1960s-1970s The expansion of the community college and state university
systems made articulation essential. Several of Florida’s state universities were “upper-level only”
institutions. The standard route to a baccalaureate degree went through a community college.
1971-Statewide Articulation Agreement (2+2) Defined the AA degree as the transfer degree Confirmed the general education transfer guarantee (est.
1959) Established a statewide common course numbering system Created the Articulation Coordinating Committee (ACC) to
serve as a forum for discussing and coordinating ways to facilitate student transitions.

Course equivalencies determined by faculty discipline committees
Guaranteed transfer of credit for those courses deemed equivalent across institutions (s. 1007.24, F.S.)
Transfer credit must satisfy institutional requirements in the same manner as native students

2002 Constitutional amendment passed creating the Florida Board of
Governors to oversee state universities (community colleges remained under the oversight of the State Board of Education)

commitment to the 2+2 articulation system
2010 Higher Education Coordinating Council created in statute to
advise State Board of Education, Board of Governors, and Legislature
