Couniitsi recnnical, Engineering prcgrammes require AICTE recognition. Any other prcfession.al
degree rcquircs approval from tie concerned Statutory Councils. Hence, the approval accotded byth; DEC i; conditional subject to the apprcval of the AICTE and any other Statutory Councils. lt will
be the rcsponsibility of you tnstitution to seek prior approval frcm the concerned statutory
Councildregulatory bodies, wherever required.
A.The recognition to above programmes is subiect to the compliance of lhefollowing by the University.i) The University should follow all the norms o{ DEC, AICTE and UGC for
offering programmes through distance mode.ii) The University should constitute a Distance Education Advisory Board for
regular advice and guidance an policy decisions. The Advisory Board may
have representative from the DEC, IGNOU as per norms.iii) For any other additional programmes, which the University desires to offer,
the University may write to DEC in this regard. For B. Ed & M.Edprogrammes, the University may seek prior approval of the NCTE as per
norms.
B. The University/lnstitution may note that:
1. The Institution will offer only such programmes through distance mode which
are offered by the lnstitution through regular face-to-face mode and approvedby the Distance Education Council as menlioned in this letter. The Institutionwill noi offer any other programme though distance mode other than those
approved by the Distance Education Council.2. Technical, Engineering programmes require AICTE recognition. Any other
professional programme requires approval from the concerned Statutory
Council.3. Programmes in the areas of Health, Nursing, Dentistry, and allied areas may
be oflered with the approval of the statutory councils/regulatory bodies'wherever required.
4. lt will be the responsibility of the lnstitution to follow the norms prescribed by
the regulatory bodies, and seek their approval, wherever required'5. The nomenclature of the programmes should be strictly as prescribed by the
UGC/AICTE and approved by the Distance Education Council.6. The eligibility conditions and duration of programmes will be as per the DEC
norms and fbr professional and technical programmes as per the norms laid
down by the AICTE. No admission to MBA, PGDBM and MCA programmes
can be done without ensuring that that the student has secured a valid scorein the entrance test examination for this purpose.
7. The Institution shall limit admission to maximum 60 seats per programme per
Study Centre for Management, Computer & lT, and Allied Health Sciencesprogrammes. For laboratory/Practical work, the institution can have amaiimum of 30 students in a batch subject to maximum 60 students per StudyCentre. The Study Centre be orrned by the Universlty and shculd be openedwith the approval of EC/BOM of the University concerned.
8. The Institution should have at least one full time faculty member exclusivelyfor coordinating each programme.
9. The territorial jurisdiction for offering programmes through distance mode will be
as per the decision taken in the 35tn Meeting of the Distance Education Council.In its 35th meeting the Council noted that distance education and onlineeducation cannot have the Tenitorial Jurisdiction. In case of Central Universitiesand the State Universities, the Territorial Jurisdiction will be as per their Actsand Statutes for offering programmes through distance mode' The Territorial
Jurisdiction in case of Deemed Universities will be as per UGC, whichmandates the prior approval of the UGC for opening Centres / ;ta;il;centres outside the Headquarters. 10. The Distance Education councir prohibits franchising of study centres. Thus,your Institution will not franchise any Study Centre.1 1 . The lnstitution's management of the disiance

12' For Management and computer Science programmes, the Institution shourdalso note that. The programme should have a mandatory internship of six months;

Institute/university concerned should seek accreoiiation from Natibnal Boardof Accreditation as per prevailing rules;' Institutefuniversity concerned shourd have concerned Department and theconventional universities should have on campus programme on offer;' Inslitute/University concerned shourd not have advert'ised for the programmes
before receiving the approval letter:

' Institute/university concerned shourd ensure derivery of the course material.. on-line with in one year of the date of approval; 'rt may be noted that before raunching tne programme the Institution shourd submitan affidavit within 30 days from date of issue of this retter that it agrees to and wirlabide by aI terms and conditions contained In this retter. In case, the DEc doesnot receive the atfidavit within 30 days f rom date of issue of this retter, theapproval accorded to your lnstitution will be considered as withdrawn. Further, if itis found that the Institution is frouting any norms, then the recognition accorded toyour Institution will be withdrawn without anv notice.
