Wallem Fleet Officers Meet INDIA

WALLEM HAS A ZERO TOLERANCE POLICY FOR MARPOL VIOLATION.

THE TOP MANAGEMENT OF THE COMPANY HAS IDENTIFIED MARPOL

VIOLATION AS ONE OF THE BIGGEST RISKS IT FACES.

IN THE NEXT FEW SLIDES, WE WILL ENNUMERATE THE ADDITIONAL

STEPS PUT INTO PLACE BY THE COMPANY TO PREVENT VIOLATION OF

MARPOL ON ANY OF ITS MANAGED VESSELS.

IN APRIL 2012, WSM INTRODUCED A 7 PAGE BOOKLET TITLED WALLEM

MARPOL COMPLIANCE PROGRAM. IT WAS SENT TO ALL SHIPS, CREWING

AND TRAINING CENTRES. IT IS AVAILABLE IN THE ‘SMS

DOCUMENTATION’ DVD.

IT CONTAINS COMPANY REQUIREMENTS WITH RESPECT TO MARPOL

COMPLIANCE BASED ON OUR EXPERIENCE AND INDUSTRY BEST

PRACTICES.

ALTHOUGH OTHER ANNEXES OF MARPOL ARE IN FORCE, IN THIS

PRESENTATION, WE WILL FOCUS ON ANNEXES I & V.

Soundings should be maintained on white board; sounding logs not allowed.

THE WMCP ALSO CONTAINS GUIDELINES FOR:

- OIL RECORD BOOK ENTRIES.

- SPECIFIC CHECKS TO BE CARRIED OUT BY CHIEF ENGINEER BEFORE

TAKING OVER.

- ITEMS TO BE CHECKED BY CONPANY SUPERINTENDENT DURING

VISIT ON BOARD.

- ITEMS TO BE ATTENDED DURING DRY-DOCK.

What happens to seamen who intentionally pollute and/or falsify the ORB /

Garbage record book?

Some recent cases from the fleet:

CASE 1:

Managed bulk carrier anchored at Gatun Lake in Panama Canal.

Leak of hydraulic oil due to HP pipe to windlass burst.

Oil sheen seen in the water.

Fines for oil pollution in Panama Canal can go up to 1 million USD.

Was the scupper really plugged before the accident?

CASE 2:

Managed Ore carrier discharging sludge to shore truck.

The hose for discharge ran over the rail for shore gantry crane.

Suddenly the shore gantry started to shift towards the stern of the ship.

In spite of duty AB warning the operator, the crane ran over the hose,

causing it to part and some oil spill in the water and on the ship’s hull.

The Owners’ P & I Club had to sign a LOU in the amount of USD 38709

before the vessel was allowed to sail.

CASE 3

A PSC SUPERINTENDENT OBSERVED DURING HIS VISIT ON A MANAGED

BULKER THAT THE ENTRIES IN THE ORB PERTAINING TO THE USE OF

OWS DID NOT MATCH THE DATA RECORDED IN THE OCM.

A THOROUGH INVESTIGATION WAS CARRIED OUT AND IS WAS

ASCERTAINED THAT ALL MARPOL EQUIPMENT ON BOARD WERE IN GOOD

ORDER AND THAT NO VIOLATION HAD TAKEN PLACE.

THE MATTER WAS REPORTED TO FLAG ADMINISTRATION, WHO

AUTHORISED THE USE OF A NEW ORB AND TO RETURN THE EXISTING

ORB TO THE ADMINISTRATION.

CASE 4

WHILE TAKING OVER, THE CHIEF ENGINEER ON A MANAGED BULKER

FOUND THAT FROM MAY 2012 TO JAN 2013, THE WEEKLY ENTRIES FOR

RETENTION IN SLUDGE TANKS IN THE ORB UNDER 11.1, 11.2, 11.3 AND

11.4 WERE NOT MADE ONCE EVERY WEEK. INSTEAD, THEY WERE MADE

ONCE EVERY 15 DAYS.

FLAG ADMINISTRATION WAS NOTIFIED ABOUT THIS ERROR AND THEY

AUTHORISED FOR AN ENTRY TO BE MADE IN THE ORB ADMITTING THE

OMMISSION, TO BE SIGNED BY THE MASTER AND CHIEF ENGINEER.
