Salient features of IAY Guidelines

• Unit assistance for construction of new house & housesite component enhanced (Cabinet decision - 10th Dec, 2012)

• An Empowered Committee - oversee operationalisation of new guideline

• Special projects from Reserve fund to be sanctioned by EC (5% of Annual budget for scheme retained by MoRD)

• Administrative expenses – 4% of funds released• Greater role for State in

• Allocation of district wise targets• Distributing admin cost to districts• Identifying Difficult Areas

• Habitation & Individual house approach for better coverage of target group

• IT enabled Monitoring through AwaasSoft

• Annual allocation for States/UTs based on existing formula ( 75% weight to

houselessness & 25% weight to Poverty ratio) rationalised to achieve fair category wise

distribution

• Targets for SCs, STs and Minorities made in proportion to

population of these categories in States/UT’s

• Upto 20% of district allocation can be used for upgradation

• Once SECC is finalised allocation would be based on houseless

people from BPL population for each category

Allocation

• District allocation to include two parts,– Fixed expenditure which would be same for all districts – Working expenses in proportion to the targets allotted

• Formula for distribution to intermediate & Village Panchayats in accordance to workload assigned

Eligible items of expenditure• IEC material on designs & technology options• Construction of prototypes & models for demonstration• Cost of hardware/software for MIS, data entry, photographs, quality supervision &

monitoring• Training of master masons, CRPs & NGOs, Elected representatives• Honorarium to CRPs & service charges to NGOs etc.

Administrative Cost

• To be identified by the State Government

• Village Panchayats may be treated as the unit

• Develop a methodology to reflect ground

realities

• With prior approval of the EC

Difficult Areas

With Nirmal Bharat Abhiyan for construction of Sanitary toilet in IAY houses

– IAY beneficiaries to be accorded priority

– State/District Water and Sanitation Mission would be agency in charge

– State Dept. in charge of MGNREGS to issue directions to GP’s on dovetailing

MGNREGS funds with NBA funds

– IAY Implementing agency to send progress reports to MoDW&S

– Last installment of IAY & NBA funds to be released only after construction of toilet

is completed

– Letter on implementation jointly issued - uploaded on website

State/ Implementing Agency should promote convergence with other schemes like RGGVY, RSBY,AABY etc.

Convergence… with other schemes

• Uploading Annual selection list before release of 1st installment

• Registration of complete beneficiary details• Financial & Physical progress as reflected in AwaasSoft

would be considered for all purposes• All transaction have to be done through AwaasSoft• Use of AwaasSoft reports for monitoring • Regular uploading of photos every quarter• Follow up till completion

2012-13 to enable releases in 2013-14

• Special audit of special packages sanctioned

• Bank details of DRDAs – CPSMS registration mandatory

• Action Taken Report on complaints and NLMs report

• DRDA’s to submit information as per check list

• Performance Audit – CAG 2007-08 to 2012-13 - States should provide

necessary information & support

Andhra Pradesh

2013-14 – 1st installment sanctions being issued

Special package

• Rs.102.28 crores released for purchase of 2,04,568 homestead sites

during 2010-11 has been deducted from 2nd instalment 2012-13. State to

clarify if funds were utilised or not

• Funds released to PTG in 2008-09 & 2009-10 to 6 districts

• Completion certificate, UC/AR awaited

Assam2013-14 - District wise target awaited

2nd installment 2012-13

• Sanctions for Sonitpur, Golaghat, Darang, Kamrup (M) & Karbi Anglong being issued

• Bongaigaon is under examination

• Proposal for 2nd installment under FRA -2011-12 awaited

• Proposal for 2nd installment under 5% from Kamrup (M) and Nalbari awaited

• Request for 68,832 additional houses for beneficiaries under FRA & people

• For Primitive Tribal Groups (PTG)– 2nd inst released during the year 2010-11 to 4 districts– Dumka, Godda, Shibganj & Pakur

• Documents/Clarification awaited to close the case

Special package• 5% IAY released to Katni in 2010-11- UC/AR awaited to settle the case

• Homestead Incentive released in 2010-11 to 48 districts- UC/AR/Completion Report awaited to settle the case

Maharashtra

2013-14 –District wise allocation received, EC to meet on 12th June, 2013

2nd installment 2012-13

• Proposal received from all districts except Pune

• Funds released to 30 districts

• Sanctions for Nandurbar & Aurangabad being issued

Special package

• Funds released to 23 Districts under 5% natural calamity - UC/AR

awaited to settle the account

• Funds released to Naxal Affected Districts of Gondia & Gadchiroli in

2008-09 - UC/AR, Completion Certificate awaited to settle the case

Punjab

2013-14 – District wise allocation awaited

No proposal for 2nd installment, 2012-13 was received

 

Uttarakhand

2013-14 –District wise allocation received, EC to meet on 12th June, 2013
