Natural Disaster Risk Scenario

in Brazil

GEOLOGICAL HAZARD SECTION OF IPT – INSTITUTE OF

TECHNOLOGICAL RESEARCH OF SÃO PAULO STATE

Technological Risks Using technology, Humankind is changing environmental condition and different types and levels of risk situation occur. On the other hand, we have the technical capabilities to try to control these risks.

Natural Disaster

Natural disasters in Brazil are triggered by extreme meteorological conditions and the risks are closely related to land use. Risks can be reduced by simply changing the vulnerability conditions, but it is not so simple.

IMPACT OF NATURAL HAZARDS

CLEAR UNDERSTANDING OF

RISK SCENARIOS

Risk Scenario related to landslide comprises urban

settlements and infrastructure (oil refinery plant,

highways, pipelines of gas, oil and water, eletric

transmission lines and so on).

Understand Risks

Example or risk scenario related to infrastructure

Risk maps and several

products of risk analysis of

the impact of natural hazards

to infrastructure, exist but

are not effectively available,

for a great number of civil

works

INDUSTRIAL AREA VULNERABLE TO THE IMPACT OF NATURAL HAZARD

Petrobras Oil Refinary in Cubatão = risk area to mass movements (debris flow)

February, 1994

Heavy rainfalls

248 mm / 24 hours and

60 mm / 1 hour, triggered widespread

landslides and debris flow processes

A Debris flow material along the river channels

ROCK BOULDERS ALMOST HIT TANKS OF OIL

BUILDING SAFER CITIES?

UNDERSTANDING RISK SCENARIOS IN

BRAZIL = RISK MANAGEMENT IS ALSO A

MANAGEMENT OF EXISTING

USING ALL THE POSSIBILITIES

TO CONTROL THE RISKS

SMART CITIES WITHOUT URBAN PLANNING?

Riscos nas cidades brasileiras

Eliminate extreme vulnerability conditions

Reduce engineering risk conditions

Reduce man made risks

Using Geographical Information

System + Business Intelligence

for Risk Analysis

IPT has a great volume of historical geo-

environmental and technological data from

investigation and analysis which, together

with new data (Big Data) can be effectively

used for Risk Management and Engineering

Planning

Dynamic Risk Analyis to increase the risk control

Final Remarks 1. There is a great amount of technical data,

information and products resulted from investigation

and analysis that must be organized to be available

for risk prevention;

2. Risk Scenarios changes dynamically and we need

to use basic knowledge and nowadays technological

advances to proper model, predict and quantify them;

3. Big Data must be continuously collected and

processed by powerful integrated systems in GIS

platform in order to have systematic information

about potential variable risk condition from time to

time and from place to place;

4. Education is an important and cheap way to

enhance the people capability to reduce the impacts

of adverse conditions of the nature.
