Observations
• IFC recorded 11 incidents (including two Sea Robberies,
eight Sea Thefts and one Attempted Action) involving
vessels underway during Period of Darkness (PoD) in Feb
2020. 5 out of 11 incidents occurred at Singapore Strait,
four incidents at Kakinada and Navabandar (India) and two
incidents at Kutubdia (Bangladesh). There is an increase of
incidents in the same period compared to statistics
recorded in Feb 2018 (7) and Feb 2019 (5).
• Singapore Strait and approaches The five incidents (one
Sea Robbery, three Sea Thefts and one Attempted Action)
involved perpetrators targeting Bulk Carriers, Tanker and
Tug & Barge transiting eastbound lane of Traffic Separation
Scheme during POD. Modus operandi observed were
consistent i.e. targeting ship’s stores/spares/crew
belonging (from big vessel) and scrap metal (from tug and
barge). One of the incident occurred on a Bulk Carrier
involved the use of knife by perpetrator.
• Kakinada and Navabandar (India) Vessels such as
Offshore Support Vessels and Tankers were targeted
during PoD in anchorages. Modus operandi observed were
consistent i.e. targeting anchored vessels.
• Kutubdia (Bangladesh) Tug and Barge were targeted by
perpetrators for ship equipment, such as rope, in the two
recorded incidents (one Sea Robbery and one Sea Theft).
One incident occurred during POD while the other during
hours of daylight. One incident involved the use of knives
by perpetrators.

Observations
• 56 maritime incidents were reported for Feb 2020,
comparing to 75 in Feb 2019, a 25% decrease and 49 in
Feb 2018, a 14% increase.
• Of the 69 vessels involved, 22 (32%) are registered
vessels consisting mostly of tankers, general cargo ships
and bulk carriers. 47 (68%) are unregistered vessels
generally consisting of small boats, fishing vessels and
local passenger vessels.
• 3 Collision and 1 Allision incidents, involving 1 registered
and 8 unregistered vessels. Causes for collisions are still
unknown while the allision incident was due to strong
wind. Similar to January, the vessels involved consist of
passenger, cargo and fishing vessels.
• 2 Grounding incidents occurred due to engine failure and
bad weather of which, 1 registered (Bulk Carrier) and 1
unregistered (Cargo Ship).
• 9 Sinking or Capsizing incidents, mostly due to bad
weather, water ingress, overloading, or engine failure, by
2 registered and 7 unregistered vessels were recorded.
Similar to Jan 2020, Small Boat and Fishing vessels
were involved.
• 15 vessels were Detained due to unauthorized activities,
UN Sanction, lack of necessary documents and Illegal
ship-to-ship transfer. Similarly to Jan 2020, Fishing
Vessels, Tankers, Bulk Carrier and Small Boats were
involved.
• 12 Mechanical Failure incidents due to engine failure,
faulty gearbox, propeller entanglement and bad weather
occurred on 2 Registered (General Cargo and Bulk
Carrier) and 10 Unregistered (Small Boat, Passenger,
Yacht, Sailing, Cargo and Fishing) vessels were
recorded. Vessels involved were largely comparable to
Jan 2020.
• The number of Deaths (30) arises is higher as compared
to Jan 2020 (17) or to Feb 2019 (19).

Observations
• There were 24 IUU fishing incidents in Feb 2020, which is
4% (1) lower and 53% (28) lower than Feb 2018 and Feb
2019 respectively. The number of IUU fishing incidents
reported in Feb 2020 is also 29% (10) lower than Jan
2020.
• According to the statistic of IUU incidents as shown in Jan
2020 and Feb 2020, IFC found that the number of
incidents in Feb 2020 decreases significantly compared to
the number in Jan 2020. The outbreak of the COVID-19 in
China and nearby countries could impact the statistic in
Feb 2020 in terms of the declining number.
Local
• The number of Local IUU Fishing incidents recorded in
Feb (16) 2020 has decreased by 33%, as compared to the
figures recorded in Jan (24) 2020.
• Out of 16 incidents involving Illegal Practices by Local
Vessels, the majority of these incidents occurred in
Philippine and Sri Lankan waters .
Poaching
• The number of Poaching IUU Fishing incidents recorded
for Feb (8) 2020 has slightly decreased by 20% as
compared to the figures recorded in Jan (10) 2020.
• Out of a total of 8 incidents involving Poaching by Foreign
Vessels, Indian and Malaysian vessels contributed to the
majority of these incidents in Sri Lanka, Indonesia, India,
Bangladesh and Thailand waters.

Observations
The number of incidents reported this month was slightly
higher than previous month but lower than the two
previous years in the same period.
Drugs: 10 incidents
• Sri Lankan Navy seized 66 kg of Meth and 74 kg of
Heroin from two domestic trawler off Galle.
• The Malaysian General Operation Force(GOF)
seized 300 kg of Ketum Leaves on a small boat
attempted to enter Thailand.
• The Indonesia navy also seized 11 packages of
Meth and Ecstasy 63,000 pills on a fishing vessel
from Malaysia.
• Sri Lankan navy seized fives cases of Cannabis this
months with approximately total 674.2 kg from
fishing vessels.
Tobacco: 2 incidents
• Malaysia Customs apprehended 2 cases from a
container vessel and an unknown vessel with total
cigarette of 66,200,000 sticks.
Domestic Products: 2 incidents
• The Philippine coast guard seized 9,000 sacks of rice
on a small boat from Malaysia.
• MMEA also seized sugar, gas cylinder and frozen food
in a cargo vessel attempted to smuggle to Indonesia.
Natural Resources: 3 incidents
• 14.035kg of Gold was seized by Sri Lankan navy in a
small boat in the sea area of Madagal.
Fuel: 1 incident
• The Malaysian Sabah Marine Police seized 450,000
litres of diesel in a bunkering Tanker on 22 Feb 2020.

Observations
• There has been an increase in IHM incidents
reported in Feb 2020 compared to Jan 2020 but is
slightly lower in contrast to the same period in 2019
(8). Reports have identified that 4 cases were
Human Smuggling, whereas 2 cases were Human
Trafficking.
• The number of migrants intercepted is higher
compared to Feb 2019, with an increase marked at
170% (+181).
• Statistics have shown that 70.2% of the migrants are
Rohingya, whereas 27.3% are Filipino migrants,
while the remaining 1.1% are Indian migrants or
unknown.
• It can be assessed that migrants move in large
numbers as regular migration is difficult and
expensive.
• Weather conditions and moon phases for Feb are
mostly dry and bright, making it favourable for
migrant activities at sea.
• A majority of the Rohingya or Filipino migrants were
reported to have been ‘lured’ by traffickers towards
Malaysia. Reports also stated that traffickers
generally lure migrants by promising better lives
overseas.

IFC Recommendations
The IFC advises:
1. All mariners to report any incidents timely to the nearest coastal state and to the IFC at the earliest possible time.
2. Ships moving at slow speed or are choosing to remain at anchor in areas where sea robbery/theft is regularly reported should remain vigilant and adopt necessary
and/or added security measures.
3. All mariners to take note on the description of the perpetrators and to take photos of the perpetrators if possible. Where available, CCTV footage capturing the incident
should be provided to the coastal state authorities for follow-on investigation.
4. Shippers and Seafarers operating in the Sulu-Celebes seas are strongly recommended to be vigilant and to establish contact with the Philippines, Malaysian and
Indonesian Authorities to report their presence. Please refer to IFC Spot Commentary 4/18 for the latest assessment of the situation in that affected area.
5. Shippers are advised to take note that the threat of terrorist activity in the maritime domain remains a possibility in the region due to ISIS and the Al-Qaeda. The
possibility of this threat was previously quoted in Al-Qaeda’s online magazine “Resurgence”, which called for the disruption of global trade and shipping through acts of piracy,
among other tactics. Shippers are therefore advised to exercise vigilance and to adopt self-defensive measures as stated in the Regional Guide to Counter Piracy and Armed
Robbery against Ships in Asia, especially when transiting narrow choke points and areas which are known to have experienced incidents of sea robbery/piracy.
