1 ,ecutive &ummary1.1 ersonal Independence a!ment >I? helps claimants meet the extra costs
arisin+ from a disabilit! or lon+@term health condition. It replaces (isabilit!
Livin+ #llowance >(L#? for woroption four? and halvin+ the points awardedfor aids and appliances >option five?. The (epartment also as

activities five and six are less reliable indicators of extra cost than one and
four.
1.& #s a result, and in order to limit the number of people affected b! the
chan+es, the (epartment has decided that the points awarded for the use of
aids and appliances should be halved from two to one but for activities fiveand six onl!.
1.10 This chan+e will appl! to new claims, claimants who report a chan+e of
circumstances and (L# claimants who are reassessed for I from 1 Aanuar!
201/. The chan+e will affect existin+ I claimants who do not report a
chan+e of circumstances from the later of 1 Aanuar! 201/ or the date the
(epartment reviews their current award.
1.11 This revised approach should help ensure that the points available for aids
and appliances are a more accurate prox! for extra costs incurred and
support the ori+inal polic! intent of I to focus support on those with the+reatest need.
1.12 In addition to deliverin+ these chan+es, the (epartment remains committed to
ensurin+ that we offer the most appropriate and effective support and best

The consultation process2.4 The Government published the Aids and appliances and the daily living
component of Personal Independence Payment consultation on 10 (ecember
201. The consultation closed on 2& Aanuar!, althou+h we considered
responses received within a reasonable time after this point also.
2./ %e received 21 written responses to our consultation. 1&3 were from
individuals and were from or+anisations. # list is at #nnex #. One
response was a :oint response from 10 or+anisations of, or for visuall!
impaired people.

+roups as possible had the opportunit! to contribute their views. %e

# /hat you told us3.1 There were broadl! four main themes arisin+ out of the responses we
received and the discussions at our consultation events.
Bespondents felt that reliance on aids and appliances is a +ood indicator
of additional costs.
Bespondents uestioned the effectiveness and accurac! of the I
assessment, both in terms of the polic! underpinnin+ it and the application
of the polic!.
Bespondents were concerned that an! of the options for chan+e would
have a ne+ative impact on the individuals affected.
Bespondents felt that an! of the options for chan+e would increase
individuals; needs for support from other public services and could lead toincreased I expenditure.
3.2 The vast ma:orit! of respondents who provided a view on the substantive
issue of the polic! on aids and appliances therefore thou+ht that the current
polic! was preferable to an! of the options for chan+e. 9an! also pointed to
the fact that I is still a relativel! new benefit, ar+uin+ that ma

should be halved and which activities should be left unchan+ed. 9an!
respondents ar+ued that, if the number of points was halved for all activities,
this would ultimatel! have the same effect as option three >i.e. removin+entitlement from claimants with low level ph!sical impairments across a ran+e
of functions? and that this would be disproportionate.

activities one, four, five and six* preparin+ food, washin+ and bathin+,
dressin+ and undressin+ and mana+in+ toilet needs or incontinence. This was
not the case for other activities/ and is consistent with the national data which
shows that the si+nificant increase in the proportion of claimants scorin+ all of
their points from aids and appliances has lar+el! been driven b! a sustained
rise in the points awarded in relation to activities one, four, five and six.
'.1 #ctivities one, four, five and six tend to rel! on similar ph!sical actions in order
to complete them such as a certain level of manual dexterit!, similar
movements or the abilit! to reach. There is therefore si+nificant overlap
between activities and, when considerin+ aids and appliances in this context,
some activities will be better proxies of extra costs than others.
