PORTLAND, Maine (AP) Gubernatorial candidateEliot Cutler called for improved roads, cellular service andInternet access during the first major policy announcementof his campaign. Cutler said Maine needs to fix and modernize its road
system to improve the state’s economy, which he said lagsbecause of outdated roads and bridges. He made theannouncement at Harbor View Memorial Park in Portland,overlooking the Casco Bay Bridge. Cutler also said Maine is second to last in the United
States in broadband speed and needs an upgrade for thestate’s businesses to remain competitive. “Maine is operating 20th century transportation and
communication networks that aren’t capable of supportinga robust 21st century economy,’’ Cutler said. Cutler, an Independent, is a businessman who lives in
Cape Elizabeth. He is running against Republican Gov.Paul LePage and Democratic U.S. Rep. Mike Michaud. LePage spokesman Brent Littlefield said that trans-
portation and communications are high on the governor’s
agenda. LePage announced a $2 billion plan to fix andimprove Maine roads, bridges, waterways and other infra-structure last year, Littlefield said. Michaud’s camp responded that the congressman is the
only candidate in the race with a history of unitingDemocrats and Republicans on transportation issues.Michaud sits on the House Transportation andInfrastructure Committee. Cutler detailed a 21-point platform that includes over-
hauling roads and cellular service and expanding ship andrail access in the state. The plan also includes convertingschool textbooks to digital models. Cutler also wants tocreate a construction schedule for fixing Maine’s bridges,a third of which he said are obsolete or structurally defi-cient. The state could pay for the projects by borrowing
money, generating new revenue sources and seeking fed-eral assistance, he said

11th annual Spring Paving Seminar April 8 and 9 inAugusta.
The event was held at the Augusta Civic Center and had atremendous turnout, with support from the association’sloyal sponsors and vendors, including in part ChadwickBaRoss, Milton CAT, Northland JCB, Wood’s CRW andAnderson Equipment. The Maine Asphalt Pavement Association hosted a series
of educational and introductory seminars during the two-dayperiod that encourage and promotes the safe usage and envi-ronmental awareness surrounding the usage of asphalt prod-ucts within the state of Maine.

N.I.C.E. Moves Into New Facility in Hopedale, Mass.Business has been steadi-
ly growing for The N.I.C.E.Company. Growing somuch that it was time forBryn Smith, owner andfounder, to make the deci-sion to move into a biggerfacility. “We have really started to
see business take off over thelast year or so; we have seenthe need to purchase a serv-ice truck, put service techni-cians on staff, and we arecurrently looking to expandour sales force. All of whichdictated the need to obtain alarger facility,” said Smith.The N.I.C.E. Company
moved into the facility at 9Rosenfeld Drive inHopedale, Mass., shortlyafter the first of this year. Smith has worked long
and hard to build his dream.He worked for nine years forone of the largest Caterpillardealerships. During thistime, one of his responsibili-ties included internationalsales. In this capacity Smithtraveled all over the world,including Asia and South America, and had the opportunityto build relationships with many contacts for the import andexport of construction equipment. He has used some ofthese contacts to build a significant inventory of constructionequipment, which includes excavators, articulated trucks,dozers, screening plants and more.
Throughout the down times Smith survived by increasinghis rentals while buying and selling machines in a decliningmarket. As the market is improving he is in a good positionto satisfy the used equipment and rental needs of NewEngland contractors, he said.The N.I.C.E. Company has focused on providing its cus-
