Inclusion / adaptation of indicative TEN-T maps for the Western Balkans, Norway and Iceland

Legal basis Article 49 § 6 of the TEN-T Guidelines• Possibility for the Commission to adopt delegated acts

concerning the adaptation of Annex III, in order to include or adapt indicative maps of neighboring countries, based on bilateral high-level agreements

Article 53 § 4 & 5 of the TEN-T GuidelinesOnce adopted, the Commission shall notify the delegated act to the EP and Council. It enters into force in the absence of their objections

Preparation of the delegated act (1)

State of play:

• Western Balkans: High-level agreement endorsed on 27 August 2015 (Vienna WB6 Summit)

• Iceland and Norway: Agreement in principle. High-level agreement to be formalised on 30 October 2015 (EEA Joint Committee meeting)

• Consultation of expert group (MS and EP experts) on 30 September 2015

Western Balkan 6 (WB6) summit Vienna, 27 August 2015• Agreement on the indicative TEN-T core and

comprehensive network (in line with TEN-T Methodology) by the WB6 countries

(Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Kosovo*, Montenegro, Serbia)

• Extension of the core-network corridors

• Commitment of the WB6 for policy reform

• * This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and• the ICJ Opinion on the Kosovo declaration of independence.

Revision of the indicative TEN-T in Iceland and Norway

• Reason/context:• Incorporation in the European Economic Area (EEA)

Agreement of the TEN-T Guidelines methodology

• Purpose:• Updates of the TEN-T definition in these countries based on

the TEN-T

• High level agreement:• Declarations to be adopted and annexed to the minutes of

the Joint Committee of the EEA Agreement meeting (30 October 2015)

Revised indicative TEN-T - Iceland

• Change requested:

• Remove 1 airport (comprehensive)

• Add 1 sea port (comprehensive)

Revised indicative TEN-T – Norway

• Ports (comprehensive network only)• Removal of 2 ports • Addition of 2 ports • 2 port name updates

• Airports (comprehensive network only)• Addition of 2 airports

• Roads (comprehensive & core network)• Removal of a section and replacement with a parallel

road section

Further proceeding

• Formal consultation of other Commission Services on draft delegated act (written re-consultation of experts in case of significant new elements)

• Late October/beginning of November 2015: Adoption of the delegated act by the Commission

• Notification to EP and Council, with the expectation of early "non-objection declaration"

• TEN-T Committee December 2015: Discussion on extended coordination activities to facilitate implementation
