policing in Wiltshire

What the funding cuts mean to policing in Wiltshire• £15 million in savings over

the next four years.

• So in four years time the Force is likely to have • 150 fewer officers • 200 fewer staff.

• It’s WPA’s responsibility to ensure that Wiltshire continues to have an effective and efficient police service.

Our overall budget

£27 million Frontline policing (neighbourhood policing and response)

£18 million Crime investigation and intelligence

£9 million Armed response, roads policing, helicopter, dogs, etc

£5 million Custody unit, preparing cases for court

£8 million Answering calls and response management

£16 million Finance, HR, Training, etc

£24 million Building, cars, IT and equipment

Our Top Priorities• Keeping the public safe on the

streets and at home

• Keeping neighbourhood police officers and PCSOs at the current levels.

• Responding promptly to emergency 999 calls

• Maintaining an acceptable standard for call handling to deal with general enquiries and non urgent calls

Our other commitments

• More Special Constables and Volunteers to provide support

• Use of new technology so police can remain on the beat

• Under current arrangements a police air ambulance stays until 2014

Local policing – how we intend to police

Overview: •11 Inspector-led areas – as now

•Swindon and County divisions to be merged to give one Force wide service delivery

No planned change to frontline numbers

Support services

• To streamline criminal justice processes, the force will use more ‘local resolution’, getting people to reach agreement without formal police or court action

• It may take longer to process administrative requests or answer general enquiries

• We will offer public facing services alongside other agencies to ensure we stay accessible to you (i.e. through local councils, libraries) while reviewing the number of police stations we have.

A Community Campus for Melksham

Context

• A campus is a building, or buildings, in a community area that will provide the services the local community needs in an accessible location

• Local community involvement critical to the success

• Reduces the long term financial, environmental and operational pressures on operating aging, low quality buildings

• Potential to co-locate with partner and voluntary organisations

• Encourages the council to explore wide ranging innovative arrangements to allow local communities to have more influence in service delivery

• Core criteria to all campus buildings include shared reception, community space, accessible IT provision, personal care facilities and café and catering facilities

sustainable in sustainability appraisal terms• Option 5 (split campus) is theoretically sustainable• Option 3 (Woolmore Farm) considered most sustainable single

campus site• Options 1 (north-east) and 2 (south-west) considered

unsustainable

Options Appraisal

Two Phased approach:

1. Review of background information leading to proposed service specification

2. Site options appraisal leading to proposed site location

Service Specification Proposal It is proposed that the following facilities and services be provided

within a new community campus for Melksham:

• Leisure centre – 25m swimming pool plus learner pool; 4-court sports hall; multi-activity rooms; 60 station fitness suite; wet and dry changing, squash courts and associated ancillary facilities

• 6 lane indoor bowls rink and group room

• Library including improved IT suite for community internet access

• Registrar service

• Reception for all campus services and offering advice on other council services

• Cafe facilities

Service Specification Proposal CONT:

• Crèche

• Youth centre facilities

• Personal care room(s) (e.g. for disabled people and their carers)

• Desk space for community based council and partner staff

• Multi-purpose training suite for both professional and community use

• Multi-purpose meeting/resource rooms

• Health care facilities e.g. GP surgeries, specialist clinics (TBC by partner organisations)

• 100 space car park (indicative)

• Provision of land for outdoor recreational use adjacent to campus facilities

• Outdoor sports changing facilities

Location Proposal Site options identified in the Sustainability Appraisal have been

further assessed within the context of the audit and research information:

It is proposed that a community campus facility for Melksham be developed on land at Woolmore Farm, adjacent to the Melksham Oak School

Preferred Location - rationale

• Indicative cost of £23.3 million• Deliverable within the constraining timeframe• Lowest build cost• Council owned land• Adjacent to housing growth area • Infrastructure in place• Opportunities for shared use with Melksham Oak School• Supporting spatial planning policy in place• Travel plan would form part of a formal planning process
