The 4 Ws of Penalty Enforcement
WHO fouledWHAT was the foulWHEN was the foul WHERE was the foul
13
Types of Fouls
DEAD BALLo occur during a dead ball either
between downs or before the snap
LIVE BALLo Occurs during a live ball
simultaneous with the snap and before the ball becomes dead by rule
14
Types of Plays
LOOSE BALLo Action during a punto Action during a legal forward passo Action during the run or runs that
precedes such legal pass or kick
RUNNINGo Any action that is not a loose ball
15
Penalty Enforcement Terms
PREVIOUS SPOTwhere the ball was last snapped
END OF THE RUNwhere the player loses possession of the ball or the ball becomes dead in player possession
SUCCEEDING SPOTwhere the ball would next be snapped if a foul had not occurred
SPOT OF THE FOULwhere the foul occurred
16
Penalty Enforcement Terms
DOUBLE FOULwhen both teams commit live ball fouls
MULTIPLE FOULSwhen two or more live ball fouls are committed by the same team
CLEAN HANDSif each team fouls during a down in which there is a change of possession, the team last in possession may keep the ball, provided that their foul is not prior to the final change of possession, and they decline all live ball fouls
17
Multiple Fouls
MULTIPLE DEAD BALL FOULSo are administered separately and in order of their
occurrenceo A dead ball foul is not coupled with a live ball foul or
another dead ball foul to create a double or multiple foul
MULTIPLE LIVE BALL FOULSo When multiple LIVE BALL fouls are committed by the
same team, only one penalty may be chosen except for a foul for unsportsmanlike conduct occurs.
o In this case, the unsportsmanlike conduct foul is administered as a dead ball foul.

Football Penalty Enforcement Flow Chart
Type of Foul Live Ball or Dead Ball?
It is important to keep the whistle in your hand until you are ready to blow it. This will
cut down on the amount of inadvertent whistles.
Let the play kill itself. Do not be in a hurry. It is better to be late and right.
Make sure to sound the whistle loud and clear with one blow. This is better than a weak timid sounding whistle or a series of quick
“toots”.
Ref Tricks
• Sell the call – Be Confident• Take your time• Talk slow and low• Do not say too much• Confer with your partner• NEVER change a call for a player• Do not argue or get upset• Be in control of the court• Give an inch, they’ll take a mile• Have fun
