SYNOPSIS
The project work is done at Valakom Grama Panchayath, the
topic selected is the A STUDY OF BIRTH AND DEATH RATE The
following pages reveals the relevance of the project the data analysis and
interpretation is clearly mentioned.
This study is mainly based on the sample size of 50 respondents by
area sampling and the random with the help of a questionnaire and
personal interviews, their responses were collected and analyzed in the
study.
The information collected from the survey was analyzed and
interpreted using the percentage method. The findings, recommendations
and conclusions are clearly stated in the project.

POPULATION
Population has always tendency of growing but as long as is with
in the limit of acceptability and management, it is very welcome.
However in India as we all knows, the growth of population is all out of
proportions to its other achievements.
India is most thickly populated country of the world second only to
China. The population growth is left unchecked will automatically; allow
absolutely impact on the development of the country in any other sphere.
No matter how many and how vast our developments programs may be,
this disproportionate growth of population will nullify it all for instance,
if a home big enough for four people to live in very comfortably and the
population rises to size. When the home is big enough for six the
population becomes eight and hence goes on and on. This would
obviously mean that, new can there be entire comfort as when are
increased. Population can take advantage also increases- thus the position
remains the same. The net result f this sort of a situation would never be
any sufficient, no matter how much we may achieve.
The Laymans solution to this problem is to enlighten the village
folk to the reality and acknowledges of having a small family and fewchildren who can be bought up to so well that they bought up to so well
that they become good citizens of the country and contributes to the
development of India. However, it after much explanation and even
cajoling, the rural people do not understand the magnitude of the
problem, they should dare say be faced into family planning with several
incentives and punishment for their activities in family planning process.

CAUSES OF RAPID POPULATION

8. Slow urbanization process
The growth of population was held in check by the prevalence of a
high death rate against a high birth rate. Birth and death rate were more
of less during this period. India was in the first stage of demographic
transition.
The main reason for the increase in population growth rate was
decline in death from about 49 per thousand to 27 per thousand but
compared with this but there was a very small decrease in birth rate.
THE PEOBLEM OF POPWLAATION IN INDIA

BIRTH RATE AND DEATH RATE
The registration of Birth and Death Act 1996 (Central ACT 18
OF 1969) come into force into Kerala on April 1970 wide Government of
India Gazette Notification dated 21st March 1970 along with many other
states. The Kerala registration of birth and death rates 1970 was
published in 29th June 1970 by SRO NO: 262/70 Gazette dated 1st July
1970 having been approved by the Government of India as laid down in
section 30(1) if the said act.
The Director of panchayath had been appointed as Chief Registrar of
Birth and Death for the state of Kerala wide SRO- 144\70 published in
Kerala extraordinary Gazette number 155 dared 31-03-1970. The entire
responsibility to co-ordinate and activate is vested with the Chief
Registrar. This are:-

1. Co-ordination and supervision of the registration work in the state.
2. Providence necessary directions and guidance of the registration work
in the state
3. Organizing training programmers
4. Monitoring monthly returns from the local registration
5. Preparation of annual reports in the working of the Act alone with
statistical report
BIRTH RATE AND AUTONOMOUS FACTORS
Science reduction in the birth rate to slow down the population
growth is the only feasible course. We take up here the autonomous
factors reducing birth rate. This will be followed by a discussion of
deliberate methods of family planning. The main autonomous factors
that reduce birth rate are rise in per capita income; urbanization, late
marriage etc are deduction in birth rate.
HIGH BIRTH RATE AND HIGH DEATH RATE
High birth rate is caused by many factors such as social traditions,
religious beliefs, absences of facilities for family planning etc. Further
a large family is found to be children and children a very early age
start participating in their parents worked and are helpful in raising
family income. Besides this children are a source of help and security
to their parents in their old age. Science the mortality rate is high
parents can ensure the survival of some children only by having more.

On the other hand the death rate is also high. Many factors
contribute to a high death rate. People are so poor that they cannot
afford a balanced diet with the result that they remain poor in health.
Their houses are not fit for healthy living. Because Famines and
epidemics stalk the land which also causes a high death rate.
Compared to death rate the birth rate is only slightly high.
HIGH BIRTH RATE AND ITS CAUSES
To understand the causes of birth- rate changes, we will have to
look for change in the birth rate and death rate. Largely, it is the
difference between these two rates that influences the growth rate of
population of a country. Migration too plays some part and it has in
fact affected the population of certain countries. But in the present
conditions this factor has become almost unimportant. In the case
India too, Migration has played in significant role in the growth of
population. In analyzing the population growth of country, we have to
concentrate on the basic analysis of birth rate and death rate.
High birth rate in the country is not unexpected. This in fact is a
special future of under developed countries. Many economic and non-
economic factors are responsible for this high birth rate.
DECLINING DEATH RATE AND ITS CAUSES
The situation regarding death rate is quiet different. In the
beginning of this century the death rate was as high as 43 pr thousand.
In under developed countries such high rates are quiet normal.

Poverty, illiteracy, early marriage, lack of medical facilities etc. are
the causes of large many deaths.
In the earlier years the high death-rate was caused by several factors.
1. Famines and epidemics
2. Medical and health facilities
3. High natural growth
The demographic transition is the relationship between the birth rate and
the death rate. The birth rate and death rate differ in different stages of
economic developments.

HISTRY OF THE PANCHAYATH
The spirit of the panchayath on the tittle Birth Rate and Death
Rate is done in Valakom Grama Panchayath. This Panchayath has been
allotted the special grade. Valakom is the village, which is under the
panchayath. Muvattupuzha is the Block Panchayath. Muvattupuzha as its
Taluk under the district of Ernakulam. The assembly constituency is in
Muvattupuzha and the Lokasabha consistuency in Muvattupuzha. The
nearby panchayath are
North : Payepra
South : Marady
East : Muvattupuzha (Municipality)
West : Kunnathunadu
Under Valakom Grama Panchayath the educational facilities provided

The problem of the study defined as the problem that is faced by
the Valakom panchayath due to by the death rate and low birth rate.

2. To study about the rules and regulations regarding the registration
of births and deaths

4. To analyze whether remedial measures to reduce death rate

The data was collected keeping in minds, the type of data to be
collected viz.
1. Primary data
2. Secondary data
PRIMARY DATA
The primary data was collected with the help of questionnaire and
also by interviewing the concerned officer of Valakom Grama
Panchayath.
SECONDARY DATA
The secondary data was collected with the help of previous project
report and books related to the topic. The data has been taken from
published as well as non published sources like some previous records
of the panchayath, diaries etc.
METHODOLOGY
SAMPLING PROCEDURE
Area sampling was adopted to collect data. The data were collected
from the residence of Valakom Grama Panchayath.

The collected data were analysised by using the method percentage
analysis, Birth, Death and Marriage Act coming to effect the 1886 Act
was in effect. The act has only 32 sections. It is in effect all over in
India.
DIERCTION
Registrar General of India in the country and its under Chief
Registrar\ Panchayath Director in the state are the top authorities. In
Gram Panchayath DEPUTY Director and in Municipalities the
Secretary is the Registrar.
RESPONSIBILITY OF REGISTRATIONS
1. A death or birth in a house must be register in the related office by
the top member of the family or his representative.
2. In the hospital it is the responsibility of the medical officer.
3. In jail the jailer.
4. In hotel, lodge, liquor shop the manager.
5. In public places the local police or village officer.
6. In a vehicle the authorized person of the vehicle and in a plantation
superintendent.
7. In a ship the director general of shipping in the local registration
unit.

8. In foreign countries according to Indian Register Act 1995 as sec:
20(1) must be register in India Consulate. The application available
from consulate ministry of foreign affairs, Patyala, New Delhi.

1. Valakom Grama Panchayath death rate is high compared to birth
rate
2. The registration of Birth and Deaths Act 1969, defined that any
death, birth in a hospital, health center, maternity or nursing home
or other like institution, the medical officer in charge any person
authorized by him must register that birth and death in the
panchayath.
3. During these years, people went good hospital facility. So the
registration in the panchayath is rare locality, where the hospital
situated. But there is no change in panchayath.
4. The number of death registered in 2003 is 70 and of birth is only
30. Birth rate is very low compared to birth rate. This is because in
this area natural death is more. So the registration of that death is
in Valakom Panchayath. This will cause high death rate.
When we compare the death rate of six years, we can found that the
death rate is more or less similar during all this years. In this area
accidents are rare.
One demerit is Graduate Post Graduate is rare in this area. Most
people dont passed even SSLC so most people work for the Blue collar
job that is white collar jobs are rare. In ten respondents one is Graduateand four respondents were not passed SSLC. So they do not get white
collar jobs.

the importance of family planning. Due to lack of knowledge. But all
people registered their birth and also get the certificate is an unavoidable
factor to prove the age.
In case of death certificate most people do not get their parents death
certificate. They have no use by receiving these certificates. But some
people borrowed the death certificates. This is because they want to get
insurance claim. Without death certificate insurance claim will not
receive. So they collect their parents death certificate.
Even educated people did not know the importance of receiving
the death certificate. They were also reluctant to receive the certificates
of their parents death.
All people who registered the birth and death. If is registered
within 21 days that is, the people have less knowledge about it. This is
important that there should not be any correction or over writings in the
certificates that is in death and birth certificates.
It is noted in Valakom Grama Panchayath still birth registers are
not maintained since there is not still birth registration.

Suggestion to Reduce Birth Rate:
1. People should be motivated to have less number of children. This
can be done by educating them about the evils of large family and
benefit of a small family.
2. Compulsory schooling for children should be provide. This will
prevent poor parents from exploiting the labor of their children to
supplement their income.
3. People must be helped through active education campaign to
overcome their irrational ideas about the birth of children.
4. Educated and economically independent women to take care to
limit their family.
5. Adopting self-control can practice family planning.
6. People should be given proper knowledge about the various birth
control devices.
7. The various birth control devices must made easily available
people at cheaper rate.
8. Adopting various artificial birth control devices like mechanical
contraceptive and medicines, sterilization and abortion can practice
family planning.
Through economic development we can also reduce the birth.Economic development can be achievement by adopting scientific
methods of agriculture and rapid industrialization of the country will
raise the standard of living of the people.

1. Avoidance of poverty will reduce the number of death that is due
to poverty death will occur.
2. Providing proper hospital facilities. At the time of accident, proper
hospital facilities will help to reduce the chance of death.

The death and birth rate is an important factor that contributes
towards population. In a country where there is high population
exploitation a lot many factors contribute to death and birth rate. Many of
the death rates are not registered in the panchayath. The most common
factor behind it is that the people are least bothered to register the death
in the family. Birth rates are reported automatically as the hospital
authorities register them. In Kerala time limit prescribed for reporting
birth and death events with in 21 days of its occurrence.
