1.0 INTRODUCTION
The Virginia Department of Transportation (VDOT), in cooperation with the Federal Highway
Administration (FHWA) as the lead federal agency, is evaluating options to improve transportation
conditions along the Interstate 64 (I-64) corridor between the Interstate 464 (I-464) interchange and the
Interstate 664 (I-664) and Interstate 264 (I-264) interchanges at Bowers Hill in the City of Chesapeake,
Virginia (Chesapeake).
Whitman, Requardt & Associates, LLP (WR&A) has performed a search for potential recognized
environmental concerns (RECs) for the VDOT Interstate 64 / High Rise Bridge Corridor Study.
Environmental Data Resources, Inc. (EDR) was utilized to perform a search of Federal and State
regulatory agency databases within a ½-mile radius from the project corridor to evaluate the study area.
The EDR DataMap Study Area and the EDR Report with GeoCheck showing the EDR ID locations
within the search radius, the study area (depicted as a solid green line) and the search radius boundary
(depicted as a dashed green line) are included as Attachment A with this technical memorandum.
Photographs taken during the site reconnaissance are also included as Attachment B with this technical
memorandum.

Database Description
NPL
National Priorities List (Superfund). Hazardous waste sites targeted for possible long-term
remedial action under the Comprehensive Environmental Response, Compensation, and
Liability Information System (CERCLIS).
Proposed NPL Proposed National Priority List Sites.
NPL LIENS Federal Superfund Liens.
Delisted NPL National Priority List Deletions. The National Oil and Hazardous Substances Pollution
Contingency Plan (NCP) establish the criteria that EPA uses to delete sites from the NPL.
CERCLIS
Comprehensive Environmental Response, Compensation, and Liability Information System
(CERCLIS). Sites that are proposed for or on the NPL, or in the screening or assessment
phase for possible inclusion on the NPL.

CERC-NFRAP
Archived CERCLIS sites with a status of No Further Remedial Action Planned (NFRAP),
denoting sites where, following an initial investigation, either no contamination was found,
contamination was removed quickly without need for the site to be placed on the NPL, or the
contamination was not serious enough to require Federal Superfund action or NPL
consideration. The NFRAP status does not necessarily indicate that no environmental
concerns are present.
CORRACTS Hazardous waste handlers with Resource Conservation and Recovery Act (RCRA) corrective
action activity.
RCRA-TSDF Resource Conservation and Recovery Information System (RCRIS), Treatment, Storage, and
Disposal (TSD) facilities. Hazardous waste handlers.
RCRA-LQG RCRIS sites that are large-quantity generators (LQG) of hazardous waste. LQGs generate

2.0 RESULTS
The EDR report identified 93 listed sites of environmental concern or regulation within a ½-mile radius of
the study area. Some sites identified by EDR are actually clusters of multiple sites. A site reconnaissance
was conducted by WR&A personnel on November 15, 2013 to field verify select potential hazardous
material sites including reported spills and/or releases within or in close proximity of the study area that
were listed within the EDR report. WR&A measured the individual locations of the sites based on the
provided addresses and approximated the distances from the study area. The EDR identification number
(EDR ID), location, approximate distances from the study area, listed database information and site
reconnaissance observations are included in the tables below.

Table 1 (below) summarizes the EDR identified sites that are located within the limits of the study area.
Seven sites including 22 Pollution Complaint cases were identified in the VA LUST, VA LTANKS, VA
SPILLS and ERNS databases. Additionally, one site was identified within the SWG/LG, CERC-NFRAP
and RCRA-SQG databases.
