MAIN RESULTS OF R&D
1. FIRST BEAMS OF IRON IONS (Fe24+): E = 1 GeV/u, N ~ 106 particles per cycle • this unique result extremely important for the space radiation research• this success is provided with the KRION-2 ion source development
2. SPILL OF EXTRACTED BEAM INCREASED UP TO ABOUT 10 s
3. HIGH UNIFORMITY OF EXTRACTED DEUTERON BEAMS AT THE INTENSITY 107 p/cycle

Development:
1. RF generators reliability of cyclotron is raised.
2. New diagnostic elements are installed on ion beam transport cannels and axial injection system.

ION SOURCES in 2003• Intense beam of 48Ca ion was provided for synthesizing of element 115 at the U400 cyclotron. • The intensity of 48Ca5+ ~ 100 eA and the consumption of calcium ~ 0.8 mg/h. • At the U400M cyclotron an exotic beam of tritium ions was provided for the experiments on
synthesis of the heavy isotopes of hydrogen in the reaction T + T at the ACCULINA facility.• The 2.45GHz ECR with the new permanent magnet magnetic system for MASHA mass-
analyzer was tested at the test bench with the helium ion beam.
• The device for DRIBs emittance measurement was designed and manufactured. • II stage of DRIBs project: the ECR charge breeder ion source (DECRIS-4) was designed. • The magnetic system of ECRIS with “liquid helium free” superconducting coils was tested.

Main results in 2003:

casing is executed• start-up of the MR-3 without the casing in
the air environment is carried out • level of vibrations is checked up• control assembly of the MR-3 together with
the casing has been started2. New Fuel Loading• manufacturing of fuel elements at “Mayak”

made and delivered to JINR.

Fundamental Investigations:•DUBTO - Resonant behaviour of the both the pp- and nn+ systems, produced in 4He interaction.•MUON – Investigation of the muon properties and the muon interactions with matter.•FAMILON - The study of the two-particle muon decay on an electron and golston's massless boson.-CATALISIS- Measurements of muon cataslazed fusion cycling rate temperature dependence in a binary mixture D/T in the temperature range 40-300 K. A multi-cabin Medico-Technical Complex for radiotherapy with hadron beams from Phasotron
Treatment cabin No 1 for proton therapy of tumors seated in the head, neck, and trunk
• 667 hours of phasotron operation time were used for medical applications in 2003• 98 patients were treated with the proton beam in 2003

PLANS AND REALITY FOR 2003START-UP IREN FACILITY BY THE END OF 2005It was foreseen to realize three main tasks:1. Dismantling of IBR-30 reactor to open a way for obtaining the license for construction of the IREN facility2. Completing the technological project of the facility and choice of producers of multiplying target systems3. Mounting of LUE-200 in Bld. 43 FLNP
Realization of these plans needed ~650K$ (including reimbursement of JINR debts for years 2001-2002)

CONSTRUCTION OF LUE-2001. A detailed plan aimed at assembling of main parts of LUE-200 into bld. 43 was prepared for year 20032. Large shift in implementation of this plan takes place due to insufficient and irregular financing 3. Nevertheless main points have been fulfilled due to active and persistent work of personnel LPP – NEOUS division
There is a good starting position for completing during 2004 of the first stage of LUE-200 linac if necessary funding will be available in time…

IREN: PERSPECTIVES FOR YEAR 2004 AND THE FURTHERTotal investment into IREN project by the end of 2003 is 2.27 M$Last estimation for the total cost of IREN facility is 4.5 - 5 M$
A new opportunity to get extra budget founding for the IREN project completion has been opened recently in negotiation with directorate of “Kurchatov Institute”. “Kurchatov Institute” is ready to participate in the IREN project, in particular :
• to take part in the scientific program;• to pay the contribution in the project realization;• to apply jointly with JINR to MinAtom for a special extra founding from MinAtom

DELSY – Dubna ELectron SYnchrotron (not budgetary facility)

2. The organization of JINR-Russian consortium in Dubna for the DELSY project elaboration and synchrotron radiation applications is one of the most promising ways of the project realization. The income of JINR into the consortium should be the existed accelerator equipment and infrastructure.
3. Some extra budget money was used for DELSY elaboration in 2003
1. JINR Director V. Kadyshevsky was received by the vice-premier of RF Government prof. N.Aleshin in august, 2003. Special financing of the DELSY project was discussed.
Free Electron Lasers at LINAC-800 (Bld.118)

• reparation of the bld. 118 for LINAC-800 is in progress;• sources of the power supply (outer transformers of the 2MWt total), and of the distilled water has been revised;• reconstruction and placement of the external water-water and water-oil coolers is in progress• geodesic works in the accelerator hall have been fulfilled • all the accelerator sections have been brought in the hall• the accelerator sections of four stations have been put on the supports
THE STATUS OF THE LINAK-800• technical project of the LINAC-800 accelerator construction is finished;• project of short bunch injector has been developed in collaboration with NPO “ISTOK” (Fryazino);• DELSY control room has been reconstructed

CONCLUSIONS

• Total operation of JINR facilities is steady and increases during all last years.• Electricity consumption of JINR facilities increases according to the operation.• Expenses of the JINR budget for electricity increases according to the consumption and to the price of electricity and has reached ~ 2 M$.• Breakdowns of equipment create regular problems of facility operation and, in particular, resulted in default of operation plans of nuclotron and phasotron in 2003.• Reliable operation of JINR facilities requires additional and regular expenses for the technical support and development of the facilities.

2. JINR Technical Policy and Infrastructure
In order to improve and develop the technical policy and infrastructure at JINR, a supplement to the Programme of JINR’s Scientific Research and Development for the years 2003-2009 is in progress now and will be prepared for the session of the 96th Scientific Council (July 2004). This activity has been started by a working group established by the JINR Directorate.
The supplement will include the status, proposals of maintenance and development as well as requests for necessary resources in 2003-2009 for:
•Basic facilities•Energy, heating and water•Experimental workshops•Technical infrastructure of laboratories•Radiation, nuclear and industrial safety•Information technologies•Staff policy
The proposed programme of JINR’s engineering and technical development for the next seven years is in fact the first attempt of a systemized approach to the analysis of the current and perspective status of the Institute’s technical infrastructure and its personnel

3. Young Staff at JINR
(Supplement to “The Programme of JINR’s Scientific Research and Development for 2003–2009”)
For elaboration of the Programme “Young Staff at JINR”, the following measures are envisaged:•the continuous education system: secondary school - higher education - research centre;•activities oriented at secondary school students;•further development of the system of international schools and programmes for students and young scientists;•improvement of the system of scientific and professional competitions and prizes for youth;•establishment of a system of grants for the most gifted young scientists;•providing a reasonable and attractive start level of wages, and a system of personal bonuses depending on the results of professional activity;•hosing programme development, which would allow young JINR staff members to expect to buy their own apartments;•improvement of the Institute’s material resources related to culture and sport, and providing the staff with modern medical and other services.
