Future development
Community civil protection mechanism adopted in 2004 modified in 2007 (2007/779/EC, Euratom)
Proaction Prevention
Preparedness
Response Recovery
Civil protection financial instrument
adopted on 5 March 2007 (2007/162/EC, Euratom)
European civil protection co-operation
Facilitates and supports the provision of European civil protection assistance in the event of a major disaster
Both natural and manmade disasters
European Commission + 32 participating states (EU & EEA)
Establishes the Monitoring and Information Centre (MIC)
Response – Community Civil Protection Mechanism
Monitoring and Information Centre
Based in the Commission, accessible 24/7
Entry point for requests for assistance
Response – The MIC
MIC
Civil protection contact points
in 30 participating
states Country hit by disaster
Resources of one or more participating states
Can be dispatched at very short notice
approx. 12 hours of a request for assistance
Work self-sufficiently and autonomously
Interoperable with other modules
Able to provide assistance to other international organisations, especially the UN
Examples of modules: forest fire-fighting; high capacity pumping; usar
Preparedness and Response – Modules
Flood Rescue Module with Boats (FRMB) Esthablished 2010
Capable of fulfilling the tasks:
Searching
Rescueing
Delivering supplies
Self-sufficient
Capacity:
Transport 50 persons at same time
Minimum 5 boats
(air transportable)
EU preparatory action projects stimulating the development of modules
Pilot project
Establish a flood rescue module
Available at least one year for international deployment

Ambition
Establishing a standard for flood rescue modules
Creating standard SOP’s
Creating training standards
Establishing operational modules in all three participating countries
Expert working group on modules
• 8 december 2011: • Accepting of the model SOP’s • organise a meeting on Flood related modules
• Focus: • Way forward with the esthablished modules
• Topics: • Interoperability • Network of teamleaders • Training & exercises for modules
13
Conclusions meeting Flood related modules Network should be established between all flood
related modules (HCP, FC, FRMB) Can be deployed together Need to be able to work together
14
Conclusions Interoperability
Interoperability needs to be achieved Not only with international but also with national units
Basis for interoperability are guidelines and SOP’s Assuring interoperability can be achieved by a
classification system Important aspects for interoperability
Using the same guidelines Using the same operational dictionary Common rules about signals, visibility of
special team functions Common reporting forms
15
Conclusions Documentation
Availabilty of standards is key for succes
A guideline for flood related modules should be developed
SOP’s per module type should be developed to make classification possible
File with capacities of all flood related modules Based on the fact sheet for each module
Technical guidance document A working group of experts should develop those and
keep them updated. (similair to INSARAG but simple and not much detail)
16
Conclusions Training and exercises
Module management training: A Module advance course for the teamlead of flood relate modules To achieve a common operational language etc.
Table top and command post exercises for team management of flood relate modules Also stimulates networking Focus on interoperability
Operational exercises in the countries or in regional groups (neighbouring countries) Large scale complex exercises on EU level
17
Conclusions Classificiation
Common opinion
A system of Classification of modules needs to be achieved
it is necessary to assure interoperability
Needs to be a simple system Classification during exercises (like evaluation in the
module exercises) could be te solution
18
Last Remarks
Budget is essential (not only EU but also national) There are a lot of good practices and examples
available
