IOM’S ASSISTANCE TO INTERNALLY DISPLACED PERSONS IN UKRAINE

IOM–MOM

• Thetotalnumberofinternallydisplacedpersons(IDPs)fromCrimeaandDonbas(EasternUkraine)exceeded947,700asof26January,accordingtotheMinistryofSocialyPolicyofUkraine.

• IOMassistedover29,000vulnerableIDPsin16regionsofUkraineasoflateJanuary.

• Outofthatfigure,over14,000IDPsorover4,500householdsreceivedone-timecashassistancewhithinanECHO-fundedprojectinKharkivRegion.

• FightingandshellingincreaseddrasticallyinEasternUkraineinJanuary,causingmultipleciviliancasualties.

• Atleast5,086killed(including298fromflightMH-17)and10,948woundedinEasternUkraineasof21January(source:OHCHR/WHO).

As the overall number of internally displacedpersons inUkrainehasexceeded900,000peo-ple according to the Ministry of Social Policy,IOM, supported by its donors, continues toprovide urgently needed assistance to vulner-ableIDPs,includingfamilieswithtwoandmorechildren, singlemothers andpregnantwomen,elderly people and persons with disabilities.As of January 2015, IOM’s humanitarian inter-ventionhasreachedouttoalmost30,000peo-plein16regionsofUkraine,hostingabout70%of the overall IDP population. Almost half ofthem,or14,000,werereceivingcashassistanceinKharkivRegion.One-timepaymentsinthena-tional currencyequivalent toEUR235arepro-videdperfamilywithECHO’ssupport.Initiallistsof potential beneficiaries are prepared by thestatesocialsecurityserviceandverifiedbyIOM.

IOMalsocontinuedwiththerefurbishmentofandpurchasingequipmentforcollectivecentreshostingIDPsinOdesa,Zaporizhia,KharkivandDonetskregions.Theseareold,Soviet-eracommunalbuildingswithpoorlivingconditions.Twocollectivecentres,altogetherhostingover200IDPsfromtheEast,areassistedbyIOMinOdesaandtheregion:con-structionmaterialshavebeenpurchased,aswellasbedsandotherfurniture,mattressesandbedlinen.WindowsandconstructionmaterialshavebeenboughtbyIOMforacollectivecentrewithcapacitytohouseupto30IDPsinZapor-izhia.InKharkivRegionfivedozenbeds,aboiler,acoupleoffridgesandwashingmachines,aswellasotherequipmenthavebeenpurchasedforacentrewhereabout70IDPshavebeenstaying.InthetownofSviatogirsk(DonetskRegion),IOMhasbeenassistingthreecollectivecentres:boilers,washingmachines,cookingappliances,aswellasmattressesandpillowshavebeenboughttoimprovethelivingconditionsofabout400displacedpersons.

Focusingonlong-termsolutionsforpeopleinneedofintegrationandemploymentindisplacementareas,IOMalsostartedconductingaseriesofmicro-enterprisedevelopmenttrainings.WithfundingfromNorway,twosuchtrainingswereconductedinthecitiesofVinnytsiaandTernopil.Sofarabout60IDPscurrentlystayingintheabovementionedandneighbouringregionsattendedtheseclasses.Abouttwo-thirdsof themareexpectedtodefendtheirbusinessplansinFebruary.Micro-grantsprovidedonacomparativebasiswillallowIDPstojumpstarttheirsmallbusinessestoachieveeconomicself-sustainability.IntotalIOMplanstoassistover200IDPseitherwithmicro-entrepreneurshiporwithself-employmentwithintheNorway-fundedproject,andtohelpover1,000IDPsgetself-employedthankstothegrantsprovidedbytheEU.

FirstbusinesstrainingforIDPswereconductedinVinnytsia

Anna*arrivedinKharkivwithherthreechildren,theoldestofwhomisjusteight,inJuly2014.InDonetsk,shelivedwithherfamilyinKyivskyidistrict,closetothecityairportthatbecamethesceneofheavyclashes.Theyreceivedanapartmentaspartofthestate’shousingprogrammeforlargefamiliestherelastyear.“Whentheshellingstarted,wewerethinkingtoleaveDonetskforacoupleofmonthsandtoreturnbyfall...Everythingchangedwhenashellhittheporchjustnexttous.Soweimmediatelydecidedtoflee.”Amonthearlier,Anna’shusbandhadbeentransferredtoKharkivbyhisemployer.

Pregnant,sheabandonedDonetskunderfirewithherthreechildren.Itturnedouttobethesecondevacuationinherlife.“WhenIwasten,IlivedwithmymotherandtwosiblingsinBaku,Azerbaijan.Myfatherpassedaway.Whenthemilitarycon-flictinNagorno-Karabakhbegan,mymomtookusawayandwefinallyendedupinUkraine,”relatesAnna.Now,hermotherandstepfatherhavedecidedtostayinDonetsk:“theycan’taffordtostarteverythingagainfromscratch.”

“Wecouldnotevenimaginethatsuchathingmighthappenwhilelivinginquiet,peacefulDonetsk.Thewarcameoutofno-whereandshatteredouridyll.Acoupleofdaysago,mymomandbrotherwerenearlykilledbyshrapnelfromanexplodingshell.Katya,myyoungestdaughter,whowasborninKharkivinOctober,ismyonlysalvation:sinceherbirthIhavebecomecalmerandlessanxious.”

“Weareverygratefultoeveryonewhohelpsus!Kharkiviteswereveryresponsivetoourneedsbyhelpingwithfoodorsimpleadvice,”saysAnna.“Iwasabletoenrollmychildreninkindergarten.AsIsaid,weleftDonetskinsummerwithoutanywarmclothessinceweplannedtoreturninthefall.WearethankfultoEUandIOMforthecashassistanceaswewereabletobuynewwinterjacketsandwarmshoesforourkids.”Annakeepsrepeatingthatthewholefamilyreallywantstogobackhome.Thechildrenareconstantlybeggingtovisittheirgrandparents.“It’sfineforushere,butwedreamofgoinghome.Wereallywantthatmorethananything...“

STARTING A BUSINESS FROM SCRATCH Petro*andhiselderlymotherarrivedinDnipropetrovskfromMakiivka,DonetskRegion,inJuly,whenthearmedconflictbegantounfoldandtheneighbouringcityofSnizhnewasshelled.AnITspecialistbytraining,hehadasmallbusinessofteaandcoffeeretailsalesinhishometown.Petroisabeverageenthusiast,andhecantalkaboutdifferentteaandcof-feebrandsforhourswithsurprisingfluency.Heseemstoknowallaboutit,andhisbusinessbackinDonetskRegionwasquitewellrounded:hehadafewshopswithdifferentlinesofproducts,directsuppliesfromChinaandloyalcustomers.

AfterrelocationtoDnipropetrovsk,hehadtostartoveragain,butmanagedtoopenhisfirstshopinlittleoveramonth.Petroisthankfultoeveryonewhosupportedhimonthewayandadmitsthatwithoutalltheassistance,includingIOM’spurchaseoffurnitureforhisshop,hesimplywouldhavenotmadeit.

AnotherexampleofIOM’sexpandingeffortstocreateincome-generatingopportunitiesforIDPscomesfromZaporizhia,whereIlona*,anIDPfromShakhtarsk,DonetskRegion,decidedtotrainasahairstylistwhilelivinginacollectivecentrehousingIDPs.WithIOM’ssupportprovidedduringandaftertraining,andthankstotheIOMmicro-grantprogramme,shemanagedtopurchasehairdresser’stoolsandappliancesandachievegainfulemployment.Now,sheisabletofinanciallysup-portherdisabledhusbandandyoungchild.WhenIOMstaffmetIlonaatthecollectivecentre,sheradiatedsinceregratitudefortheassistancethatshehasreceivedandpositivityaboutherfuture.

InApril2014,armedgroupsintheDonbasRegionofeasternUkraine(DonetskandLuhansk)begantoseizebuildingsandarms.Asaresultofongoingfightingbetweenarmedgroupsandgovernmentforces,aswellastheeventswhichoccurredintheAutonomousRepublicofCrimea(ARC)inMarch2014,peoplehavebeenforcedtofleetheirhomesandhavebecomeincreasinglyvulnerable.Mosthaveleftwithfewbelongingsandareinneedofshelter,foodandnon-foodassistance,astheirsavingsareoftenmeager,socialbenefitstaketimetore-register,andlivelihoodsoptionsmayberestricted.Concurrently,whilegrassrootsvolunteerorganizations,civilsocietyandhostcommunitieshaveprovidedarobustresponsetotheimmediateneedsofIDPs,theeconomiccrisisinUkrainehashamperedtheircapacitytopro-videhumanitarianassistanceandmoredurablesolutions,inpartthroughemploymentandcommunitystabilization.ThosestayinginDonbasRegion,particularlyinareasaffectedbyfighting,faceimminentsecuritythreats.Theprovisionofbasicserviceshasbeendisrupted,suppliesareincreasinglylimited,andeconomicactivityhasbeencrippled.Ongo-ingdailyceasefireviolationscontinuetobereported.

BACKGROUND ON THE CRISIS

In line with IOM’s global strategy, the IOM Mission in Ukraine aims at advancing the understanding of the opportunities and chal-lenges of migration in the Ukrainian context. Maximizing those opportunities and minimizing the challenges presented by migra-tory movements are the guiding principles of all activities and programmes the Mission engages in.

IOM Ukraine fights trafficking in human beings, assists the Government in addressing the needs of internally displaced persons and dealing with irregular migration, improving its migration management system, and creating migrant-inclusive health practices and policies. At the same time, IOM Ukraine engages in exploring and promoting regular channels for Ukrainian labour migrants, harnessing the development potential of migration, disseminating migration information and managing migration movements and integration of ethnic minorities, promoting the benefits of cultural diversity, and counteracting xenophobia and intolerance.

During the 18 years of its presence in Ukraine, IOM has assisted over 300,000 migrants (Ukrainians and other nationalities), potential migrants, victims of trafficking and other vulnerable groups, directly or through its project partners.
