JAMMU, Oct 15: GlobalHand-Washing Day was observedacross the State.

Minister of State for PHE,Irrigation and Flood Control,Forest and Animal Husbandry,Abdul Majeed Padder, called formass awareness regarding impor-tance of hygiene and proper sanita-tion measures in rural areas. TheMinister stated this at a functionorganized in connection withGlobal Hand-Washing (GHD) Dayat DH Pora, Srinagar. Padder saidGHD is a campaign to motivateand mobilize people around andpromote hand-washing habitsamong them. The campaign is ded-icated to raise awareness withregard to washing hands with soapas a key approach to disease pre-vention.

Minister said that the campaignwas initiated to reduce childhoodmortality rates related to respiratoryand diarrhea diseases by introduc-ing simple behavioral changes,such as washing hands with soap.

He said it is also a religiousobligation to maintain cleanlinessand a hygienic atmosphere in andaround, adding that Global Hand-Washing Day provides an opportu-nity to increase awareness andimportance about washing handswith soap in an effective manner toprevent spread of diseases and savelives.

On the occasion, Padderannounced Rs 7.50 lakh from hisCDF for Government HigherSecondary School for improvingvarious facilities for studentsthere. During the function, schoolstudents presented variety of pro-grammes in connection withGlobal Hand-Washing Day. Later,the Minister gave away prizesamong participating students inpresence of Chief Education offi-cer, SDM, officers from DistrictAdministration Kulgam, PHE,Irrigation and Flood Control,Forest, Rural DevelopmentDepartment, etc.

J&K State Social WelfareBoard observed the GlobalHand-Washing Day at 694Crèche Centers, across the State,

where almost 17,500 childrenfrom economically poor families,in the age group of 0-6 years weretold about simplicity and value ofclean hands was demonstrated.These Crèche Centers are man-aged by Non GovernmentalOrganizations and funded by theCentral Social Welfare Board,through J&K State SW Board.During the awareness programmethe young children and their

mothers were explained about thebenefits of hand-washing andwere urged to continue the prac-tice, before every meal and afterusing the toilet, so that it incul-cates a habit of hygiene and clean-liness. Chairperson SocialWelfare Board has appreciated allthe NGOs that participated in thiscampaign.

Model Academy, prestigiousschool of MIER along with theInteract Club, today observedGlobal Hand-Washing Day atboth its branches. The day startedwith a special assembly wherestudents spoke on the importanceof Hand-Washing. Aditya Mani amember of Interact Club stressedon the importance of personalhygiene and how keeping handsclean prevents a number of stom-

ach problems like Diarrhea,Pneumonia etc. Further throughrole play students projected howgerms and bacteria attack ourbody if hands are not washedproperly. Hand-Washing is themost effective and cheap way tokeep ourselves healthy and dis-ease free. The members ofInteract Club prepared slogans forspreading awareness regarding"Washing Hands" and discussed

them in the junior wing.Further in the day the teachersof the Junior Wing narratedstory titled "Bacteria and hisfriends" through which theyhighlighted how bacteriaattack our body if personalhygiene and cleanliness iscompromised.

Global Hand WashingDay was observed at BSFSchool, Paloura. A paintingcompetition was organized onthe occasion to spread aware-ness among the students.They successfully touchedvarious issues related to andwashing techniques highlight-ing its importance in day-to-day life. Students were moti-vated to bring soap papersregularly with them.Demonstrations of properhand washing techniqueswere done to help studentslearn and practice simplerules of washing hands.

Speaking on the occasionPrincipal, Dr SK Shukla threwlight on the importance of the day.

Global Hand-Washing Daywas observed in GovernmentHigher Secondary School,Ghoumanahsan. About 400 stu-dents and prominent citizens par-ticipated and pledged to keep theirindividual and social hygiene inorder to save themselves from dis-eases. JR Sharma, Principal of theschool exhorted upon the studentsto keep their personal hygiene ofparamount importance and savefrom common abdominal prob-lems resulting from unhygienicconditions. RS Chib, senior BJPleader, Gandharv Singh, SomNath, Rohni, Iqbal Qasim,Promila, Jyoti Jamwal, Anuradha,Anita, Sindhu, Tulsi and staff

members were present on theoccasion.

World Hand-Washing Daywas observed at GovernmentBoys Higher Secondary School,Bakshi Nagar. A cleanlinessdrive was organized on the occa-sion and the students were sensi-tized by the importance of theHand-Washing. Principal of theinstitution Rajni Kotwal in herspeech highlighted the impor-tance of the day.

A programme on the occasionof Global Hand-Washing Daywas organized by DistrictEducation Department, Reasi,Rural Development and SocialWelfare Departments atGovernment Girls HigherSecondary School, Reasi. DDCReasi Sushma Chauhan was thechief guest on the occasion andother dignitaries namely ADDCBhawani Rakwal, CEO ReasiVinod Soni, BDO Reasi AkshiGupta and Principal of the institu-tion PD Sharma were also pres-ent. While speaking, DDCfocused on the importance of theday.

On the occasion of the GlobalHand-washing Day, a programmewas organised by the DistrictAdministration Udhampur atTikri, in which the PRI members,teachers, Anganwadi workers,ASHA workers and a large num-ber of students were present. Aday-long sensitization-cum-awareness programme was con-ducted by the District PanchayatOfficer, Udhampur. DistrictDevelopment CommissionerUdhampur, Shahid IqbalChoudhary, who is also theChairman, District Water andSanitation Mission was the chiefguest on the occasion, who whilespeaking stressed on inculcatingthe practice of hand washing as aninnate habit among the children.DPO Sukriti Sharma and CMOChander Prakash also highlightedthe significance of hand washingin ensuring a better quality of life.The other officers present on theoccasion include the ACD, POICDS, BDO Tikri, Xen of PHE,REW, PWD and PMGSY.

Imprisonment to 3 forthrashing officials

SRINAGAR, Oct 15: A localCourt today awarded one yearimprisonment to three men whothrashed Fire and Emergency staffand damaged a Fire Tender in avillage in Central Kashmir districtof Budgam ago.

The court of JudicialMagistrate Budgam presided byImtiyaz Ahmad Lone convictedthree accused person for commit-ting offences U/S 353,336 and 427of Ranbir Penal Code and award-ed them one year imprisonment.

The three persons have beenfound guilty by the court forthrashing Fire and Emergencystaff and damaging a Fire Tenderin village Watred Khan Sahib inCentral Kashmir district ofBudgam where they had gone toextinguish fire.

On December 11, 2009 firebroke out at Watred Khan Sahib indistrict Budgam and on receivingthe massage the fire tendersreached the spot within no time.Some miscreants among the mobgathered in the village andattacked the Fire tender and thecrew by pelting stones and attack-ing with with lathis. They dam-aged the fire tender and manhan-dled the staff as a result of whichhurdles were created in putting offthe fire.

Police swung into action andan FIR vide No. 548/2009 underSections 353, 336, 427 RPC wasregistered and investigation of thecase was carried out. The accusedwere chargesheeted on 22.5.2010.

Given the reference of crimi-nal law justice court said: "Thecourts of law are meant to see thatno innocent is punished and ofcourse it is also to be seen that noguilty goes Scot free" and awardedsentence to three persons involvedin the offences.

"Accused persons shall under-go imprisonment of one year forthe commission of offence madepunishable under Section 353RPC and a fine of Rs 1000 indefault of deposit of fine personsaccused shall serve further impris-onment of 2 months", court said.

"Accused persons shall under-go imprisonment of 3 months forthe commission of offence madepunishable under Section 336RPC", court said.

"Accused persons shall under-go imprisonment of one year forthe commission of offences madepunishable under Section 427RPC and a fine of Rs 1000 indefault of deposit of fine personsaccused shall serve further impris-onment of 2 months", court saidthese punishments shall run con-currently.

5 injured in road mishapsExcelsior Correspondent

SRINAGAR, Oct 15: Policetoday said that five persons wereinjured in various road accidentsin Kashmir.

A police spokesman said thatan Alto Car bearing chassis num-ber 705263 collided with amotorcycle bearing registrationnumber JK03-9281 near PetrolPump in Dooru area of Anantnagdistrict resulting in injuries to themotorcyclist, Sabzar Ahmad."The injured was shifted to dis-trict hospital for treatment. Policehave registered a case in thisregard," he said.

The spokesman said that aTata Mobile vehicle bearing reg-istration number JK03E-0328collided with Tata Ace load carri-er at Kachakoot in Awantiporaarea of Pulwama district, result-ing in injuries to the driver ofTata Ace, Mohammad YounisShah. "The injured was shiftedto hospital for treatment. Policehave registered a case in thisregard," the spokesman said.

He said that a Sumo bearingregistration number JK05A-9453hit and injure a pedestrian, OfranIqbal Sheikh at Chogal inHandwara area of Kupwara dis-trict. "The injured was shifted toJVC Srinagar for treatment.

Police have registered a case inthis regard," the policespokesman said.

A Tavera vehicle bearing reg-istration number JK03-2731 col-lided with a Swift car bearingregistration number JK01W-1841 near PHE Kakapora inPulwama district, resulting ininjuries to Shabnum Rashid, andher 8 year old daughter Toiba."Both the injured have beenshifted to hospital for treatment.Police have registered a case inthis regard," the policespokesman added.

JAMMU, Oct 15: A demon-stration was held by All J&KSRTC Volunteer RetiredEmployees Association atExhibition Ground here underthe leadership Dev Raj Balipresident VRS Union.

The demonstrators stronglycriticized the attitude of theHigher authorities of TransportDepartment and J&K SRTC

Management as they failed toclear the legitimate dues as itwas promised that one whotakes VRS his dues will becleared within 60 days butsorry to State that the volun-teer retired persons are strug-gling for the last five years fortheir legitimate dues and dur-ing this long struggle 12 VRSemployees have died.

The protesters said that theyare unable to understand thatwhy they are being harassedwhereas the Government hasissued orders thrice but theseorders were never implementedon ground. The VRS employeesof SRTC feel harassed and

cheated by authorities of SRTC,they added,

The protesters said the billshave been prepared and theyare lying with FinanceDepartment Civil Secretariatfor clearance and the totalamount to be paid is Rs30,1610,673.00.

The protesters gave warningto government that if the dueswere not cleared before theclose of Secretariat in Srinagar

DDC convenes public meetingsat Hartaryan, Tikri, Muttal

UDHAMPUR, Oct 15:District DevelopmentCommissioner, Udhampur, DrShahid Iqbal Choudhary, alongwith team of District Officers,convened public grievanceredressal meetings and enrol-ment camps at Hartaryan, Tikri

and Muttal where issues relatedto 12 Panchayats of Udhampurand Tikri block were discussed.

At Hartaryan decisions weretaken for construction of bridge,upgradation of road, coverage ofunelectrified villages, rationali-sation of staff in schools andvarious developmental works.A camp on Global HandWashing Day was organised atTikri where developmentalissues related to 4 panchayatswere discussed which includedconstruction of CSC, restorationof damaged road, ration supplyand revenue matters. The DDCdirected the concerned depart-ments for immediate restorationof roads, providing ration andKerosene Oil, construction ofcommunity toilets, sportsground and interior roads.

A public meeting was organ-ised at Muttal where a largenumber of people from 5 pan-chayats participated and raisedissues related to developmental

works. The DDC provided Rs 6lakh for repairs of Basa Morh toMuttal Road, Rs 3 lakhsforreplacement of water supplypipes, a foot bridge for Samoli-Muttal connectivity, one 250KV transformers, power supplyto panchayat ghar and two ham-lets; and directed for upgarad-

tion of water supply in Samoli.CEO was directed for providingUrdu teacher at Muttal.Enrolment camp for social secu-rity scheme Aasra registeredmore than 200 women.

Dr Shahid and MLA ReasiAjay Nanda also inaugurated aModel Panchayat Ghar at Muttalconstructed at cost of Rs 20lakh. Devotional songs mark 2nd day of Navratra festival at Gandhi Nagar

JAMMU, Oct 15: On thesecond day of Navratra Festivalin Lakshmi Narayan TempleGandhi Nagar, an enthralling90-minute musical evening ofdevotional songs was held.

About 25 young buddingartists from schools and individ-uals entertained a huge gather-ing of devotees with their melo-dious Bhajans and Mata KiBhaintein.

The festival is being organ-ized for the first time by theLakshmi Narayan TempleManagement Trust, GandhiNagar.

As per the ritual, the eveningstarted with Maha Aarti whichwas participated by a large num-ber of devotees including thechief guest of the evening,Director, All India Radio,Jammu, V S Samyal.

Higher Secondary School. Itwas followed by a Mata KiBhaint, "Chandi Maa MachailonWali", sung by a 7th class stu-dent, Harsh.

The highlight of the eveningwas a rare and bold presentationby a 21 year old artist, BhanuSumbariya who presentedBhaint with burning lamps kepton small wheel kept on his headwhich he meticulously balancedwhile dancing and singing MataKi Bhaint.

Small kids also stole theshow by their solo performancesincluding one by a 5-year-oldPragati, who sang "RaghupatiRaghav Raja Ram, Patit PaawanSita Ram" to huge clapping ofthe gathering.

The president of the Trust,Gulchain Singh Charak, distrib-uted awards to all participants,complimented the performanceof the artists and hoped that theFestival would attract moreyoung talent in the coming days.

High level seminar on trafficmanagement on Oct 17

SRINAGAR, Oct 15:Institution of Studies, Learningand Analysis (ISLA) is organizinga seminar on 'TrafficManagement' on October 17 atSher-e-Kashmir InternationalConference Centre (SKICC) here.

Addressing a press conferencehere, the Director ISLA andADGP Armed Police SM Sahaisaid that the State has been facingproblems of improper traffic man-agement. "Of late, the capitalcities, Srinagar and Jammu, haveseen upsurge in the vehicular traf-fic and the rising numbers of vehi-cles coupled with inadequateinfrastructure are causing hightraffic congestion in the cities andthe National highways," he said.

Sahai said that the manage-ment of traffic has become a hotissue and the masses are sufferingbecause of the frequent jams espe-cially in the two capitals and thehighway connecting them. "Inorder to discuss the traffic prob-lems in the State, Institution ofStudies, Learning and Analysis

(ISLA) is organizing this semi-nar," he said.

The seminar is scheduled to beinaugurated by Chief MinisterMufti Mohammad Syed.

He said that the seminarwould witness the participation ofall stake holders related to man-agement of traffic including engi-neers, police, town planners,traders, civil society activists,stake holders of tourism, schooladministration, doctors, trans-porters, students, hawkers, road-side vendors and others "so thatthey can come up with sugges-tions and recommendations tohelp us in streamlining the trafficin the state".

JU Law School organizes extension lecture

JAMMU, Oct 15: LawSchool in University of Jammutoday organized an extensionlecture by Bharat Desai fromJNU, Delhi.

In his lecture to the students,Mr Desai talked about the cur-rent challenges and develop-ments in the field of law. One ofthe biggest challenges, he said,was commercialization of law asa profession in present contextof the consumerist trends thathad set in. While making a refer-ence to Mahatma Gandhi, hefocused upon the need to rebuildvalue systems and essential roleof ethics in every profession.

Further, he highlighted therole of teachers towards promot-ing value education among thestudents who are the future oftomorrow. Maintaining that Lawneeds to be changed with chang-

ing needs of the society, he saidthat future architecture of thejudiciary has to be based uponethical foundations and meremaking the legislations is notenough. Sensitization withregard to diverse issues is equal-ly important in order to make thelaws workable, he added.

Dr Sanjay Gupta, Director ofthe Law School, presented wel-come address while Dr RinkuGupta introduced the speaker tothe students and faculty.
