Background and Methodology
Patrick E. Gonzales graduated magna cum laude from the University of
Baltimore with a degree in political science.
His career in the field of public opinion research began in the mid-1980s as an
analyst with Mason-Dixon Opinion Research. During this time, Mr. Gonzales
helped develop, craft and implement election surveys and exit polls for
television and radio in the Baltimore-Washington D.C. metro area.
Mr. Gonzales has polled and analyzed well over a thousand elections in
Maryland and across the country since that time. Furthermore, he and his
associates have conducted numerous market research projects, crafting
message development plans and generating strategy blueprints for businesses
and organizations throughout the state.
Over his 35 years conducting public opinion polls, Patrick Gonzales has been
widely recognized by his peers for his ability to conduct unbiased surveys, and
analyze the results in an impartial, evenhanded manner.
Mr. Gonzales frequently appears on radio and television in the Baltimore-D.C.
region as a guest commentator.
This poll was conducted by Gonzales Research & Media Services from
December 23rd through January 4th, 2020. A total of 838 registered voters in
Maryland, who indicated that they are likely to vote in the 2020 general election,
were queried by live telephone interviews, utilizing both landline (39%) and cell
phone (61%) numbers. A cross-section of interviews was conducted throughout
the state, reflecting general election voting patterns.
The margin of error (MOE), per accepted statistical standards, is a range of plus
or minus 3.5 percentage points. If the entire population was surveyed, there is
a 95% probability that the true numbers would fall within this range.

Among voters, 24% support increasing the gasoline tax in Maryland in order to fight
climate change (10% “strongly support” and 14% “somewhat support”), while 73%
oppose increasing the gasoline tax in the state to fight climate change (62% “strongly
oppose” and 11% “somewhat oppose”), with 3% providing no answer.

Regulate Sale of Gasoline
Seventy-eight percent of Maryland voters oppose the idea of Maryland being part of a
regional group that would have the authority to restrict the sale of gasoline (63%
“strongly oppose” and 15% “somewhat oppose”), while only 16% support Maryland
being part of a regional group that would have such authority (5% “strongly support”
and 11% “somewhat support”), with 6% providing no answer.
Registered independents, at 24%, are most likely to support the idea, but even among
this group, 69% oppose it.

Impose Taxes on Gasoline
Voters also do not want Maryland part of a regional group that could impose taxes on
gasoline: 71% oppose the idea of the state being part of a regional group that would have
the authority to impose a gas tax (60% “strongly oppose” and 11% “somewhat oppose”),
while 25% support this (12% “strongly support” and 13% “somewhat support”), with 4%
offering no opinion.
Ninety-three percent of Republicans, 64% of Democrats, and 59% of unaffiliated voters
oppose the idea of Maryland being part of a regional group that would have the
authority to impose taxes on gasoline.
Establish Rules on Regional Gas Tax Revenue
Among Marylanders, 57% oppose the idea the state being part of a regional group that
would have the authority to establish rules on how states could use revenue from a
regional gasoline tax (40% “strongly oppose” and 17% “somewhat oppose”), while 34%
support Maryland being part of a regional group having the authority to establish rules
on how to use revenue from a regional gas tax (12% “strongly support” and 22%
“somewhat support”), with 9% contributing no opinion.
Forty-four percent of Democrats support this idea and 46% oppose it.
