WEEKLY SUMMARY REPORT
300 LINE PROJECT
DOCKET NO.: CP09-444-000
FOR THE PERIOD: JUNE 6 THROUGH JUNE 11, 2011
On May 14, 2010, the Federal Energy Regulatory Commission (FERC) issued an Order Issuing
Certificate (Certificate) to Tennessee Gas Pipeline Company (TGP) to construct, own, and operate
approximately 127.4 miles of new 30-inch-diameter pipeline loop in seven separate segments in Potter,
Tioga, Bradford, Susquehanna, Wayne, and Pike Counties, Pennsylvania, and Sussex and Passaic
Counties, New Jersey; two new compressor stations in Venango and McKean Counties, Pennsylvania;
and other associated appurtenant aboveground facilities. TGP would also modify seven existing
compressor stations in Potter, Tioga, Bradford, Susquehanna, and Pike Counties, Pennsylvania, and
Sussex County, New Jersey. The approved facilities are collectively referred to as the 300 Line Project
(Project).
In accordance with this Certificate, TGP agreed to fund a third-party Compliance Monitoring Program
during construction of the Project in 2011. This report provides a summary of the Daily Monitoring
Reports issued by the FERC Compliance Monitors for activities conducted along the Project for this
reporting period.
Two FERC Compliance Monitors (CMs), James (Jim) Haydon and John Dempsey, are currently active
along the Project’s right-of-way, where construction has been approved by the FERC along the majority
of Spread 4 (Loops 313 and 315), Spread 1 (Loops 317 and 319), and Spread 2 (Loops 321 and 323) in
Pennsylvania; and Spread 3 (Loop 325) in New Jersey. Additionally, the FERC has approved
modifications of existing and construction of new (303 and 310) compressor stations and work at
contractor and pipe yards on Spreads 4, 1, 2, and 3. The FERC CMs conducted daily inspections of the
FERC-authorized portions of the Project’s construction right-of-way and extra work areas, and
documented compliance with the Project’s environmental requirements.
The FERC CMs issued 22 Daily Monitoring Reports during this reporting period. One Level 1 variance
request was approved during this reporting period. A tabular summary of the compliance reports is
presented below.

Acceptable – an inspected area or activity that is in compliance with Project specifications, mitigation measures, and applicable FERC-approved Project plans.
Communication – documentation of relevant meetings between the FERC Compliance Monitor and landowners, agencies, TGP representatives, Environmental Inspectors, or contractors.
Problem Area – record of an observation where an area or activity does not meet the definition of acceptable but is not considered a noncompliance.
Noncompliance – activity or area that is not in compliance with Project specifications, which results in damage to resources or places sensitive resources at unnecessary risk.
Serious Violation - activity or area that is not in compliance with Project specifications, which results in substantial harm to resources or poses serious risk to sensitive resources.
Variance Level Definitions
Level 1 Variance - reviewed and approved or denied by the Compliance Monitors. These requests must be within the original survey corridor and are for site-specific, minor, performance-based changes to Project specifications or mitigation measures that provide equal or better protection to environmental resource.
Level 2 Variance - reviewed and approved or denied by the Compliance Manager. These requests involve Project changes that would affect an area outside of the previously approved work area, but within the corridor previously surveyed for cultural resources, sensitive species, wetlands, etc.
Level 3 Variance - must be reviewed and approved or denied by the FERC Project Manager. These requests exceed the decision authority of the Compliance Manager or are denied as Level 2 Variances.
COMPLIANCE MONITORING ACTIVITIES
Spread 4 Summary (Loops 313 and 315 – Pennsylvania)
The FERC CM inspected the following areas and activities along this spread during this period:
Clearing activities in a palustrine hemlock wetland on Loop 315 (Wetland W001, mileposts
[MPs] 0.13 – 0.21) were inspected with Environmental Inspector (EI), Rick Crippen. A
population of soft-leaved sedge (Carex disperma) was identified in this wetland during the 300
Line Project's 2009 Rare Plant survey. This state-listed (Pennsylvania) rare species occurs
outside and to the south of the approved construction workspace. Mr. Crippen stated that the
extent of the soft-leaved sedge population was confirmed just prior to the start of construction
activities in this area. Mr. Crippen also stated that the required fencing will be installed along the
workspace limits to isolate the rare plant population.
Topsoil segregation on Loop 315 was inspected on the agricultural fields between Hill Road (MP
0.80) and Goodwin Road (MP 1.17). Topsoil was properly segregated and windrowed. In areas
where subsoil and topsoil was windrowed, an appropriate gap was left to avoid mixing.
Spread 1 Summary (Loops 317 and 319 - Pennsylvania)

Following up on a June 1, 2011 Problem Area report on Loop 317, the CM re-inspected around
the crossing of an Unnamed Tributary to N. Branch Towanda Creek (S001), MP 2.43, and the
adjacent Wetland W005. To the east of Wetland W005, overflow from the excavated trench was
pooling on the slope breaker just above the wetland and not able to properly outlet. The issue
was corrected by re-directing the overflow and allowing it to filter through the wetland silt fence.
The action will keep the access lane dry and prevent pooled water and sediment from being
pushed into the wetland by passing equipment. To the west of Waterbody S001, trenching was in
progress at the time of inspection and the eroded slope breakers have been removed. The Spread
1 Lead EI was on-site and stated that the contractor will be installing trench breakers and
restoring slope breakers on this slope.
The completed bore at Gulf Road near MP 1.30 on Loop 317 was inspected and found to be
acceptable. Topsoil was properly stripped and segregated in Wetland W002A where the
contractor had excavated the receiving pit for the bore. Wetland subsoil was temporarily stored
on the timber mat access lane. At the time of inspection, the contractor was preparing to weld
and install the line pipe.
Following up on a May 28, 2011 Problem Area report on Loop 317, the CM re-inspected the
right-of-way between Allen Meadows Road and Pension Road (MPs 6.86 – 7.44) on Loop 317.
Several inches of rainfall had eroded slope breakers, which had undermined or resulted in
accumulated sediment in silt fence at various locations. Since that time, repairs to erosion control
devices (ECDs) were made and sediment was returned to the right-of-way. Also, trenching was
completed through the upland areas between Allen Meadows and Pension Roads.
Spread 2 Summary (Loops 321 and 323 – Pennsylvania)
The FERC CM inspected the following areas and activities along this spread during this period:
In preparation for future inspections, the CM visited Loop 321 to become more familiar with the
right-of-way and access roads. Communication reports below provide details on construction
activities on Loop 321 during this reporting period.
Spread 3 Summary (Loop 325 – New Jersey)
The FERC CM inspected the following areas and activities along this spread during this period:
The crossing of the Unnamed Tributary to Hewitt Brook (S036) near MP 15.07 was completed.
The environmental crew seeded and installed jute matting on both sides of the tributary, and also
installed ECDs at the boundaries of Wetland W044.
The crossing of the Unnamed Tributary to Hewitt Brook (S034) near MP 15.06 was completed.
The area was seeded and jute matting on the tributary banks and ECDs at the boundaries of the
tributary and Wetland W043 were installed.
The CM was informed that an articulated dump truck had caught fire the previous night (June 7)
in an upland area near MP 9.60. The area was contained and a berm was placed around the unit
to contain any fluids. The area of the fire was cleaned up and is free of any contaminated soils.
Restoration activities continued on both sides of Lauren Lane near MP 2.46 and from Wetland
W006 east towards a residential area. Appropriate ECDs were in place; however, several straw
bales on south side of Wetland W006 required removal.
The pipeline was lowered in an upland area near MP 15.40. All operations were in compliance.
A racer snake was observed on top of the snake exclusion fence near MP 11.46. The snake
monitor on site lowered the snake to the outside boundary of the fencing.
A tree was cut in preparation for a horizontal directional drill near MP 5.84. The bore pit was
stabilized and the area was in compliance.

Compressor Stations Summary
No inspections were conducted at any of the compressor stations during this reporting period.
COMMUNICATION REPORTS
Spread 4 Summary (Loops 313 and 315 – Pennsylvania)
One communication report concerning this spread was issued during this period, as detailed below.
ECDs along Loop 315 from Goodwin Road to Wetland W004 (MPs 1.17 – 1.67) were inspected.
Several areas were noted where silt fence has not been properly installed and where slope
breakers appear inadequate and will likely not function properly. These issues were discussed
with the Spread 4 Lead EI, who stated that his EIs were actively addressing these issues with the
contractor.
Spread 1 Summary (Loops 317 and 319 - Pennsylvania)
One communication report concerning this spread was issued during this period, as detailed below.
The CM provided verbal approval to the Spread 1 Lead EI for a Level 1 variance to use an
existing private road “as is” to access the Loop 317 construction right-of-way near MP 20.64.
The approximately 4,300-foot-long access road was originally inspected on May 28, 2011.
Documentation of the landowner’s (North Chancellor Rod & Gun Club, LLC) approval to use the
road was provided and TGP confirmed that no improvements or modifications are required for
the access road, which is designated AR 6C. Formal documentation of the Level 1 variance is
pending and will be accounted for in next week’s progress report.
Spread 2 Summary (Loops 321 and 323 – Pennsylvania)
Five communication reports concerning this spread were issued during this period, as detailed below.
Several wetland areas on Loop 321 were inspected (MPs 12.49 – 17.55) that will require rock for
the tie-in areas and bore pits. The CM informed TGP that consultations with the appropriate
permitting agencies (e.g., U.S. Army Corps of Engineers) will be required prior to requesting a
variance for this activity.
CM Jim Haydon met with CM John Dempsey to review several problem areas on Loop 321,
which were documented earlier in the week (see details below).
The Spread 2 Lead EI informed the CM that he will be citing the clearing contractor for a
noncompliance on Loop 321 due to heavy equipment running outside the stripped travel lane,
creating deep ruts in previously undisturbed topsoil in the agricultural field between MPs 13.13 -
13.46. Additionally, several locations along the segregated and windrowed travel lane topsoil
showed evidence of heavy equipment travel over a parallel windrow of subsoil and into the
topsoil pile. These actions resulted in significant mixing of subsoil and topsoil in many locations.
All disturbed areas were within the approved workspace limits. The Lead EI stated that the
grading crew will be in the area this week and will remove subsoil from the segregated topsoil
piles as much as possible, and that the topsoil stripping across the entire width of the right-of-way
will be completed.

The Spread 2 Lead EI informed the CM that a Problem Area report will be issued for an incident
involving segregated topsoil inadvertently being pushed beyond the workspace limits east of
Creamton Drive (MP 8.75) on Loop 321. Survey stakes marking a corner of an additional
temporary workspace were apparently missing and segregated topsoil was pushed outside of the
workspace limits. The disturbed area measures approximately 40 feet by 15 feet and does not
affect any new landowners or sensitive resources. The topsoil pile was subsequently returned to
the approved workspace area and there did not appear to be any subsoil mixing. The Lead EI
stated that the disturbed area will be mulched and the workspace limits properly marked.
Because the activity involved off-right-of-way disturbance in an unapproved area, the incident
should have been documented as a noncompliance. This incident will be discussed further with
Loop 321, MP 13.20, mixed subsoil

the Spread 2 Lead EI. Should TGP not elect to elevate the incident to noncompliant, the CM will
issue a Noncompliance report for the off-right-of-way disturbance.
The CM met with Sam Lamendola, Environmental Compliance Leader, and Chris Cable,
Tetratech, to discuss recurring Problem Areas being observed on Spreads 1 and 2, which consist
primarily of segregated topsoil and poorly installed ECDs as well as the lack of timely response
in repairing or correcting these situations. Mr. Lamendola and Mr. Cable both agreed that these
recurring situations were unacceptable. Mr. Lamendola will discuss this with the inspection
personnel and contractor management (Henkels & McCoy) to ensure compliance with the
Project's Environmental Construction Plan (ECP) and permits, and the need for the contractor to
provide a timely response to those compliance issues brought to their attention by the EIs.
Spread 3 Summary (Loop 325 – New Jersey)
One communication report concerning this spread was issued during this reporting period, as detailed
below.
The side boards fell off equipment crossing bridge causing dirt and clods to fall and enter into the
Unnamed Tributary to Hewitt Brook (S033) near MP 14.77. The concern was relayed to the
Spread 3 Lead EI, who agreed to issue a Problem Area report. The Spread 3 Lead EI contacted
the CM later in the day stating that the side boards had been reinstalled and that the area was back
in compliance.

Spread 2 Summary (Loops 321 and 323 – Pennsylvania)
One problem area report was issued along this spread during this period, as summarized below.
On Loop 321, in the agricultural field east of Creamton Drive (MPs 8.76 – 8.88), insufficient
separation between the segregated topsoil windrow and the graded spoil bank was observed. The
Project ECP requires a minimum of 12 inches of separation between segregated topsoil and spoil.
However, for much of the length of this agricultural field there was little or no separation between
the segregated topsoil and bank of graded spoil. The CM discussed this situation with the Spread
2 Lead EI, who will direct the contractor to create and maintain proper separation between the
spoil and topsoil at this location.
