His Holiness GyalwangDrukpa in his speech saidthat since his childhooddays he had a great passionfor stray animals besidesenvironmental issues andaccordingly he urgedDrukpa Thuksey Rinpocheto come up with suchCentre so that stray animalsin Ladakh can be lookedafter here. He expressed hisgratitude to Nang villagersfor allotting the land to set

up the management Centre.He preached that all livingbeings have equal rights onthe "Planet Earth" to livehappily and therefore wemust live harmoniously andhappily without harmingstray animals. He urged thepeople to develop love andcompassion towards suchstray animals which earnsgreater merits of Karmathan performing rituals andprayers. He expressed hissincere gratitude to hotelGrand Dragon for provid-ing food to the Centre.

LAHDC CEC RigzinSpalbar in his speech saidthat Ladakh is such a regionwhere variety of wild ani-mals and people have been

living harmoniously forcenturies but due to thedrastic developments takingplace such problems ofstray animals increased thusleading to the need for suchcentre. He highly appreciat-ed the role of NGOs andother stakeholders whohave come forward to curbthe menace.

Earlier, Presenting thewelcome speech 'Live toRescue' Project CoordinatorRinchen Wacher informedthat the centre is just ninemonths old established andrun with the support of"Ladakh Animal WelfareSociety" (LAWS), Animal

Husbandry Department,Municipal Committee andDutch World Animal JobFoundation. He expressedsatisfaction over peoplevoluntarily coming forwardto adopt the stray animals,which is the aim of the cen-tre.

Chief AnimalHusbandry Officer Dr.Abdul Qayoom said thatthere are 6000 stray dogs inLadakh and the departmentwith the support of YDAand other stakeholders iscommitted to intensify theAnimal Birth Control(ABC) & Anti Rabies (AR)programme to cover at least

80% of the dog populationin one go by end of thisyear.

On the occasion allstakeholders were felicitat-ed with citations andKhataks and Hotel GrandDragon contribution in pro-viding leftover food to thecentre was highly appreci-ated by all.

YDA President PadmaTashi urged the people toadopt one dog per house-hold in Ladakh adding thatthen J&K UrbanDevelopment Minister,Nawang Rigzin Jora sanc-tioned R 35 lakh for theCentre.

GJ REPORTREASI, FEB 4: A three-dayMaha Shivratri Mela at ShivKhori, the famous cavewould be held fromFebruary 16. This was dis-closed by DistrictDevelopment CommissionerReasi, Sushma Chauhan,who convened the meetingof officers to discuss thearrangements for the smoothconduct of the Mela heretoday.

Additional DeputyCommissioner, Shiv KumarGupta informed the meetingthat the three day festivalwould commence at ShivKhori (Ransoo), withJhankhis which will startfrom Tourist ReceptionCentre, Ransoo and culmi-nate at Darshani Deodi. The

tableaux and participatinggroups would be depictingvarious aspects of LordShiva.

Cultural programmes,devotional songs, dancesand Dangal are major attrac-tions of the festival.Government departments

would install stalls and lan-gars would also be arranged.

The DDC issued specificinstructions to Police andTraffic departments toensure foolproof securityand traffic arrangements sothat the devotees do not faceany inconvenience during

the festival. Similarly, PDDand PHE were asked toensure uninterrupted powerand water supply during thefestival and repair thedefunct lights especiallyenroute cave.

ARTO was directed toarrange sufficient number ofbuses for transportation ofpilgrims. The RuralDevelopment Departmentwould ensure face-lifting ofshrine besides R&B (PWD)was asked to start repairwork of dilapidatedapproach roads.

The Tourism Departmentwould display flex/hoard-ings at prominent places inJammu, Katra, and Reasi etcwith a contact number forinformation of general pub-lic.

GJ REPORTLEH, FEB 4: In its endeavourtowards preservation of Ladakhi cul-ture and heritage, the J&K Academyof Art Culture and Languages(JKAACL), Leh organized a daylong workshop for teachers atDistrict Institute for Education &Training (DIET) here today. Some ofthese teachers are attending the 2ndphase of 20 days orientation pro-gramme while the rest are the newlyappointed teachers attending it as aninduction training programme organ-ized by DIET.

Principal DIET, Konchok Angmostressing upon the need for profes-sionalism among the teaching frater-nity said that such workshops will

help them in getting overall knowl-edge and understanding of educationbeside academics. She said that interms of salary these days teachersare well paid and in return theyshould be dedicated in performingtheir duty realizing their responsibil-ities of taking the best to give thebest to their students.

Expressing gratitude to CulturalAcademy, Leh she said, "I'm hopefulthat the teachers will prove to be thebest medium to infuse cultural andmoral wisdom among our youngergeneration and this workshop willindeed help in preserving the richcultural heritage and language ofLadakh."

The resource persons on the occa-sion were Gen. Tsering Chospel,Tsewang Dorjey (Dongbos), ChimetNamgial and Tsetan Angchuk.

Gen. Tsering Chospel spoke ingeneral on heritage; its meaning,importance, need and about the her-itage values of Ladakh. He stressedupon the need to preserve the tangi-ble and non-tangible heritage whichhe said is the base on which a socie-ty builds its identity, values, cus-toms, tradition and culture. He saidthat the first thing to speak of ouridentity is our dress and languageand we must value them with pride.

Aba Tsewand Dorjey with his vastknowledge of language spoke on the

importance of practicing and pro-moting Ladakhi language and scriptciting cases of some extinct lan-guages as per a survey report. Helaid emphasis on using local lan-guage as medium of instruction inschools and said that written andspoken language is the best tool topreserve heritage. He said that thefuture depends on teachers and urgedthem to have 10 best qualities of ateacher and communicate with thestudents in mother tongue and mix-ing it with other languages.

Chimet Namgial, Editor, LadakhSargyur while highlighting the richcultural heritage cautioned that itwas facing the threat of losing itsoriginality. He too stressed on theresponsibility of the teachers in thiscontext. Tsetan Angchuk staged apractical demonstration of theatre ineducation through artists and spokeabout importance of theatre in build-ing confidence, exploring creativityand talent among the children atschool level. He said that theatre isan effective play way teachingmethod which is child centric.

An interacting session was alsoheld between the resource personsand teachers. Making Ladakhi dressas school uniforms and inclusion ofBhoti in the 8th schedule of Indianconstitution came up for discussionduring the session.

GJ REPORTJAMMU, FEB 4: TheDirector General of Police(DGP), K. Rajendra Kumarhas directed all ranks ofJammu and Kashmir Policeto extend their help to thepeople and the civil admin-istration to minimize thehardships faced by the peo-ple in snow bound areas.

In a communiqué issuedby Police Headquarters(PHQ) here today, Rajendrahas said that the people ofaffected snow bound areasare experiencing difficultieson various fronts, more so,due to poor communicationand other basic needs. It hasbecome imperative for thecops to extend every possi-ble help in minimizing theproblems of the populace.He said that snowfall inremote areas has added tothe problems of people andJKP has a human responsi-bility to come forward fortheir help.

The DGP also asked allfield officers includingRange Dy InspectorsGeneral of Police, District

Superintendents of Police,SDPOs and SHOs for mobi-lizing their resources forroad clearance in the snowbound areas so that roadconnectivity is restored atthe earliest. He asked themto monitor the weather situ-ation and sound alerts in theupper reaches to tackle anyexigency due to snow fall.He stressed upon bettercoordination with civiladministration to ease theproblems of the peoplecaused due to bad weatherand road blockades.

In the communiqué,Rajendra has asked the fieldofficers to remain availablewithin their jurisdictionsand provide every assis-tance to the civil adminis-tration in restoration of roadconnectivity, electricity,medical facilities and otheressential services. He saidthat as per past practice JKPwould remain available forthe service of the peopleand provide helping hand tothe needy people, especiallythe patients to ferry them tonearby hospitals.

Vohra,urging the NDMA to consti-tute a Multi-DisciplinaryExpert Group to evolve anAction Plan for dealing withthe situation arising out of thelandslides and consequentialblockage of the river Phuktalin Zanskar Sub Division ofdistrict Kargil, an ExpertCommittee has been consti-tuted by the National DisasterManagement Authority(NDMA) which will reachLeh on 8th February 2015and from there proceed to theblockage site. This wasdecided in a meeting held inNDMA on 3rd February2015.

The Expert Committeecomprises V.D. Roy,Director CWC as teamleader; O.P. Gupta, DirectorCWC; B.D. Patni, DirectorNHPC; B.M. Gairola,Director, GSI; MaheshwarSingh, Officer Surveyor, SOI;R.K. Varma, Scientist-F,SASE; R.K. Dhiman, SEHQ, Vijayak; MajorAbhishek Kumar, 70Engineering Regt.; RajeshKumar Basotra, SDM

The DistrictAdministration of Leh andKargil have already takenvarious preventive measuresincluding stopping the move-ment of people on theChadder trek betweenChilling and Padum in theLadakh region, and also cau-tioning people residing in theadjoining areas. A RajBhavan Spokespersonrecalled that following thedirections of the Governor,N.N. Vohra, the DivisionalCommissioner Kashmir hasmade arrangements for air-lifting of persons who havebeen stranded due to the stop-page of movement of peopleon the Chadar route. TheDistrict Administrations ofboth the districts are alsoworking on detailed commu-nication, rehabilitation andrescue plans.
