Fish-passes are inadequate for Mekong Riverfor the following reasons:
1) The depth of fish passes is usually low, in order to maintain water pressure for the dam.
Once they are installed, it would be costly to remove or fix them.
2) “Fish passes” will be useless in dry seasons, as well as in high seasons, because the
average body size of Mekong fish is larger than the depth of the passes.
3) Fish passes are good for quiet rivers, such as those found in North America or Europe,
for smaller fishes. The Mekong River is the world’s strongest high volume river. Most
Mekong fishes are large and will not be able to go through the passes.
4) Evidence shows that Mekong fish are attracted to a) strong currents, b) bottom floors,
and c) mid-level for travel. Fish passes will not provide any of these environments.
5) Fish passes make it difficult for Mekong species to find migration paths (according to
biologists’ studies on HouSahong channels).
6) Fish-passes and Dam would affect 1,000 species of Mekong River, as well as 30 million
people within 15km of Mekong mainstream who dependent on fishes for livelihood.
7) If fish-passes are used, Xayaburi Dam may not be prepared to resist any future chain of
flood from upper Dam, which may result in damage to generators, flood, loss of life of
Lao PDR and Thailand citizens, including loss of electrical power.
Why Computerized Gates for Xayaburi Dam?
1) The sizes of fish gates are adjustable (programmable to control water flow). Fish gateswill be installed deep near the center of a dam; they can be as deep as 10 or 15 meters.
2) Computerized gates allow fish to pass through the barrier frequently in high season. Inlow season, one gate may be closed; other gate may be opening momentarily.
3) The depth of fish gates can be 30 times deeper than fish passes, thus matching the fish’snatural environment.
4) In dry season, computerized gates will allow fishes to pass momentarily. If upper Dams
fail, fish Gates will be opened in advance to release water pressure, to protect Xayaburi Dam,
from collapsing.
5) Computerized gates will provide a channel-like environment, similar to the naturalHouSahong channels. This can release some pressures off Xayaburi Dam, to prolong itslife a bit longer.
6) A controlling computer will balance the needs of the dam and fish equally, by monitoringthe depth of water and adjusting the flow accordingly. Computerized gates are the onlysolution to the quick change environment of the Mekong River.
7) Computerized Gates not only will save fish migration, they could save Xayaburi Damfrom future damage and catastrophe from upper Dam, as well as people below it.

If any upper dam fails, Xayaburi dam wouldreceive excessive water quickly. Without fishgates, dam may leak, collapse, and/or flood LaoPDR and Thailand
