The NEDA Board, duirng its 17 October 2014 meeting, confirmed the ICC approval of the project following the conduct and submission of DAR of
the value-chain investment plans for the eleven (11) agrarian reform communities (ARCs).
The NEDA Board, at its 29 November 2012 meeting, approved Component A of the Project ConVERGE or the Participatory Analysis and Planning
to Link Smallholder Farmers to Existing Value Chain Systems with instruction for DAR to use a portion of its Program Beneficiaries Development
funds under the 2013 General Appropriations Act to prepare the value chain investment plans for the eleven (11) agrarian reform communities
(ARCs).

As of 31 March 2017, the project has an overall physical accomplishment of 5.33% against the target of 41.55%. The project has a utilization rate of 25.17%

The Umiray Bridge project involves the construction of a 358 lineal meter (lm) bridge that will cross the Umiray River along the boundaries of
Barangay Umiray, Dingalan in Aurora Province and Barangay Umiray, General Nakar in Quezon Province.

As of 31 December 2016, overall weighted physical accomplishment of the project was at 35.57 percent as compared to target physical accomplishment of
80.31 percent.
On the Agriculture, Agribusiness and Agroforestry Development, 4,690 hectares were developed for agribusiness while 4,272 hectares were developed for
agroforestry. On the infrastructure development, only 31 Post Harvest Facilities were constructed and no completed subprojects under FMR, Bridge, and
Irrigation facilities.
The DAR, in its letter of February 10, 2017, is requesting for a two (2)-year loan validity extension from July 2019 to July 2021

5 Integrated Marine Environment Monitoring
System – Phase 2 (PHILO Project Phase
2)
The project involves the improvement and expansion of the PHILO Phase I, particularly VMS and integration of various database including fishing
vessel registry, ocean and weather data, stock assessment data, illegal, unreported and unregulated fishing (IUUF) records, among others. Phase
2 is dedicated to set up an integrated operational fisheries and marine environment monitoring center in the Philippines that is interregional and
interconnected with the main center.

DOF, in cooperation with DA-BFAR, is processing the effectiveness of the loan agreement. Through letter to French Ambassador Thierry Mathou dated June
22, 2017, DOF requested for an additional 3-month extension of the deadline for the registration of the Supply Contracts with Natixis (from June 30, 2017 to
September 30, 2017), to enable DA-BFAR to undertake and/or obtain necessary approvals for the procurement and execution of the relevant SC for the
Project.
DOF, in cooperation with DA-BFAR, is processing the effectiveness of the signed agreement. As of February 22, 2017, DA-BFAR was reviewing the Terms of
Reference of the supply contracts for the project. The loan agreement was signed on 29 April 2016.
The NEDA Board during its 16 December 2015 meeting approved the project, with the instruction to include in the documentation of the project the USD 300
million that would be lost in relation to fish exports to Europe, without the project. The request for grant of special authority for the DOF to negotiate the terms
of the loan with the Government of France was also granted.
6 Fisheries Coastal Resources, and
Livelihood (FishCORAL) Project
FishCoRAL shall address key issues that contribute to the high incidence of poverty among fishermen through the ecosystem approach to Coastal
Resource Management. The project seeks to realize this goal specifically through the adoption of sustainable management of fishery and coastal
resources in fishing communities to increase overall stocks and promote the engagement of fisherfolk in diversified livelihood activities to augment
and diversify sources of income among fishing households in target communities.

8 Jalaur River Multi-Purpose Project, Stage II - Irrigation facility designed with provisions for a future hydro-electric power plant and bulk water supply, both being considered for public-private
partnership (PPP) implementation as part of the Jalaur River development program;

9 Philippine Rural Development Project
(PRDP)
The PRDP will be implemented in the sixteen (16) regions and eighty (80) provinces of the Philippines. The program will initially commence in areas
of Mindanao and Central Philippines (Region 4-A, 4-B, 5, 6, 7 and 8) and then move to Northern and Central Luzon (Region 1, 2, CAR and 3). The
PRDP consists of four program components, namely:
a. Investments for AFMP Planning at the Local and National Levels (I-PLAN);
b. Intensified Building-Up of Infrastructure and Logistics for Development (I-BUILD);
c. Investments for Rural Enterprises and Agri-fishery Productivity (I-REAP); and

operationalized. This included the formation of the Program Steering Committee (PSC), Program Management Committee (PMC), Technical Working Groups
(TWG), Program Support and Coordinating Office (PSCO) and Regional BEST Teams. The BSC and PMC endorsed the Annual Plan. Development and
endorsement of the Quality Management Manual (QMM) which outlines the key management processed was achieved in the reporting period. Other

Infrastructure Project
Involves the construction of 1-storey and 2-storey school buildings with a total of 9,623 classrooms in 2,300 elementary and secondary schools in

systems).

17 Market Transformation through
Introduction of Energy Efficient Electric

DOE proposed changes to the project was confirmed by the NEDA Board on 21 November 2013:
- Modification of the project title to “Market Transformation through Introduction of Energy Efficient Electric Vehicles Project; and
- Modification of project cost from US$500 to US$504 million (brought about by the additional US$4 million (PhP172 M) grant from Clean
Technology Fund (CTF) for the solar charging stations.
Involves the provision of 100,000 E-Trikes to replace the same number of gas-fed internal combustion engine (ICE) tricycles, particularly those
aging tricycles and those running on two-stroke gasoline engines. These E-Trike units will be acquired by target LGUs over the five-year project
implementation period and distributed to tricycle operators/drivers on a “lease-to-own” arrangement. The suppliers will provide a 3-year warranty on
mechanical and technical performance of the E-Trikes as part of their supply contract.

18 Access to Sustainable Energy Programme Aims to support the GPH in achieving inclusive economic growth by providing at least 100,000 Filipino households (HHs) with access to electricity
and energy services. The program has three key elements, with corresponding subprojects/activities, that will complement and upscale the on-
going initiatives of the DOE:
a. Technical Assistance and Capacity Building for Reforms;
b. Investment Support;
c. Call for Proposal on Pro-poor/Disaster-Resilient Innovative Energy Solutions; and

Cooperatives (ECs) has been underway. Twelve ECs were pre-selected to participate in PV Mainstreaming (most of them in Mindanao), all with high levels of
un-electrified households and displaying strong interest in the project. Said ECs account for over 40,500 potential customers. Within the 12 ECs, a remote
sensing activity was conducted to identify clusters of households to target under the project. -Rural Network Solar (RNS) for ECs planned to be expanded from
14 MW to at least 50 MW, and procured by auction.
Component 3: Call for Proposals39 draft concept notes for the 4 Lots received by EUD on Feb 20. Reviewed by 2 EU experts and 8 selected to develop full
proposals. Finalists will be decided in June 2017.

19 Integrated Natural Resources and

The project will adopt the ridge-to-reef approach which aims to operationalize an Integrated Environmental Management (IEM) within the priority

Lanao Watershed. The project will institutionalize the Payment for Ecosystems Services (PES) scheme; establish the legal framework for local

Phase / (Sta. Monica-Lawton Bridge). Construction of a 613.77-meter (m), 4-lane, 2-way bridge structure across Pasig River from Sta. Monica St. at
the Pasig City side and over Lawton St. at the Makati City side. This phase has a cost of PHP1 ,857.3 million;
Phase I/A (Lawton to Bonifacio Global Cit y Viaduct). Extending the south end of Phase I via the construction of a 337-rn, 4-lane, 2-way viaduct that
will cross over J.P. Rizal St. and Kalayaan Avenue and terminate inside the BGC. This phase amounts to PHP939.4 million; and
Phase I/B (Sta. Monica to Meralco Avenue Underpass/Viaduct'At-Grade).
Construction of a 1,490-rn, 2-lane north bound underpass from Sta. Monica St. to West Capitol Drive crossing Shaw Boulevard and terminating at
Meralco Avenue; and the construction of a 600-rn, 2-lane south bound viaduct from Meralco Avenue across Shaw Boulevard and terminating at
United Avenue; and an 890-rn, 2-lane atgrade road facility from United Avenue to Sta. Monica. This phase has a cost of PHP2,927.2 million.

51 Daang Hari SLEX Link Road Project The NEDA Board, during its 15 July 2015 meeting, approved the Variation Order as proposed by DPWH:
DPWH, through letter dated 25 February 2013 issued a Variation Notice for the Project. The notice was triggered by the need to include in the
Project a provision for the future expansion of the SLEX to accommodate a possible fifth lane for both directions. The matter was supported by the
TRB’s letter to DPWH dated 29 October 20123 citing that SLEX was already under Level of Service C and would eventually reach critical level by
the year 2018. In response thereto, Ayala Corporation (AC) submitted its Variation Proposal through letter dated 7 April 2014 and sought the
approval of the following: a) Direct payment for the cost of additional works due to the VO; and b) Extension of the concession period by three and a
half years for the delay brought about by the VO.
The cap of the Project’s VO of PhP223,015,613.32 may be included by the DPWH in their 2016 Annual Budget to allow them to directly pay AC.

from the Domestic Road to the Parañaque River/Electrical Road in compliance with DPWH’s Variation Notice dated 25 June 2014. The transfer of
alignment will require additional cost amounting to PhP2.07 billion. VTDI proposed that this additional cost be compensated through direct payments

The TPLEX involves the design, financing, construction, operation and maintenance of the 88.5 kilometer, two-lane expressway from the terminus of
Subic-Clark-Tarlac Expressway (SCTEX) in Tarlac City to Rosario, La Union.

earthfill type craneway at Pier #2. Simultaneous activities includes fixing of square hole for bored piling works at Pier #2. Target schedule of drilling for bored
piles will be within this week. Concrete pouring for BBP2 schedule on August 04, 2015.
- Tultugan Bridge - 55.957% accomplished. Pile cap rebars were already installed at both abutments.

KALAHI CIDSS-NCDDP Mid-term Review Wrap-up Meeting was held on February 10, 2017 and reported the performance of the loan as of December 2016.
The number of KC-NCDDP enrolled areas has reached 794 municipalities (94% of the program target) out of the 847 target municipalities from its previous
count of 767 municipalities. Among the enrolled municipalities to date, 547 are areas affected by Typhoon Yolanda.
A total of 19,000 community sub-projects have been funded. A total 14,970 (79%) of which were completed as of the reporting period.
The program was able to utilize WB and ADB loans accordingly, US$201.37 million (42% of the WB allocation) and US$ 197.98 million (53% of the ADB
allocation).
A component 1 indicator (no. of reconstructed or repaired shelters for disaster-affected households) still has no target and reported accomplishment as of
date. As such, said indicator may be adjusted later on.
The DILG Local Governance modules is currently being finalized to meet the program target of 477 KC-NCDDP municipalities with trained staff

acquisition and resettlement cost, (iv) Phased implementation of South Long-haul components (upon ROW delivery), and (v) Requirement for single PPP

During its 27 June 2017 meeting, the NB noted the information shared by DOTr on the project. Project is expected to be resubmitted to the ICC/NB for the
updating of the project cost estimated at PhP258.1 billion. As presented by the DOTr during the June 1, 2017 Joint ICC meeting, the project will have the
following alignments:
(i) PNR South Commuter: Manila-Los Banos (72 km);
(ii) PNR South Long Haul:

During the 21 March 2017 ICC-CC meeting, the ICC-CC approved the proposal of the DOTr to shift the procurement mode of the capital requirements of the
project from PPP to ODA arrangement.
The DOTr presented an expected change in project cost from PhP170.7 billion to PhP285.1 billion to cover the increase in the right-of-way (ROW) acquisition
and resettlement cost, change to standard gauge and allowance for freight rail services via third track; the DOTr was advised to submit the ICC documentary
requirements for the validation and subsequent confirmation by the ICC-CC of such expected increase in project cost.
Finally, the ICC-CC further advised DOTr that the government will decide on the mode of implementing the Operations and Maintenance (O&M) phase of the
project upon completion of the capital phase.

Involves the construction of a new passenger terminal and renovation of the existing terminal under a Public-Private Partnership (PPP) scheme.
The following are the proposed project amendments as confirmed by the NB during its 21 November 2013 meeting:
a. O&M of the apron shall be undertaken by the private sector proponent, instead of the government, subject to inclusion in the bid documents of a
Minimum
Performance Specifications and Standards (MPSS) to ensure that whoever wins in the bidding, airline operations should not be affected;
b. Extension of the concession period from 20 years to 25 years;

105 New Centennial Water Source – Kaliwa
Dam Project
Through its April 6, 2017 letter, the MWSS submitted MWSS Board Resolution No. 2017-040-CO endorsing and confirming the new estimated
project cost at PhP10.857 billion, scope and implementation arrangements resulting from the financing shift from PPP to ODA, among others, as

(BBWSP)
The proposed project will be implemented in a three (3) – stage development plan as shown in Table 1, covering 24 WSPs serving 21 municipalities
and three (3) cities in Bulacan. Of the 24 WSPs, 22 are water districts (WDs), one (1) is a local government unit (LGU) - run water utility, and one (1)
is a private water utility. The WSPs were divided in two (2) groups, which took into account need for water supply first and then geographic location
(i.e., proximity to conveyance structures):

107 National Irrigation Sector Rehabilitation

The proposed project consists of both hard and soft components, which will be implemented in an integrated manner for securing successful and
sustainable project outputs.
The hard component forms bulk of the investment of the project, which includes physical improvement of irrigation facilities, as well as the provision
of O&M equipment.
The soft component of the project involves the promotion of IMT and provision of agricultural support. The promotion of IMT involves strengthening
programs on NIA-IAs-local government unit (LGU) partnership and Federation of IAs (FIAs)/IAs management and upgrading of O&M contract.
Agricultural support includes the provision of support facilities to IAs, establishment of pilot demonstration farms, provision of agricultural machinery,

On NIA’s proposed change in the financing of the project from ODA to local financing, the Department of Finance (DOF), through a letter
dated October 14, 2016, has requested the Department of Foreign Affairs (DFA) to facilitate the issuance of the Note Verbale to the
Japanese Government conveying the Government of the Philippines’ (GPH) intent to secure possible loan financing from the Japan
International Cooperation Agency (JICA) to support the remaining portion/works of the project. The DFA, through a Note Verbale dated
October 19, 2016, transmitted to the Japanese Government the said request.

The NEDA Board, on 04 Sept 2012, confirmed the following PSALM proposal:
Amendment of the NEDA Board approval of the financing scheme for the project to include in the schemes of the following:
(a) use of internally-generated funds of PSALM; or
(b) on-lending by the National Government consistent with the thrust of the government
The Capacity Recovery and Improvement Program (CRIP) works shall be the uprating activities to be undertaken in the project. The works involve
the following:
a. Uprating of the turbine/turbine runner which includes the rectification and modification of the turbine’s original design structure and configuration
using advance design techniques/technology and methodology;
b. Upgrading/replacement of major electro-mechanical equipment and auxiliary proven to be underrated and/or incompatible with the new and
updated runner, characterized by old age (near the end of useful life), physically deformed or materially damaged, and/or severely display defective
operating conditions wherein mere refurbishments/improvements are deemed unsound and inapplicable;
c. Dismantling and erection which includes the renovation of existing units’ control room, canteen area, stock room and battery bank area to
accommodate the new equipment and the repair of penstock, overhead crane, and intake gates including the replacement of lighting fixtures, lamps
and associated distribution of panels and breakers.

116 Civil Registry System Information
Technology Project Phase II under
Solicited Mode
Involves the computerization of the civil registry operations of the PSA and is designed to collect, store, maintain, and manage civil registry
documents and the specimen signatures of all city and municipal registrars using imaging technology. The CRS ITP 2 will also include production of
vital statistics and will make the civil registry services available nationwide through the CRS outlets and other authorized partners.
