WHO Guidance:
• Standard WHO recommendations regarding airport vector control should be implemented in keeping with the IHR (2005).
• Disinsection policies dependent on individual State risk assessment

• Voluntary information sharing for risk assessment concerning vector control practices

– Civil Aviation Authorities
– Airports
– General Public

• State sovereignty and national requirements
• Assist States to determine aviation risk
• Need for aircraft disinsection requirements and type
• Step-based approach with different layers
• Vector distribution maps
• Airport vector control measures
• Is it an acceptable risk for the specific State taking into account its own objectives?
• Or do they want to implement additional measures?
Aviation Decision Aid Model
• Tool to support the assessment of residual risk related to the spread of vectors at an arrival airport
• Methodology
– Prevailing risk at airport
– Risk modification components
– Request departure airport and operator for additional measures
• Introduce mitigation measures at the arrival airport

• State Letter published 2 August 2016
• Distributed to 191 Member States
• States to nominate CAPSCA focal point and complete survey
• Poor response – only 48 replies = 25%
