Dr. Thorburn holds a PHD in Political Science, he has spent the majority of his life involved in political science and when
Texas elected our First Republican Governor in 104 years, he was the executive director of the state party. He was involved in the election of President George H.W. Bush and then directed the coordinated campaign that in 1996 elected all statewide Republican candidates for the first time.

A Special Thank You!
Our September Fundraiser was a wonderful, successful event from start to finish. I certainly hope
that all those in attendance had as much fun as I did. Tina Kirbie, Janice Broussard and their
hospitality team did a magnificent job transforming the ballroom into the elegant look of a Las
Vegas ballroom. “Elvis” and our GRW dancers added excitement to the evening with their
outstanding Las Vegas show. Choreographer and dancer Chantal Rodriguez and dancers Brenda
Gutierrez, Tina Kirby, and Tammy Childress spent hours perfecting a dance routine that resulted
in their hit performance. Their glittery red costumes against the lighted black backdrop and Elvis
in the midst of them dolled up in his white jumpsuit-need I say more!
We were proud to honor Vic Pierson during this special evening. He is a true gentleman who
quietly helps the Republicans, in so many ways. We were also pleased and honored to introduce
Texas Supreme Court Justice Eva Guzman as our Guest Speaker - a powerhouse speaker and rightly
deserving of the standing ovation she received.
Our live auction was a big success thanks to Auctioneer, Senator Larry Taylor “who knows how to
raise that bid”.
To all our elected officials and candidates who attended and donated, thank you.
A special thank you to Chairwoman, Yolanda Waters and the many who worked tireless hours to
achieve the great success we had: JoAnne Helmer, Janet Hoffman, Marie Robb, Irene Henry, Jane
Rigsby, Tina Kirbie, Janice Broussard, the dancers mentioned above, and our “muscle men”, Alan
Waters, Commissioner Joe Giusti and Constable Jimmy Fullen, who worked hard at getting our
heavier decorations up and taking them down.
GRW also offers thanks and appreciation to all who donated wonderful Live Auction and Silent
Auction items for the event.
Challenge: How to “TOP” this year’s fundraiser NEXT YEAR. Members, put on your thinking caps
and get ready!
The members of GRW are a hardworking, fun-loving and terrific group. I am very honored and

President’s Message
Fall is here and throughout our Great Country we are experiencing change
in temperatures, leaves changing from green to beautiful autumn colors,
and wildlife preparing for winter. Many of us have begun changing out our
closets from summer to fall apparel, or changing our household décor to a look of warm, fall colors.
As we make these changes, let us keep in mind the CHANGE we need in the White House. With all
that President Obama has done to lead America on the wrong path and put us so far in debt, we
need to let our Senators and Congressmen know we want change and that we are paying attention
to how they vote on issues of morality such as freedom of religion, keeping traditional family as the
backbone of our society and to protect our unborn from being murdered and their body parts being
sold to the highest bidder. Write them, let them know you are not a silent majority and you EXPECT
change that will put America back on track to being the Super Nation in finances, education, military
and in keeping business here in the U.S.A. This is a crucial election for the Presidency and we need
to do all we can to effect a change for the good.
We have our local elections to focus on as well as the election at the Federal level. Take advantage
of the many campaigns and Meet n’ Greets being held in behalf of our candidates. Attend these
functions, learn more about the candidates and what they can do for our community.
Will you effect a change as an EV (Educated Voter) or as a LIV (Little Information Voter)?
BE INFORMED – BE INVOLVED – MAKE A DIFFERENCE

LEGISLATIVE REPORT for OCTOBER Jo Anne Helmer: 2nd Vice President – Campaign/Legislative
From the Governor’s Office:
Governor Greg Abbott on Oct. 1st announced the award of $133 million in criminal justice and victim services grants to local law enforcement agencies, domestic violence shelters, child sex trafficking victims programs and other governmental and non-profit agencies across Texas. The grants include both state and federal funds administered by the Criminal Justice Division of the Governor’s Office and are part of the Governor’s efforts to implement his “Bicentennial Blueprint” policy plans for the state.
The Office of the Governor established new grant awards for services and organizations that go beyond simply providing shelter for victims of domestic violence, but also assist the victims in filing police reports, obtaining emergency protection orders and prosecuting their abusers. These services are one component of Governor Abbott’s Blueprint item to increase coordination between law enforcement and victim services agencies to identify high-risk domestic violence victims and remove their abusers in order to curb domestic homicides.
The Governor’s Office also awarded several grants to agencies and organizations that assist child victims of sex trafficking as part of his Blueprint item to provide these children with wrap-around care. The grants are the first step in the Governor’s plan to establish within his office a child sex trafficking victim services program that will establish a statewide network of comprehensive services to meet the complex needs of victims.
NOVEMBER 3, 2015 CONSTITUTIONAL AMENDMENT ELECTION BALLOT
Proposition 1 – SJR 1
“The constitutional amendment increasing the amount of the residence
homestead exemption from ad valorem taxation for public school purposes from
$15,000 to $25,000, providing for a reduction of the limitation on the total amount
of ad valorem taxes that may be imposed for those purposes on the homestead of
an elderly or disabled person to reflect the increased exemption amount,
authorizing the legislature to prohibit a political subdivision that has adopted an
optional residence homestead exemption from ad valorem taxation from reducing
the amount of or repealing the exemption, and prohibiting the enactment of a law
that imposes a transfer tax on a transaction that conveys fee simple title to real
property.”
Proposition 2 – HJR 75
“The constitutional amendment authorizing the legislature to provide for an
exemption from ad valorem taxation of all or part of the market value of the
residence homestead of the surviving spouse of a 100 percent or totally disabled
veteran who died before the law authorizing a residence homestead exemption
for such a veteran took effect.”
Proposition 3 – SJR 52
“The constitutional amendment repealing the requirement that state officers
elected by voters statewide reside in the state capital.”
Proposition 4 - HJR 73
“The constitutional amendment authorizing the legislature to permit professional
sports team charitable foundations to conduct charitable raffles.”
Proposition 5 – SJR 17
“The constitutional amendment to authorize counties with a population of 7,500
or less to perform road construction and maintenance.”
Proposition 6 – SJR 22
“The constitutional amendment recognizing the right of the people to hunt, fish,
and harvest wildlife subject to laws that promote wildlife conservation.”
Proposition 7 – SJR 5
“The constitutional amendment dedicating certain sales and use tax revenue and
motor vehicle sales, use, and rental tax revenue to the state highway fund to
provide funding for non-tolled roads and the reduction of certain transportation-
related debt.”

Bylaws Confirmation Vote
Following a review of the GRW Bylaws, conducted
by Theresa Kosmoski (Parliamentarian and Bylaws
Chairwoman for the Texas Federation of Republican
Women) and in accordance with her
recommendations, additions to the GRW Bylaws
(noted in RED) have been made.
ARTICLE V. OFFICERS and EXECUTIVE BOARD
Section 5. Term of Office
The term of office for officers and chairmen shall
be from January 1 through December 31 of the
year following their election or appointment, or
until their successors are elected, and no officer or
committee chairman may serve in the same
position for more than two (2) consecutive terms.
ARTICLE VI. MEETINGS
Section 3. Special Meetings
Special meetings shall be held at the call of the
President or upon the written request of fifteen percent (15%) of the regular membership, the
purpose of the meeting to be stated in the call and
no other business shall be considered at the
special meeting except that stated in the call of
the meeting. Notice to all participants must be
issued a minimum of five (5) days prior to the
meeting.
Section 5. Special Meetings of the Executive
Board
Special meetings of the Executive Board may be
called by the President or upon the written request
of a majority of the voting members of the
Executive Board, the purpose of the meeting to be
stated in the call and no other business shall be
transacted. Notice to all participants must be issued
a minimum of five (5) days prior to the meeting.
Confirmation vote by the membership will be conducted at our meeting no less than 30 days from this notice. The full version of the GRW Bylaws appears in the 2015 GRW Handbook & Directory. If you have not already claimed your copy you may do so at our October meeting.
VOLUNTEER HOURS GRW MEMBERS & ASSOCIATE MEMBERS
Galveston Republican Women & men are the finest! We were able to turn in 4,650 volunteer hours for 3rd. quarter 2015. All of us together compiling our volunteer time is what makes our numbers great. Just about everything you do politically counts with the exception of the actual GRW monthly meeting. Your travel time to and from a GRW meeting does count! Attending committee meetings, time emailing, phoning, attending mixers, candidate meet & greet, delivering signs, phone banking, time helping candidates of your choice by delivering signs, helping with mailings, working the polls, other political meetings/ gatherings, all of this counts as volunteer time. Some seem embarrassed that they only have one or two hours, don't be, it all counts towards that final number. You do not have to break your hours down by month/day, etc. All we are looking for is that final number. My promise to you............neither I nor anyone from TFRW will knock on your door and ask to audit your day-timer. So keep an estimate of your time for 4th quarter and when I contact you in December, be ready to furnish me a number.

Our Club Objectives are:

Our club structure is set up as most clubs with a
President, Three (3) Vice Presidents (Programs,
Campaign/Legislative and Publicity), a Recording
Secretary to record minutes, a corresponding
Secretary to send cards and letters, and a
Treasurer/PAC (Political Action Committee) Chair.
We also have several Committees such as:

Awards – keeping up with local, state and national
requirements of NFRW and TFRW in order to
compete for Certificates of Commendation
Community Outreach – our efforts to support local
charities with time, talent and finances. At the
present time our main charity is the Salvation Army
followed closely with Hope Academy, Family Crisis
Center, Pregnancy and Parenting Support Center,
Galveston Food Bank and any others that our
officers/members choose to support and Juneteenth
Celebration. If you know of a worthwhile cause,
please bring it before the Board’s for consideration.
Fundraising Committee: This is an important
function. Once a year we host an event to raise funds
that are distributed to our candidates in election
years. We encourage your participation.
Any other committees which our President and
Board wish to appoint.
We encourage you to volunteer for a committee. The
more involved you become the more like-minded
friends you will develop and the more you will enjoy
club functions and the work we embrace. During
election cycles we bring all conservative candidates
before you for a forum or debate. You will get to
know them very well. We ask you to volunteer your
time to block walk your neighborhood, make phone
calls at the phone bank, hold a meet and greet for
candidates in your neighborhood and, of course,
donate to the candidate’s campaign fund. And
VOTE!
Welcome to Galveston Republican Women. You are
on the forefront of your county/state and nation’s
political force. You are an activist.
