lection process for engineering services for a new chilledwater plant for Kansas State University. The project callsfor an initial chiller capacity of two 2,500-ton chillers, witha building sized for an additional two future 2,500-tonchillers. Additional requirements are a piping network todistribute the underground chilled water to existing andfuture main campus buildings and to interconnect to theexisting chiller plant for redundancy, installing a newchiller in the existing chiller plant building, connectingchilled water piping to existing buildings and associatedbuilding HVAC upgrades, working with KSU’s enter-prise Honeywell Controls engineers for building auto-mation controls, and constructing a utility tunnel andsteam piping from Justin Hall to the new College of Busi-ness of Administration building. The estimated construc-tion cost is $49,886,000.

Notice of Hearing on ProposedAdministrative Regulations
The State Fire Marshal will conduct a public hearing at10 a.m. Tuesday, April 8, in the Florentine Room of theJayhawk Tower, 700 S.W. Jackson, Topeka, to considerthe adoption of amendments to K.A.R. 22-8-11 and K.A.R.22-8-12 and the revocation of K.A.R. 22-8-4 and K.A.R.22-8-7.
This 60-day notice of the public hearing shall constitutea public comment period for the purpose of receivingwritten public comments on the proposed rules and reg-ulations. All interested parties may submit written com-ments prior to the hearing to the State Fire Marshal, Suite600, Jayhawk Tower, 700 S.W. Jackson, Topeka, 66603, orby email to mende.barnett@ksfm.ks.gov. All interestedparties will be given a reasonable opportunity during thepublic hearing to present their views orally regarding theadoption of the proposed regulations. In order to provideall parties an opportunity to present their views, it maybe necessary to require that each participant limit any oralpresentation to an appropriate time frame.
Any individual with a disability may request accom-modation in order to participate in the public hearing andmay request the proposed regulations and economic im-pact statement in an accessible format. K.A.R. 22-8-4 and K.A.R. 22-8-7 (revocations). Theseregulations, which address checklist certificates andchecklist seals for propane powered vehicles, have notbeen enforced and are being revoked as unnecessary.
K.A.R. 22-8-11. This regulation governs the initial train-ing requirements for obtaining propane licenses pursuantto K.S.A. 2013 Supp. 55-1812. The proposed amendmentswould clarify how these requirements apply to businessentities and would lower the training requirements forobtaining certain licenses, in particular cylinder filling li-censes and recreational vehicle fueling licenses
K.A.R. 22-8-12. This regulation, which specifies thecontinuing education requirements for propane licensees,is being amended to provide greater clarity about the re-quired refresher training.
Economic Impact: Because K.A.R. 22-8-4 and K.A.R.22-8-7 are not being enforced, their revocation is not ex-pected to have any economic impact. The amendments toK.A.R. 22-8-11 will have a positive economic impact byreducing the training requirements for certain licenses.The amendments to K.A.R. 22-8-12 are designed to clarifycurrent practice and therefore will have no economic im-pact.

The Kansas Department of Health and Environmenthas reviewed an application from Midwest MedicalWaste, Inc., to establish and operate a solid waste proc-essing facility for a medical waste transfer station. Mid-west Medical Waste, Inc., proposes to lease an area fromBayer Construction at 120 Deep Creek Road in RileyCounty, near the city of Manhattan. A 12’ x 20’ steel con-tainer will be placed on limestone bedrock area that hasbeen used for construction equipment/material storage.The untreated medical waste will include red bag, tracechemotherapy and pathological waste. The waste will bebagged and held securely in boxes or totes. Within sevendays, the medical waste will be transported to an auto-clave or incinerator, and then disposed at permitted dis-posal facility.
KDHE has reviewed the application and found it to bein conformance with state solid waste statutes and regu-lations.

The Kansas Department of Health and Environmenthas reviewed an application from Blizzard Energy, Inc.,to establish and operate a solid waste processing facilityfor pyrolysis of processed waste tires. Pyrolysis is a pro-cess of thermal decomposition in an oxygen-starved en-vironment in enclosed reactor ovens. The proposed facil-ity will receive processed (cut) waste tires from anadjacent, permitted tire processing facility. The pyrolysisprocess will convert the scrap tires to the following prod-ucts: pyrolysis oil, carbon black, steel and synthetic gas.The pyrolysis oil will either be sold as a product, or willbe refined on-site to petroleum products such as gasoline,diesel, naphtha and fuel oil. The pyrolysis oil will be gen-erated within the pyrolysis building and stored outsidein aboveground storage tanks. Pyrolysis oil to be refinedwill be processed in an outside ‘‘product stabilizationunit’’ and the product will be stored outside in above-ground storage tanks. The carbon black will be milledinto micron-size final product and bagged for sale. Thecarbon black is generated, processed and stored withinthe pyrolysis building. The steel wire will be collectedinto containers and sold as scrap metal. The steel wire isgenerated inside the pyrolysis building and will be storedin containers for transport outside the building. The syn-thetic gas is recycled as fuel for the on-site burners. Thesynthetic gas is generated within the pyrolysis building,piped to an outside tank for storage, and piped back intothe building as fuel source for the burners.
This facility is located in the SE 1⁄4, Section 34, Township19S, Range 14W, Barton County, at Westport Addition,9015-H 8th St., Great Bend, Kansas. KDHE has reviewedthe application and found it to be in conformance withstate solid waste statutes and regulations.
KDHE is providing public notice of its intent to issuea permit to Blizzard Energy, Inc., for the proposed solid
