After the death of Muhammad, many African states were conquered or converted to Islam.

North African governments were based on Islamic law (relied heavily on religious scholars as govt advisors).

Since Muslims do not separate their personal life from religious life, Islamic law regulates almost all areas of life.

It provided a state with order, and a set of values that helped shape a common identity.

Islamic law will also unify the entire Islamic world (despite cultural and ethnic differences).
