2. OVERVIEW
The ministry of Lands & Mineral Resources is among
Government’s leading agencies that contribute directly to
the nation’s socio- economic development. The ministry
facilitates the maximum utilisation of all state land and
enables the exploration and mining of mineral resources.
It ensures that all land use practices are conducted accordingly to envi-
ronmental heat. Ministry Practices a Vibrant, Equitable, Dynamic Man-
agement of our Land & Minerals for a sustainable environment and eco-
nomic future.
The ministry consists of two main departments;
1. Department of Lands and Survey
2. Department of Mineral Resources
The Department of Lands & Survey is responsible for the effective and efficient administration, development and management of all State land initiatives. Activities under this programme include;
1. Surveying, 2. Geospatial Information, 3. Land Valuation, 4. Development and Maintenance of State Land, 5. Geographic Information System Additionally, the Land Use unit coordinates the implementation of
Governments’ land reform initiatives to improve socio – eco-nomic growth focusing on equitable returns to landowners and the security of tenure for the tenants.

14. TECHNICAL SUPPORT DIVISION
The division consists of 6 sections:
1. Administration 2. Accounts 3. Garage 4. IT 5. Library
6. Geospatial Unit
ROLE
(i)To effectively administer the day to day activities of the Department.
(ii)Provide necessary information technology assistance and general ser-
vices to support operations of the department to deliver the intended
output (iii)Acquisition, installation, maintenance of IT equipment and
peripherals to provide support & help desk facility to all staff and exter-
nal users within the department. (iv)Management and storage of data;
Coordinate & formulate budget, implement, monitor & control of fi-
nances (v)Administration, staffing matters, and maintenance of vehicles.

Mechanic– FSLC pass with Diploma in Mechanical Engineering
Clerical Officer– Year 13 pass or equivalent

The Department of Mineral Resources oversees and facilitates develop-ment of the country’s mineral sector and groundwater resources. It un-dertakes studies in relation to geological hazards, mineral and groundwa-ter development and manages the development of the mining and quar-rying sector with a mandate under the Mining, Petroleum (Exploration and Exploitation), Quarries, Explosives and continental shelf.
The Lands Department consists of the following sections;

7. Planning, Policy Monitoring and Development.
4. CORPORATE SERVICES DIVISION
The Corporate Services division comprises of the following sections;

13. MINING DIVISION
The division consists of 4 sections:

ROLE
1. Ensure effective and efficient development of Fiji’s mineral sector
through regulatory frame-work that exists in the Mining , Explo-
sives , Petroleum, Quarries and Environmental Management Act.
2. To formulate, review and offer advise on policies; administer min-
ing tenement; environmental monitoring & protection; social im-
pact assessment & community liaison

12. GEOLOGICAL SERVICES DIVISION
The division consists of 4 sections:
Hydrogeology
Drilling
Seismology
Laboratory
ROLE
1. To oversee the development of groundwater resources in Fiji (groundwater assessment & borehole drilling), and chemical and microbiological analysis of groundwater quality for safe consump-tion as well as mine and quarry effluent discharge.
2. To provide geological hazard information and technical services to the public. Such responsibility includes the critical role of Seismic monitoring of earthquakes and issuance of warning in the case a tsunami is generated. The Division also contributes to Geo-hazard assessment through geotechnical test-hole drilling.

5. VALUATION DIVISION
The Valuation division is made up of 5 sections;
1. Land Acquisition and Special Valuation
2. Ratings and Statistics/Research

4. iTaukei Land Lease to State
5. Administration
Role of the division:
1. To acquire land for public purposes
2. Assess and re-assess state leases
3. Municipal rating valuation
4. Acquire Native Land for Lease to State
5. Property Market and Research
6. To Provide valuation services to other government departments
and the public.
MINIMUM QUALIFICATION REQUIREMENT
Degree in Land Management or Real Estate
From here the main focus is to become a Registered Valuer in
Fiji.
6. SURVEY DIVISION
The division is made up of Survey sections based in three divisions
namely;
1. Central Eastern Survey
2. Northern Survey
3. Western Survey
4. Control Section
5. Land Use Division
They are responsible for the survey of all state lands and all iTaukei land
lease to state & development of all state land.
To get into this field of work the minimum qualification requirement is
to get a Diploma in Land Surveying from FNU and degree in Land
Survey is offered in Overseas. When attempting to become a registered
surveyor an individual has to complete five (5) projects within the two
years given by the registration board.
The five (5) projects includes:
1. Country Survey
2. Town Survey
3. Engineering Survey
4. Subdivision Survey (Scheme Plan)
5. Control Survey (Geodetic)
11. GEOLOGICAL SURVEYS DIVISION
The division consists of 3 sections:
Mapping
Offshore
Engineering
ROLE
Provide information to support & regulate the development of
mineral resources for the benefit of Fiji.
Provide information on the occurrence and assessments of
Geo-hazards.
Assess potential areas in Fiji for mining, petroleum production &
quarrying.
Provide geoscience information services, industry consultation &
support for geotechnical surveys.

10. MINERAL RESOURCES DEPARTMENT
The Mineral Resources Department consists of the following divisions:

MINIMUM QUALIFICATION REQUIREMENT
Minimum qualification required is to attain a Degree in Geospa-
tial, Diploma level in GIS, IT, Computing for senior level and
above.
8. LANDS DIVISION
The Lands section is responsible for the administration of State
land and Native Leases to stated herein:
1. Lease/Licenses for land allocated for Leasing/Licensing
2. Renewal/ Extension of Leases/Licenses
3. Variation of Lease
4. Surrender of Leases/Licenses
5. Re-Entry of Leases
6. Correction of Leases
7. Dedication
8. Vesting
9. Caveats
10. Transfer of Leases
11. Request for Provisional Title

9. LAND USE UNIT
1. The Land Use Division of the Ministry of Lands & Mineral Re-
sources is a new unit establish to manage the Government Land
Reform Programme in accordance with Land Use Decree 2010.
2. A primary role of the Land Use Division is to develop Land Use
Bank to facilitate the efficient leasing of lands which are currently
idle and un- utilized under terms and condition which are attrac-
tive to both landowners and tenants.
3. The Land Use Bank is currently being developed and work is in
progress in identifying idle and under-utilized lands to be deposit-
ed in the Bank, Land information with the bank should include
soil suitability, land ownership, valuation, topography and other
relevant datasets.
4. This new unit is based at the second floor of the Civic House next
to the new Suva Town Hall, pH: 3309225/3309226.
The Land Use Division has experts in Surveying, Valuation, Land Use
and GIS & Mapping, and will work in close coordination with the Divi-
sional Commissioners, ITLTB, Government Department/ Ministries,
and Statutory Organisation in undertaking its tasks.
Qualification required to be appointed in the Lands Use Division:
A degree in Land Management.
