Layer 3: emergency response (including notification,crisis recommendation, operational management,evacuations in high water); Layer 2: spatial planning measures - climateresistant organisation of the area that can limit theconsequential damage; Layer 1: prevention measures that prevent flooding;

• The overall objective of the project is to minimise theconsequences of flooding by using the Multi-LayeredSafety concept.
