GIS has become crucial in large-scale emergency situations for defining flood areas, structural damage, supply distribution points, passable roads, etc.

Little Rock, AR - An example of flooded terrain where the speed of processing time-sensitive data digital information is crucial

A basic data viewer…

Image Viewer (DRG superimposed on top of DOQQ)

Kansas Green Report (KARS)

The Kansas Green Report provides images showing current vegetation conditions, greenness maps, and difference maps as compared to the previous week, the previous year, and the average vegetation conditions.

Dynamic data – satellite imagery updated weekly…

Water Information Storage and Retrieval Database (WIZARD)

Linking from pre-existing databases to the map…

Remote Operations – GIS\PAO

• GIS\PAO response to disaster scenes – 24 hour max

• GIS PAO support directly to Incident Commander via voice, satellite, internet or cellular connectivity

• On scene printing of GIS information

• Reach back to the EC, TAG or Kansas EOC

• Designed to work independently or in concert with fixed facilities or other mobile command vehicles

• Supports Experimental Missions– UAV– Smoky Hill

• Crisis City• The Village• Rail Disaster Training

Summary and Future Plans

• Eisenhower Center is a central focal point for:– Technology Insertion and Experimentation– Leadership Education

• DASC provides central data repository and outreach

• Fusion Center is coming online

• Mobile command vehicle is coming online

• Continued partnerships are key

• GIS Data Layers to Augment the Program– Statewide airborne LiDAR (and output products such as flood

plains)– Statewide airborne imagery (digital orthophotography)– Statewide parcel data– Statewide transportation network– Live weather data– Sensitive/hazardous/critical data layers38

Future GIS Tools

The imagery and the LiDAR were captured simultaneously.  They can be used independently, together as overlays in a GIS, or fused into a single LAS format dataset where the RGB values from the imagery are pushed onto the LiDAR X,Y,Z values.

Future GIS Tools

Supporting customers with advanced technology and services

Integrated GIS-GPS systems provide clear advantages while collecting data in potentially hazardous and/or inaccessible areas.
