o Proposal for a reconfiguration of the SMBC weekends from Championships Committee
B. John Stroube, KMEA Executive Director, SMBC manager
• Stroube deferred to Brian Froedge to discuss the MBC submitting a clinician that takes a band clinic spot. Much discussion was held on this matter. Consensus was that the proposal from the MBC would appear for the clinic selection committee before the proposed guest clinician is invited so the Clinic selection committee could fairly deliberate between it and any other marching band clinics that are proposed. Tim Allen will draft a timeline.
• Provided a 2015 championship update: WKU has offered a contract similar to 2012, he has signed and returned it.
• Gave notice to the MBC about rules that may merit attention or action — Item 1— III.G. SCORES, RATINGS, AND AWARDS

Item 2— IV.A.2. Bands that participate in a KMEA district level concert festival assessment the preceding spring may become eligible to participate in the Regional Quarterfinals for the current year by performing for assessment at two or more KMEA sanctioned events within the current marching season. If a band is registered for a contest and the contest is cancelled due to inclement weather, the contest will still count as one of the two events that allow the band to qualify. IV.D.h. Regional Quarterfinals managers will report to the manager of the State Marching Band Championships by 11:00 p.m. the day of the regional festival quarterfinals event the names of bands (maximum of 8 per class) qualifying for the state championship semifinals. Failure to do so may cause the bands to be disqualified.
V. Unfinished Business (2nd readings)

B. Host Regional Quarterfinals and continue with current seeding system regardless of the numbers of bands in class by striking the following rules: IV.D.1. d. In each class there must be a minimum of 20 bands registered with the KMEA
Executive Director by the August 1 deadline to warrant a Regional Quarterfinal event. In the event a class Regional Quarterfinal is cancelled for a given year (due to fewer than 20 bands being registered), that class must again have 20 or more bands registered prior to the registration deadline for two consecutive years in order for the event to be rescheduled. If this qualification is met, the event would then be scheduled for that second year.
e. If a minimum number of bands per class is not met, qualified bands (a Proficient or Distinguished rating) in the affected class(es) will automatically advance to the State Semifinals.
IV.D.2 c. Should a quarterfinal event not be held as the result of having fewer than 20
registered bands in a given classification, the semifinal performance order in that class will be determined by the original draw, which takes place immediately after the August 1 entry deadline, under the supervision of the Executive Director of KMEA.

C. Adoption of New Championship Format Proposal # 1
Weekend #1
All Bands in a class meet at one location. No more East Regionals and West Regionals.
All Bands in a class (approximately 21-24) perform in a random order draw that takes place in August (like we do now).
At the conclusion of all performances, all bands will be recognized. As they are being recognized, Proficient and Distinguished ratings will be awarded.
The top 12 bands will advance to perform again that night for the same panel. Directors draw for performance order.
Six Bands from each class (30 bands) will advance to weekend # 2
Weekend # 2
All Bands, regardless of class, meet at one location (UL, WKU, EKU). They will all perform for the exact same judging panel. Bands who did not qualify for this weekend will be granted free admission.
After all 30 bands have performed (for the exact same judging panel), class placements and state champions will be announced. Distinguished plaques and placement plaques will be awarded. A Governor’s Cup will be awarded to each class champion.
At the conclusion of the awards ceremony, the top 12 overall scores, regardless of class will be announced in random order to take part in the state grand championship finals.
If championship #1 proposal passes a first reading, additional proposals will be made to determine drawl for performance order and many other logistical matters (in Nov 2015)

Discussion: Joe Craig pointed out the advantages to the proposal, including showcasing the best bands, more “pomp and circumstance” at awards ceremonies on the first week. Kevin Suiter spoke about increased travel costs for successful bands. David Jaggie mentioned concerns with ending the season one week earlier, judging concerns at Quarterfinals, and class champion possibly being compromised. For most classes the night show would be something of an exhibition for non-5A bands, and a day show with integrated classes the last week might make it hard for the right bands to get into the night event.

E. Adoption of new judges compensation proposal—Judges pay for regionals and semifinals will be $600 + expenses. Judges that judge state finals will be paid an additional $250.

Commonwealth Marching Band Contest for Developing Bands
Proposed by District 12 Many Kentucky bands feel disenfranchised by our current system. It is important that we do something to help all bands, all school and most importantly, all students. This proposal allows for more bands to be evaluated and allows for growth in more band programs. This is a pilot (one year) championship option. Revisions will be made based on the 2015 CMBC. The executive director will have the latitude to make revisions to this pilot program with the consultation and approval of the MBC. Concept: Run a pilot site in Louisville in the fall of 2015 for a “Commonwealth Marching Band Contest” (CMBC) on band size, which has been shown to be appealing to a number of bands that do not participate in the current SMBC, and some of the bands that do participate in the SMBC. Any band, statewide, should be able to enroll. Please understand this is for developing bands only and is not and should not be considered an equal alternative to our current state marching band championships. Method of Classification (counting all students who are performing musically or visually)
• Commonwealth A – 0–30 • Commonwealth B – 31–39 • Commonwealth C – 40–50 • Commonwealth D – 50+
Judging Sheets: CMBC would use the same sheets at SMBC. This keeps confusion to a minimum and allows bands to attend sanctioned contests and be evaluated the same way from the beginning of the season to the end. Effect captions will be eliminated. The panel would consist of 3 music judges and 3 visual judges which falls in line with our philosophy statement.
Awards: Bands will receive a rating only with a participation plaque awarded to each band. Ratings would be based on the following scale: Distinguished – Score of 70 and above Proficient – Score of 60-69.99 Apprentice – Score of 50-59.99 Novice – Score of 49.99 and below
Judges: The judges for this event need to be judges that understand bands at this level that will make this a great educational experience and allows for maximum growth from one season to the next. Qualifier: For the pilot there would be no qualifier. Since sanctioned contests are classified on school size, to require these bands to qualify by attending events some have made clear they don’t want to attend is just inviting them not to participate. (If they DO attend a sanctioned contest they will get experience with the rules and the sheets, so there is that motivation without necessarily requiring it.) This proposal includes that they just sign up, we draw for order within each of the classes, and they show up on the chosen day for assessment, ranking, and rating. All bands attending SBMC need to decide when filling out the SBMC application whether they will attend Commonwealth Championships if they do not qualify for SBMC. Enrollment: If too few end up signing up, it must not happen. It is important that interested directors understand we must hang together or there will not be an event. It has to carry its own financial weight. There will be a minimum number of 12 bands and a maximum of 32. For the pilot program, this would be prelims only with no finals. The deadline to apply will be the same as SMBC and will be a first come first serve. Date: The same day as SMBC. This allows for bands that did not qualify for SBMC to attend Commonwealth Championships. All bands attending SBMC need to decide when filling out the SBMC whether they will attend Commonwealth Championships if they do not qualify for SBMC. The registration fee is the same as for SMBC. If a band attends quarterfinals and attends CMBC, they only pay the fee once. Place: There are few inviting venues in Jefferson County. We’ll need a willing director in a nice place.

Motion: Create A KMEA Marching Band Adjudication Coordinator (MBAC) Position
Hire judges for all SMBC Events (Contracts will be written issued by the KMEA office)
Create and maintain an adjudicator database, including positive and negative feedback, known affiliations of judges, and past judging experiences.
The MBAC will hire SMBC judges. If SMBC judges are not all hired by (given date by MBC) June 1, the KMEA Executive Director will then take over the hiring process to ensure panels are filled in a timely manner.
Present a report at all MBC meetings. This report should include feedback from show hosts, adjudicator reports, issues/resolutions, etc.
This position The MBAC will have no say over the hiring of panels for regular season shows. They will construct all SMBC panels, with input from KMEA Executive Director and State Marching Band Chair.
This position The MBAC will collaborate with KMEA Executive Director and State Marching Band Chair throughout the off-‐season to research and vet judges for SMBC.
The MBAC will send adjudicator information to local show hosts upon receipt of show host registration in March/April.
KMEA Marching Band Adjudication Coordinator Position will be a paid position. The salary Financial considerations will be negotiated with KMEA Executive Director and KMEA board.
Criteria for selection of the KMEA Marching Band Adjudication Coordinator Position will be created by MBC, and candidates will be hired reviewed by a committee of the Marching Band Chair/Executive Director/and two other members of the MBC. Hiring of tThe KMEA Marching Band Adjudication Coordinator Position will take place in July 2015 and will begin work August 1, 2015. ********************************************************************************* Possible/future additional responsibilities/roles of the Kentucky Marching Band Adjudication Coordinator (Not part of this proposal):
Create and maintain an adjudicator database, including positive and negative feedback, known affiliations of judges, KMEA Band associations/relationships, and past judging experiences. This should be housed on the KMEA website.
Inform and assist regular season show hosts with the construction of high quality adjudication panels for all events.
Review sampled judges tapes weekly to ensure adherence to sheets, sliding point scale, professionalism, etc.
Begin construction and implementation of a KMEA judging training seminar(s).
