RICE PROGRAM
Technical Briefing on the Sikat Saka Program and Credit Worthiness Seminar for
Irrigators Association (IA) in Kalinga
Batch 1-March 8, 2016 Batch 2-March 9, 2016 Batch 3 – March 17,2016 Batch 4 – March 18,2016
Year 2015, a total of 634 members of
the Irrigators Association were briefed
on the Sikat Saka Program and provided
with the Credit Worthiness Seminar. Out
of these, 23 farmers were able to avail
the credit program amounting to P 1,
604,000.00 covering a total area of 42.75
has rice farm.
For the month, four (4) batches of Sikat Saka briefings were again conducted for the IAs
of Kalinga with a total of 237 participants utilizing a total cost of 106,197.20 pesos.
These series of Sikat Saka briefings were very informative to the farmers since they came to know that there are agencies such as DA, ATI, LANDBANK, NFA, PCIC, and NIA offering credit to help finance the need of farmers. Further, it taught them to be a responsible borrower like the 5 Cs – character, condition, capacity, capital, and collateral. As shared by a participant, “attitude is everything-change your attitude and your life will be changed”.
ORGANIC AGRICULTURE PROGRAM
Training in support to OA-ICS (Phase III) for Ambangeg Organic Farmers Association
(AOFA)-March 21-23, 2016
Leveling up, the AOFA with its 32
members completed the OA-ICS Phase III.
As output of the training, 16 farms were
inspected. The farm inspection will be
continued to meet the desired number of
farms inspected. And for the association to
move up and be certified, members will
sustain dynamic cooperation among them.
An amount of 55,932 pesos was used in
the phase completion. The activity and resource person were rated very satisfactory and
excellent, respectively.

HVCD PROGRAM
Training Of Trainers (TOTs) on GAP on Fruits & Vegetables with NC II
AEWs of Kalinga, Benguet and Mt. Province (Batch 1)-March 8-11,2016 AEWs of Abra, Apayao and Ifugao (Batch 2) –March 29-April 1,2016
A total of 85 participants composed of Agricultural Extension Workers, GAP LS owner,
chemical company technicians and staff from the Department of Agriculture-Regional Field
Office, Benguet State University, Benguet AgriPinoy Trading Post and Fertilizer and
Pesticide Authority completed this training and passed the NC II assessment on Agri Crop
Production conducted in partnership with TESDA-Kalinga. In addition, six (6) RFO and ATI
staff also took and passed the NC II Assessment. Summing up, 91 individuals were NC II
Certified on Agri Crop Production.
All participants were very grateful for the opportunity of training and NC II Assessment. They have seen, learned and realized the great importance of both to their lives and to their clients.

To the BAPTC staff, as a major player in marketing the products of farmers, knowledge
acquired will serve as their basis on their guidelines preparation.
To the AEWs, it brought motivation and challenge for them to go stronger in assisting
the farmers towards GAP and NC certification.
Overall, the two (2) batches of training and the resource persons were consistently
rated VERY SATISFACTORY.
A total of 135, 068.69 pesos was utilized for the successful conduct of the two (2)
batches of TOT.

LIVESTOCK PROGRAM
Local Farm Exchange on Goat Enterprise Management for Goat and Sheep Farmer Graduates
(FLS-GEM) of CAR-March 15-18, 2016
Goat raising remains as one of the most
common component of integrated farming
system of small farmers because it requires a
minimal initial investment. As such, risk of loss
is also small making goat farming an attractive
proposition among rural farm families.
Hence, this activity was programmed and
now conducted for extension workers and
farmers. This on-site training was completed
by 30 extension workers and farmers who
were graduates of the season long trainings on FLS-IGM and FLS-GEM. The group visited
various sheep and goat farms in Pangasinan and Nueva Ecija to observe, interact and learn
from the experiences of the more advanced farmer-entrepreneurs and agencies. Through
this, they have gathered farming technologies and entrepreneurial practices that they can
adapt and apply based on their capabilities, resources and goals in their respective small
ruminant projects.
Learning of the participants includes the importance of recordkeeping to monitor loss
and gain; the practice of complete confinement to avoid parasites; the lesser production cost
of sheep and goat compared to swine and poultry; big help of planting grass and forages;
and others.
Overall, activity and resource persons were given a rating of very satisfactory. An
amount of 125, 260.74 pesos was used for this activity.

Re-organizational Meeting cum Strengthening of 4H Young Filipino Farmers Training in Japan
(YFFTPJ) Graduates
Initiated by JAECAAP CAR Chapter, this activity was organized to gather the (YFFTPJ)
graduates of the region. This is to encourage them to work together and plan for worthwhile
activities that will uplift and strengthen them to become resilient even if they are faced with
various challenges.
Each participant presented the status of their projects and of the loan or re-entry
project. Most of the graduates are now successful in their field of specialization and some
are engaged outside agriculture.
The body selected their new set of officers. They identified different activities needed by
the members such as leadership, team building and agripreneurship, bookkeeping and
financial management. They agreed that every member is obliged to contribute 500 pesos as
a registration fee and 1000 pesos as annual dues wherein these collections will be their
organization’s initial fund. Further, they agreed to have ID and Facebook account wherein all
must be a member.

Rural-Based Organizations (RBOs)
2016 CAR Regional RBO Consultations, Planning and Officers Meeting-March 29-30, 2016
The regional RBO consultative meeting was conducted this month accomplishing its
objective to provide important updates on the conduct of regional and national congresses,
new or existing programs and activities in order for them to be prepared and be attuned
with the RBO directions from the national down to the barangay level.
Climate Change Adaptation and Mitigation Strategies on Crop and Livestock for P4MP, MS and
other RBOs of CAR-March 30-April 2, 2016
Officers and coordinators of the RBOs, being the front liners and partners of DA and the
LGUs in informing the farmers and providing technical advices or recommendations on how
they can adapt or mitigate the effects of climate change, should be continuously updated on
the latest strategies on how to minimize the effects of climate change or reduce carbon
emission.
Thus, completing this
training were 30 RBO officers
and coordinators. Accordingly,
the training is timely, relevant,
practical, applicable, helpful,
and an eye opener. As they go
back to their community or
organization, they will gladly
re-echo what they have learned
from the discussions and saw
from the farms visited.
SPECIAL CONCERNS
Training on Swine Production as Livelihood Enhancement for the Farmers of the 4th-6th class
Municipalities of Abra
Municipality of Danglas,Abra – Batch 1- March 28-30,2016 Municipality of La Paz, Abra – Batch 2- March 30-April 1,2016
A total of 61 participants composed of extension workers and farmers of Danglas and La
Paz Abra both belonging to the low income class municipalities attended this swine production training.
It is aimed that the training will create and/or increase livelihood in the community and be able to sustain it for their economic progress.
“Swine raising is one of the best livelihood
project for us farmers. Thus, we should regularly
be updated with the information and
technologies on swine production to increase
our production and our income. Let us aim high
to reach prosperity. Let’s continue to learn more
because learning never ends and at the same
time share our gained knowledge to our fellow
farmers.” – This was shared by one participant
during sharing of learnings and insights.

Overall, the activity and resource person of the two (2) batches were constantly rated very satisfactory. An amount of 91, 740 pesos was utilized for these trainings.
Education Support
Scholarship Program
a) Ladderized Course for Out-of-School Youth
The 31 Youth Empowerment through Sustainable Program (YES) scholars of RTC-CAR and RTC-Region 1 currently deployed to various Learning Sites (LS) and School for Practical Agriculture (SPA) in the region are now on their second month of On-the-job training.
b). DAT-BAT The 10 DAT-BAT scholars enrolled in DMMSU are now on their second semester. At present, they are deployed to various learning sites and projects of DMMSU and ATI-RTC 1 for their On-the-job training.
III. Expanding Partnerships in Advancing Excellence in Agriculture and Fisheries
Extension Delivery
A. Partnership Development
1. Extension Service Provider (ESP)
At present, Saint Louis University-Extension Institute for Small-Scale Industries
Foundation, Inc. (SLU-EISSIFI) is the only accredited ESP of ATI-CAR. It specializes on basic
beekeeping, farm enterprise development and business plan preparation.
IV. Scaling-Up Agriculture and Fisheries Extension Innovations
A. Learning Sites
Sustaining Capability Building Interventions through Field Hands-on Learning: Learning Site
Development.
ATI-CAR maintained its 20 Learning Sites (LS) which were established the previous year. Of this, 16 are OA LS, two (2) are RBO-FSSP LS, one (1) is HVCD LS and one (1) is Rice LS. 10 LS are located in Benguet, one (1) in Baguio City, five (5) in Ifugao, two (2) in Mt. Province, and one (1) both in Abra and Kalinga.
B. School for Practical Agriculture
Sustaining Capability Building Interventions through Field Hands-on Learning: SPA
Development
ATI-CAR’s SPA partners are Mr. Jefferson Laruan under the Organic Agriculture program
and Mr. Teodoro Kub-ao under the Integrated Rice Based F arming System. Both of these SPA
implementers act as farmer lecturers to their co-farmers, to the youth and all interested
individual on farming.
Mr. Kub-ao currently hosts the eight (8) RTC-CAR YES scholars for their on-the-job
training where he will teach them integrated farming practices and to even let them engage
to the community.
While, Mr. Laruan hosts six (6) RTC-Region 1 YES scholars. His farm was one of the most
visited Learning Site by ATI-CAR’s training participants and institutional visitors. To date, he
had hosted more than 300 individuals from ATI.

ATI-CAR Center-Based Learning Sites
The center expanded its center-based learning site this year showcasing organic
technologies to its clients. This site consists of a vermicomposting facility, coffee nursery,
organic vegetable production and herbal plants. This month, the LS was utilized during the
TOTs on GAP cum NC II Assessment for their field inspection practicum. Also, the place is a
visit area to institutional visitors of the center.
V. Strengthening Agriculture and Fisheries Extension Stakeholders Capacity in
Climate Change Adaptations and Readiness
A. Capacity Building Activities
Capability activities on climate change adaptation and mitigation resources were targeted this year to be conducted on June and September.
B. Tree for Life, Food for Life Project
In participation of the National Greening Program, the center also has targeted
two (2) tree planting activities to be conducted this June and September.
VI. Improving Enabling Environment and Quality Governance
Planning
Targeted activity on planning was already conducted in January.
Monitoring and Evaluation
Monitoring and Report Submission.
A total of 11 TACRs for the month were submitted on time to Central Office. Also
monthly physical and narrative reports were submitted.
The center, with the PME as the lead assesses and evaluates the graduate’s degree of
learning application and action plan implementation through its graduate monitoring form.
This was already started this month.
As part of the center’s transparency seal, online posting of center’s accomplishments for
the month of March was done in coordination with the Information Services Section.

Quality Management System Independent 1st Party Mock Audit (March 3-4, 2016)
ATI-CAR’s 1st Party Mock Audit
was undertaken this month in
preparation of the agency’s quest for
the ISO certification. The audit team
composed of ISO team of the Central
Office and Mr. Allan Fabella as the
independent lead auditor.
The center was assessed on its
conformity to its Quality
Management System against the
requirements of ISO 9001:2008 and the documented procedure on internal audit; assessed
the capability of the QMS in ensuring that it meets applicable service, product, process,
statutory, regulatory and contractual requirements; and evaluated the effectiveness of the
QMS in ensuring that ATI-CAR is continually meeting the set objectives.

which are 13 non-conformances
(NCs) and six (6) opportunities
for improvement (OFIs). The
center was required to
accomplish the root cause
analysis and corrective action and
submitted to CO five (5) days after
the mock audit. Corrective actions
taken on the findings shall be
verified by the center’s IQA team
before the final DAP Assessment come April.
The audit has brought realizations and appreciation to everyone, from the supervisors
down to the subordinates.
Staff Development: ATI-CO Conducted
(a). Training of Trainers on Food Safety- February 14-19, 2016
This was completed by the HVCD focal Ms. Cristine Esnara and alternate GAP focal Mr.
Edwin Dicksen. According to them, the training have provided understanding on food safety
principles, food safety hazards that affects quality of produced and its management; and on
the existing food safety regulations to be re-echoed to AEWs & farmer clients.
(b). Training of Trainers on Meat and Dairy Goat Production Technologies and Infrastructure
for Small hold Farmers - February 21-March 5, 2016
This two-week training was successfully completed by the new livestock focal person
Ms. Maribeth Malanna. Accordingly, the training had enhanced her knowledge on goat
production especially that it is the livestock priority of the region.

Her action plan is to conduct “Training on Forage and Pasture Development”
(incorporated on the 2017 WFP) as a significant step for an improved and sustainable goat
production in the region.
(c). Training of Trainers on Establishment of HACCP Plan- March 15-18, 2016
This was completed by the HVCD focal Ms. Cristine Esnara and alternate GAP focal Mr.
Edwin Dicksen. The training helped them understand the principles of HACCP and provided
skills on how to establish and or develop HACCP Plans which could be shared to processors,
manufactures and producers of processed or pre-processed foods/crops who are interested
to have their own HACCP.
(d). Organizational Immersion to Outstanding 4H Clubs and RBOs and Capability
Enhancement for New RBO Focal Person
This training was completed by the new 4-H focal person Mr. Jener Dizon. “The training
is of great relevance. It provided a wholesome understanding of what is RBO all about. It
rectified my understanding of 4H rites, ceremonies and etc. It paved way to appreciating my
work. I built congenial company of fellow new RBO/4H focal”, he shared.

(a). Implementing Government Accounting Manual (GAM) for National Government Agencies:
The Budget Personnel Perspective - February 3-4, 2016
This was completed by the Administrative Officer IV Ms. Veronica Siloy and Budget
Officer Felipe Manaoat III. Extensive discussions were made on identifying the basic
policies, rules and regulations, revenue and collections, appropriation of approved budget,
allotment, obligation/utilization/disbursement, new format of obligation and how to fill it
up, preparing the budget forms, maintenance of new forms of registries, issuance of Notice
of Obligation Request and Status Adjustment (NORSA) or Budget Utilization Request and
Status (BURSA). Also, workshops on budget reports preparation were made.
The training updated their knowledge about DBM and COA circular. Thus, heightening
their confidence to do their work about financial matters according to accounting rules and
regulations.
