ILLEGALLY DUMPED WASTE IN NATURE; ILLEGAL WASTE INCINERATION

HISTORY

The waste sector was poorly developed at the beginning of the 1990s.

The Ministry of Environment in Latvia had to start from zero: building up a legislative framework for waste handling; creating institutions and defining responsibilities; developing waste management strategies; setting targets for single waste streams and, at the same time; defining measures for the continuous improvement of the system.

MAIN POINTS REGARDING MSW MANAGEMENT IN LATVIA

Around 90 % of MSW generated in Latvia is still being landfilled;

Municipalities are responsible for MSW management in their administrative territories;

Recycling of MSW has increased since 2002, mainly driven by material recycling, but the total recycling rate of MSW is still very low;

If the trends of MSW recycling of the last ten years are projected into the future, it will require an extraordinary effort to fulfill the EU recycling target of 50% by 2020;

There is one operational and nine planned MBT facilities in Latvia;

There is no infrastructure for waste incineration in Latvia.

WASTE MANAGEMENT -1- REGIONS WITH LANDFILLS (2014.)

ZAAO- NORTH VIDZEME WASTE MANAGEMENT ORGANISATION

SIA "ZAAO" offers high quality waste management services in North Vidzeme Region including waste collection, sorting, transportation, recycling and disposal in an environmentally friendly way; it is also involved in educating and informing the community about waste issues.

The main directions of activity of SIA "ZAAO” are: waste collection, waste sorting, waste storage, handling, transportation, disposal.

1 st modern landfill in Latvia. Today there are 10 modern landfill.

LANDFILL «DAIBE» Located in Pargaujas county Stalbe parish Modern, up-to-date, complying with legislation of

the EU and LR Planned operational time: at least 28 years Total area for waste disposal: 12.96 ha Waste disposal is planned gradually in 3 waste

disposal repositories. The first cell 3.16 ha, 385 000 m 3 capacity; Maximum height of the disposed waste in

accordance with the surrounding scenery ~ 20 m;

The area is fenced with a 2 m high fence and a ditch, and it is guarded
