GOOD TELEPHONE SERVICE
To obtain the most efficient and effective service from the telephone facilities, telephone users should be thoroughly familiar with the operating instructions in the General Information Section of this base telephone directory. For economy and maximum use of available facilities, conversations should be as brief and concise as possible. This is particularly true of FTS-2001 and DSN calls. Personal matters or unofficial business should not be discussed over telephones that are authorized for official business only. Good telephone service is based on the courtesy, accuracy, and speed of subscribers and operating personnel. On an incoming call, answer as promptly as possible and identify yourself and your office. When making a call, wait for the dial tone, then dial carefully. Identify yourself, speak clearly into the telephone, and make your conversation brief. Have all necessary information prepared before dialing a number or calling the switchboard operator.
USE OF MILITARY TELEPHONE SYSTEM DIALING INSTRUCTIONS:
A. To dial local numbers off base and 1-800 numbers, from Maxwell AFB or MAFB, Gunter Annex, dial “99” and the number desired.B. To dial long distance numbers ,from Maxwell AFB or Maxwell AFB, Gunter Annex, dial “98” + 1 + area code + number desired.C. To dial MAFB, Gunter Annex, from Maxwell AFB, dial the 5 digit extension which begins with a 6.D. To dial MAFB, Gunter Annex, from off base, dial 416 and the extension or 416-1110 for the MAFB, Gunter Annex Operator.E. To dial Maxwell AFB, from MAFB, Gunter Annex, dial the 5 digit extension which begins with a 3.F. To dial Maxwell AFB, from off base, dial 953 and the extension or 953-1110 for the Maxwell AFB Operator.
REPORTING TELEPHONE SERVICE COMPLAINTS
The Maxwell AFB and MAFB, Gunter Annex telephone switchboard operation is a government contracted service. The operators are here to provide prompt operator assistance for all incoming/outgoing calls. The standard for them is to complete calls or provide customers further dialing procedures, if the connection cannot be made. If you have either a complaint or positive input on this area, please call ext. 37100.
REPORTING TELEPHONE TROUBLE
1. When you are having trouble with existing service, (Example: No Dial Tone, Severe Static, etc.) report the trouble as follows: a. Notify the Maxwell Support Customer Service Center at Maxwell AFB Ext. 37115. Give the following information to the trouble desk attendant: (1) Your name and a good contact number. (2) Your organization & location.(Bldg, Room) (3) The problem and when it occurred. Telephone maintenance will test your line and dispatch a crew, if needed.
REQUEST FOR SERVICE & EQUIPMENT UPDATE
Official requests for telephone services (installations, moves, and special features, and equipment) will be submitted via email or on an AF Form 3215, C-4 Systems Requirements Document through Telephone Control Officers to Telephone Customer Service. Consult your unit TCO. Telephone service requests that are simple in nature and do not require the ordering of material are normally processed and completed within 30 working days, depending on workload. Requests requiring material must be submitted as far in advance as possible, as early as 6 months in cases where material must be ordered from commercial companies, i.e., T1 circuits, long-haul circuits, 1-800 service, calling cards, and commercial business lines. Priority requests must be fully justified, stating why the request must be completed before other scheduled telephone work, and signed by one of the following: (1) organizational commander, (2) director, or (3) deputy commander or deputy director.
EMERGENCY CALLS
The numbers for emergency calls are listed on the front cover of this directory. However, subscribers may dial “0” for the Base Operator for assistance in reaching any emergency number.
SECURITY INSTRUCTIONS
The fact that any number of people can listen to your conversation is a SECURITY weakness of the telephone system. Talking around, paraphrasing, code words or nicknames, and incomplete references on the telephones are attempts to disguise information. Any person monitoring your telephone conversation probably knows enough to “read through” your attempts to disguise information. All base facilities are not secure and classified information discussed over these facilities may be considered compromised. Military information will be safeguarded IAW the provisions of AFI 33-401, which governs transmission of classified information. Use of the base telephone system constitutes consent to COMSEC monitoring.

There is a charge for all off base Directory Assistance (DA) calls, therefore DA calls require approval of the unit Telephone Control Officer. LONG DISTANCE CALLS
Official telephone calls will be placed via Government Leased Lines; i.e., DSN or FTS-2001as per the following instructions:
1. Before placing a commercial call:
a. If the call is to a commercial company, dial the toll free directory assistance operator, 99+1+800+555-1212 to determine if the company has a toll free in-dial number. b. Toll free numbers can be placed by dialing 99+1+ toll free prefix + number. c. Determine, from your Telephone Control Officer or the DSN operator at 94+231-1311, if the commercial number can be reached via DSN. If no base is close enough to off net the call, dial 98+1+ area code + number. For long distance overseas commercial calls, dial 99+011+ country code + city code + number.
2. DSN – See DSN instructions.
3. FTS-2001– Long distance service in the United States, Guam, and the Virgin Islands is provided for Maxwell AFB and MAFB, Gunter Annex personnel via a contract with AT&T. Each organization is accountable for all calls billed to their numbers. The Unit Telephone Control Officer (TCO) must verify, at the end of each billing period, that all calls were official business. Tenant organizations are required to reimburse Air University for calls made from their telephone numbers. All calls will be limited to the minimum time required to accomplish official business. a. To place a commercial long distance call, dial 98+1+ area code +number.
4. International calls (except Canada) may be made by dialing 99+011+Country Code + City Code + number. Calls to Canada are made by dialing 98+1+Area Code + number. All calls are accountable and tenant organizations must provide funding for calls made from their telephone numbers.
UNAUTHORIZED CALLS
1. Unofficial calls from government telephones are permitted provided the customer dials toll free to a long distance carrier and bills the call to a 3rd number, calling card number, or calls collect.2. Each person having a telephone at his desk is responsible for its proper use.3. Individuals will not attempt to place direct dialed calls and give the commercial operator the base number or an erroneous number to avoid being charged for such calls.
Such an act will be regarded as a deliberate attempt to defraud the United States Government. Unauthorized calls made from official telephones may be reported to the organizational TCO or commander for appropriate action.
UNAUTHORIZED RECORDING DEVICES
1. Monitoring and recording devices on Government telephone lines must be approved by MAJCOM.commanders and the chiefs of major staff offices (directorate level) in HQ USAF.2. When recording devices are authorized, they must be equipped with a device to emit a distinct warning tone at 12 second intervals, indicating the conversation is being recorded. The requirements for a tone-warning device is in addition to prior consent by all participating parties.3. For more information pertaining to this subject, refer to AFI 33-111.
TELEFAX
Telephone Facsimile Equipment (TELEFAX) transmits and receives a precise copy of any document from one location to another via telephone in a matter of minutes. All data transmitted will be unclassified or encrypted by NSA keys and cryptographic equipment.
SECURE TELEPHONE EQUIPMENT (STE)
To ensure the security of conversations involving classified information, use a Secure Telephone Unit Third Generation (STE). STE’S are part of a worldwide network of encrypted secure voice communications for your organization, other DOD activities, and certain non-DOD offices. They can be used to discuss classified, sensitive but unclassified (SBU), or unclassified information. The use of STE is controlled by access list, or letter from commanders or division chiefs, together with proof of security clearance and valid requirement. TDY personnel and others not on an access list but having a need to use the system must contact their sponsoring organization. Any questions should be directed to the Secure Communications work center at ext. 36282.
MINIMIZE
When an actual or simulated emergency arises or is anticipated, it is sometimes necessary to reduce the volume of traffic ordinarily transmitted over communication systems. This action is required to facilitate prompt transmission of vital traffic. Vital traffic is that traffic of any precedence which must be transmitted electrically in order for the command or activity concerned to effectively accomplish its mission under prevailing or anticipated emergency conditions. The Directors of Administrative Services are responsible for advising all activities when MINIMIZE is in effect. It is the responsibility of all Commanders to ensure that all traffic to be passed electrically qualifies under MINIMIZE ground rules.

GENERAL INFORMATION Cont.requires organizations and staff agencies to appoint a Telephone Control Officer (one primary and one alternate) to be responsible for the consolidation and prompt submission to the Directory Clerk of directory information changes within their organization. The maintenance of accurate, current information, and directory records is a major factor in rendering prompt and satisfactory service. Submissions for the Directory are also recorded in the Directory Assistance Information File at the Telephone Switchboard location, furnishing current information for the base operator’s use. Revisions to all sections of the directory, such as additions, deletions, or corrections of obsolete listings, should be reported to the Directory Clerk, extension 37100, by the unit Telephone Control Officer.Submission of information to the Directory Clerk should not be confused with the Base Locator. The two functions are entirely independent of each other.

TELEPHONE CONTROL OFFICER (TCO).
NATIONAL COMMUNICATION TELEPHONE PRECEDENCE SYSTEMTo ensure that high precedence users have immediate access to DSN lines, telephone communications precedence has been developed and approved by the Joint Chiefs of Staff. This precedence system will be used when calls are placed over DSN or other military telephone communications systems. The National Communications Systems (NCS) telephone precedence system establishes a FLASH OVERRIDE capability and the precedence designations of FLASH, IMMEDIATE, PRIORITY, and ROUTINE. These levels of precedence are available on either a manual basis exercised by the operator or an automatic basis exercised by the subscriber. Users of the DSN must always use the lowest precedence designation consistent with operational missions or necessity for each call placed. The NCS telephone precedence system, with precedence designation and application, is shown below. The assignment or use of precedence solely on rank or duty is strictly prohibited.FLASH has precedence over any other telephonic call of lower precedence. May be preempted by the application for the FLASH OVERRIDE capability available to National Command Authorities. Applications: Precedence is reserved for alerts, warnings, or other emergency actions having immediate bearing on national, command, or area security.IMMEDIATE has precedence over the telephonic calls of lower precedence. Preempts lower precedence calls. Applications: Precedence is reserved for vital communications: (1) which have an immediate operational effect on tactical operations; (2) which directly concern safety or rescue operations; (3) which affect the intelligence community operation role.PRIORITY has precedence over any other telephonic call of lower precedence. Preempts lower precedence calls. Applications: Precedence is reserved for calls that require
prompt completion for national defense and security, the successful conduct of war or safeguard life or property, which does not require higher precedence. Normally, PRIORITY will be the highest precedence that may be assigned to administrative matters for which speed of handling is of paramount importance.ROUTINE has no precedence over any other call and is handled sequentially as placed by the calling party. No preempt.
DSN INFORMATION
1. Defense Switched Network (DSN) is the Defense Communications system’s worldwide, common-user system, designed to be the single long-haul voice communications system to satisfy all DOD and other authorized users. The CONUS portion of the system consists of numerous commercially owned, operated, and maintained switching centers with inter-connecting trunks. Access lines are provided from the switching centers to the individual users. Normally, these access lines are terminated in the PBXs of military installations. The overseas portion for the DSN system is owned, operated, and maintained by the military departments. 2. Commanders at all levels will ensure that only persons with a definite need to place long-distance telephone calls have access to DSN. Personal and unofficial calls over the network are not authorized.3. Use of DSN for Facsimile. DSN may be used to transmit facsimile traffic. Facsimile equipment may be directly connected to a DSN access line or indirectly through an acoustic device, PBX, or other means. The facsimile machine must be automatically disconnected from the DSN access line within 1 minute after cessation of facsimile or upon circuit preemption.4. DSN DIALING INSTRUCTIONS: Routine Conus DSN calls: (A) Customers should: (1) Verify the DSN number (2) Listen for dial tone (3) Dial the DSN access code “94” + the 7 digit DSN number Priority and Immediate Conus DSN calls: (A) Customers should: (1) Verify the DSN number (2) Dial “0” and give the following information to the operator: (a) Precedence of the call (b) DSN number Routine Overseas DSN Calls: (A) Customers should: (1) Verify the overseas DSN number (2) Listen for dial tone (3) Dial the DSN access code 94+country code+7 digit DSN numbrPriority and Immediate Overseas DSN Calls: (A) Customers should: (1) Verify the overseas DSN number (2) Listen for the dial tone (3) Dial “0” and give the following information to the operator:

DSN USER ASSISTANCE:Maxwell AFB and MAFB, Gunter Annex users dial 0 for call assistance and 113 for directory assistance.6. PRE-EMPTION:Pre-emption is the act or the right of seizing or using communication facilities before or in preference to other subscribers.7. PRE-EMPTION TONE:A distant tone, which is transmitted to both parties when an established connection is interrupted by pre-emption. When pre-empt is heard, both parties should hang up immediately. The tone varies in duration. Called party hears the tone until he hangs up.Calling party hears the tone lasting three seconds or less. When your DSN call is “interrupted” this means the call has been automatically pre-empted by a higher precedence call. If you are the called party, hang up immediately and wait for the calling party to re-establish the call. If you originated the call, redial direct.8. PRIORITY & HIGHER PRECEDENCE CALLS:DSN circuits at some installations are equipped to provide automatic termination of precedence calls to the switchboard operator. The switchboard operator will, upon receipt of a request for a precedence call, complete the call to the extension. This configuration is to help ensure call completion.9. DSN USER TROUBLE REPORTING:When trouble is encountered while utilizing DSN the following procedures apply: A. Retain the circuit connection and report the trouble immediately to the base telephone trouble desk at ext. 37115 via another telephone line. B. Give details of the DSN trouble as follows: (1) Your extension number and location. (2) The DSN number and location of the called party. (3) Brief description of trouble and the time it occurred.
CONFERENCE CALLS
Dial “0” and tell the operator that you want to place a conference call. Provide the names and numbers of all conferees. Meet-me conferences are also available. Call the base operator to set up a time and date for a meet-me conference.

In the event of an emergency such as tornado, hurri-cane or terrorist attack; the ability to plan ahead and take action to mitigate hazard created by an emer-gency before it happens can ease suffering and save lives. Planning ahead for any emergency will increase the chances of survival for everyone. More detailed information on emergency management planning can be provided by Disaster Preparedness at 37037.
TORNADO AND SEVERE THUNDER STORM RESPONSE
In the event of severe weather, the Maxwell AFB command post, upon recommendation of the weather section on base or the national weather service off base, will implement the following weather advisories:
TORNADO/ WATCH: Conditions are favorable for tornados
• Tune into local TV or radio for additional info• Stay alert TORNADO WARNING: Tornado sighted in the local area or is indicated on Weather radar.
• The warning signal is a 3-5 minute steady alarm tone on city/base sirens
PROTECTIVE ACTIONS
In a Maxwell AFB/Gunter Annex military facility: Refer to the MAFBVA 10-4, Tornado Warning and Shelter information on your unit emergency management bulletin board for the unit tornado shelter location in your facility.In other buildings: Go to the basement, lowest floor or most interior location such as a closet or bathroom. In a Vehicle, Mobile Home or Outdoors: Go to a hardened facility or shelter or get into a low lying area such as a ditch. Tornado movements are very erratic. Don’t try to outrun one! SEVERE THUNDERSTORM WARNING: A severe thunderstorm has been sighted or is indicated on weather radar. In a Maxwell AFB/Gunter Annex military facility: Refer to the MAFBVA 10-4, Tornado Warning and Shelter information on your unit emergency management bulletin board for the unit tornado shelter location in your facility.
PERSONAL EMERGENCY PREPAREDNESS
In other buildings: Go to the basement, lowest floor or most interior location such as a closet or bathroom. In a Vehicle, Mobile Home or Outdoors: Go to a hardened facility or shelter.Weather watch notification will be communicated by radio, TV, email etc. Weather Warning notification will be communicated by siren, radio, and TV (Commanders channel on base) and through email on base.Base Siren tests are every Wednesday at Noon. Montgomery county siren tests are conducted the first Wednesday of each month at 1530hrs.
FLOODING
At times flooding is a hazard at Maxwell AFB and in the surrounding area. Areas susceptible to flooding at MAFB include the East Golf Course, Prison camp and 1200 area on base. On River Road at Maxwell AFB there are vehicle gates installed in the event of a flood. Do not bypass these gates either on foot or in a vehicle if closed. Flooding can occur up river from Maxwell AFB, resulting in a significant increase in water level that can occur during clear weather, hours or days after the weather event up river. If directed to evacuate, due to projected flooding follow instructions provided by First Responders. If operating a vehicle do not attempt to cross a flooded section of road. You could stall out in flood waters, be swept off the road by same or fall into a hole that was not visible.
HURRICANES
Maxwell AFB can be affected by hurricanes coming up from the Gulf. These storms may generate flooding high winds or tornados. Once aware of an impending Hurricane obtain food and supplies for more than 72 hours in case of local damage or loss of utilities.Emergency Preparedness Considerations for people with Special Needs
• Maintain an Emergency kit with enough medical supplies and medication to go 14 days without re-supply. If you have a service animal (seeing eye dog) plan for the animal’s needs also.• Consider having backups (Manual if possible as in the case of a wheel chair if the item requires power) of medical critical medical supplies.• Coordinate with family members and/or neighbors to assist you in the event of an emergency prior to anything happening.

EMERGENCY SUPPLY KIT
Maintenance of an emergency supply kit is recommended in case help is a few days out. The following example is starting place. Take a look at your needs and adjust accordingly:
• Battery operated Radio, Flashlight and batteries.• Whistle• First Aid Kit and manual• Extra set of keys• Extra pair of Eyeglasses• 3 days food and water, precooked, 1 Gallon of water per person per day.• Vitamins• Manual Can opener• Cash and credit cards• Change of clothing, foul weather gear and sturdy shoes per person.• Blankets and/or sleeping bags.• Large plastic trash bags• Toilet paper• Personal items • Cell phone and charger• Copies of vital documents, such as birth certifi-cates, passports, etc.
