IDT Reminders• MPs are encouraged to exercise end-to-end Market processes
– However, MPs are not required to bring Resources online solely for testing purposes.
• Echo Process: If a small MP or BA that represents Resources is unable to follow IM set-point instructions, but still able to disable ACE control then the IDT can still move forward if it is determined that reliability will not be adversely affected. These MPs will control their resources in manual mode.
• Importance of Control Status– If 1-2 Resources send the wrong control status, a mismatch will cause unnecessary
discrepancies in solutions– Please remind your staff:
0: Resource is offline 1: Resources is online, dispatchable and able to provide contingency reserves 2: Resources is online, dispatchable and able to provide operating reserves (including
Reg) 3: Resource is not dispatchable (coming online, going offline, test, or having issues that
cannot follow dispatch)

IDT Reminders• EIS Market will continue to operate in parallel
– LIPs will continue to be calculated normally based upon EIS Resource Offers– LIPs will be used for all Energy Settlement during IDTs– During IDTs, Unstructured Resource Deviation penalties will not apply in EIS
Market Settlements
• Commit Resources as if the IDT was not occurring– MP should notify SPP that their Resource is coming online or offline and update
the commit status in IM For instance, self commit a resource coming on
• Submit Resource offers for use in RTBM to minimize mismatches– Resource offers should be consistent with operational parameters in EIS– Reg Ramp Rate curves and Contingency Reserve Ramp Rate curves should be set
equal to the Ramp Rate Curve submitted for use in the Up direction in the EIS Market

IDT Reminders• COP populated using Resource and Ancillary Service Plans in the EIS
– Resources should self commit in real time based on actual commitment– Resources identified in the EIS Ancillary Service Plans as providing Reg will be
selected to provide Reg in the COP MPs should submit a fixed amount for Reg-Up and Reg-Down with a zero Offer price so RTBM will
allow clearing of Reg-Up and Reg-Down on the selected resources identified in the COP
• MP should set themselves to Fixed for Reserves (SPP will not do this for you)
• Operating Reserve Reqs set at the same level as those in the EIS Market– Reg-Up Dispatch Status: set to “Fixed” at specified MW– Reg-Down Dispatch Status: set to “Fixed” at specified MW– SPIN Dispatch Status: set to “Fixed” at specified MW– Online Supp: submit zero Supp Reserve Offer and zero price– Offline Supp: submit “Fixed” Offer at zero price– Not supplying ORs: submit reasonable offers based on actual current capability

IDT Reminders• Always follow IM Setpoints
– Going into and coming out of IDTs, SPP wants MPs to be as close to EIS dispatches as possible
• RTBM Dispatch Instructions and cleared Operating Reserve will be sent to RTGEN system every 5 min
– RTGEN will create Setpoint Instructions that will consist of the sum of the RTBM Dispatch Instruction, Reg Deployment and CRD
– LMPs and MCPs will be generated for information purposes and will not be used for Settlement during IDTs
• Test Schedules should not be submitted during IDTs

• Scenario 7 Must Offer• From initial analysis it appears that most MPs were short of their demand bids
and were in emergency conditions that should trigger Must Offer penalties
• From here, it is a manual process for the Market Monitor to determine if they were actually short and send out all of the notifications

• Scenario 28a Nonfunctional Testing: CMS Outage CMS was disabled for about 15 or 20 minutes while the MPs continued to submit
virtual transactions from the Markets User Interface.
When CMS was disabled, the credit check from Markets was disabled.
When the scenario was over, SPP brought CMS back online, and the DA Markets Desk approved the pending transactions and re-enabled the credit check from the Markets side. That triggered the auto-approve and re-synch process between Markets and CMS, and all processed successfully.
9 virtual transactions were pending credit approval for 6 asset owners. All 9 transactions approved with the operator manual approval action.
The manual notifications were sent successfully
There is a known defect with Enable Link button command. SPP believes this should be corrected with the next PRD release.

Tag Mirror/Replicate Process
• SPP is currently mirroring (copying) Production Tags from the EIS Market into the Integrated Marketplace Systems
• Process also modifies the tags to allow them to pass certain Marketplace Business Rules
• Copied tags are used to calculate the SPP CBA Net Scheduled Interchange (NSI) for use in the ACE equation
• Copied tags are used in RTBM to simulate activity from the current Balancing Authority activities

Tag Mirror/Replicate Process Benefits
• The NSI calculated by the copied tags closely matches the aggregate 16 BA NSI for the current SPP EIS footprint
• Allows the SPP Engineers to study the Balancing Activities and compare those against the overall CBA NSI during the testing processes
• Important tool for Inadvertent verification purposes during deployment testing
• Lessened burden on MP not required to create tags

Tag Mirror/Replicate Process - Costs
• Small number of MP have created test tags
• Tag Mirror Process renders Tariff validations invalid
• Test tags were approved regardless of tagging errors or failed evaluations necessary for CBA
• MP were trained on new Business Rules but have not been able to practice these new rules
• Errors and confusion for hundreds of tags for Go-live if MP do not begin the real tag submission process well in advance of Go-live

– Tag Mirror/copy will be turned off December 16

IM Tagged Transaction Process – Getting Started
• MP will begin entering “Daily and Monthly” Import and Export tags for January Operating Month
– Entry of tags between December 23rd and December 31
– MP Will see evaluation failures to be remedied to gain approval
– SPP Operators will assist MP/PSE with modifying tags for entry errors
– When Tag is accurate SPP Operator will approve
• Optional - PSE adjust tags throughout January for Real Time

• Tag entered for Training will not need to be updated for real time.
• An average contractual mw profile will be adequate.

• MP encouraged to compare EIS and IM settlement statements for strategy planning

• Required Tagged Transactions have been identified– Current EIS Tagged Transactions – 600 to 800
– Required Tagged Transactions – approximately 75
• Impacted CPSE have been identified- CPSE involved in required transactions – approximately 12
• CPSE are being contacted by SPP staff to communicate requirements for tag entry
• Tag entry also being coordinated with GP and LSE associated with required tags
