1. Introduction This document details the requirements of a third party who intends working (outside of a substation boundary) near any SA Power Networks electrical infrastructure which includes (but not limited to be):
Underground cable/conduit installations;
Ground mounted equipment (eg transformers, switching cubicles);
Stobie/public lighting poles;
Service pit/pillars;
HV and/or LV connection (eg joints, termination);
SA Power Networks telecommunications asset (includes overhead & underground cables, pits, pillars, microwave RF, tower, pole, building etc);
Overhead mains.
SA Power Networks employees and their contractors are governed by SA Power Networks internal procedures and network directives.
Maintaining clearances to overhead mains are also critical. The requirements for available infrastructure are covered by documents from the Office of the Technical Regulator on their internet website (http://www.sa.gov.au/).
This document provides guidelines for obtaining a network access permit (NAP), documented work submission, and background on on-site cable locations and site-specific clearance requirements.
The information in this document is based on the:
Electricity Act 1996;
Electricity (General) Regulations 2012;
Electricity (Principles of Vegetation Clearance) Regulations 2010
Work Health & Safety Act 2012;
Work Health & Safety Regulations 2012;
SafeWork SA - Codes of Practice;
SA Power Networks Network Directives; and
Office of the Technical Regulator documents.
Note: From here onwards, use of the terms ‘we’, ‘our’ and/or ‘us’ shall be taken to refer to SA Power Networks, unless otherwise specified.
2. What is a ‘Network Access Permit’ (NAP)? A NAP is a form of authorisation which allows access to work in, or near our electrical infrastructure, or to undertake testing of equipment. All external parties and contractors required to work within one of the applicable restricted zones shall have a NAP before commencing any work or testing.
In all cases, a DBYD report shall be obtained or SA Power Networks consulted prior to the commencement of any works to ascertain the location of our assets (even if they appear to be all above or at ground level).
For a NAP to be issued, the third party must complete and submit a request for network access (RNA).

3. Request for Network Access (RNA) Completing a request for network access (RNA) form will request that SA Power Networks isolates and makes safe the power at your specific site or location, on a date and at a time that has been agreed to by all parties.
Before completing a RNA, the requesting person of the third party will need to determine if they are or they are not doing ‘work’ on any infrastructure associated with the SA Power Networks electrical networks. It is the third party’s responsibility, not SA Power Networks, to determine what is required to ensure the safety of their employees, contractors and others.
3.1 Consumers Electrical Installation Works
If any third party is working on a consumer’s electrical installation then they shall complete Form A ‘Application for Connection/Alteration/Removal of Supply’ form, and submit this to the relevant retailer. The retailer will process this request and submit it to us on your behalf. RNA in this case is not required as the works will be performed by us in accordance with our procedures.
3.2 Working in the Vicinity of our Electrical Infrastructure
If you are planning to conduct ‘work’ in our no restricted zone, which is specified in Section 9.1 – figures 1, 2 and 3, then you do not need to complete the RNA form.
Note: If your request involves erecting scaffolding or working with cranes near SA Power Networks overhead lines, you must first seek approval from the Office of the Technical Regulator before submitting a Request.
If you are planning to work on and/or around our electrical infrastructure, and your ‘work’ encroaches within one of our exclusion and/or restricted zones as stated in Section 9.1 – figures 1, 2 and 3, then you shall be required to submit a RNA form to acquire a NAP.
3.3 Emergency/Unplanned Works
For any emergency assistance, third parties shall contact SA Power Networks - Faults and Emergencies on 13 13 66.
4. What details are required for submitting a RNA form? The current RNA Terms & Conditions are available on www.sapowernetworks.com.au website. Please complete all Sections of the form and include any relevant site plans and maps, and if known, the feeder and transformer number.
Section 9.1 – figures 1 to 3 within this document specify where and when further details are required to be submitted. Refer to Appendix D ‘Sample of RNA Form’ for details on how to complete the form.

4.1 Documented Safe Work Method Statement (SWMS)
An approved documented SWMS may be required as part of the RNA submission process. This requirement is dependant on the ‘zone’ in which the work is to be conducted. Refer to Section 9.1 figures 1 to 3 to determine if an approved documented SWMS is required. The SWMS is to be forwarded to the NAO as part of the RNA submission. Where a documented SWMS is requested by us, it shall include, but not be limited to, the following:
Type of machinery that may be used for the excavation works;
Trenching/excavation methodology (eg backhoe, blunt-nosed shovel);

Hydro vacuum excavation and/or potholing (eg vac truck);
Personal protective equipment available;
Risk assessment process, which includes:
Identifying the hazards;
Assessing the risks associated with these hazards;
Implementing and maintaining risk control measures; and
Reviewing risk control measures.
Powerlines, including underground cable systems and equipment, shall always be treated as live unless we have verified they have been de-energised or isolated and made safe.
The use of tiger tails fitted to LV conductors are only to act as a visual indication of the presence of powerlines and are not for the purpose of acting as an insulator or to enable the permitted clearance zones to be encroached.
4.2 On-Site Cable Location Drawings
When it is requested by us, for you to submit ‘asset location drawings’, the following information, but not be limited to, shall be forwarded to the NAO:
Dial Before You Dig (DBYD) drawings of the area involved showing your area of interest in relation to our assets; and
Asset locator information to determine the vertical and horizontal datum points of cover for our cables. (Refer to Section 9.1 – figures 1, 2 and 3); and
Our electrical network is both overhead and underground. Even if lines appear overhead, a DBYD should still be performed as underground lines/assets may co-exist.
4.3 Site Specific Locations
When it is requested by us, for you to submit ‘site-specific clearance’, the following information, but not be limited to, shall be forwarded to the NAO:
On-site measures/recorded clearance of our infrastructure to other utilities. (Note that information obtained from DBYD does not provide ‘on-site’ data).
Drawings showing that safe clearances to our infrastructure (which are measured on site) will comply with the Electricity Act 1996 and Electricity (General) Regulations 2012.
If the plans indicate the presence of 66kV cables, then it shall be verified by our Cable Management Technical Officer. (Refer Appendix A).
5. How long does the RNA form take to process? To assist with planning, please allow at least 28 business days to process the RNA. Some requests may be undertaken in less time, but this can only be assessed once details of your request are known. In some cases your request may take longer than normal due to circumstances beyond our control.
6. Issuing of a ‘Network Access Permit’ (NAP) The granting of the NAP is subject to and conditional upon the third party agreeing to and complying with all relevant requirements and obligations as prescribed in this document (NICC 404).

When a RNA is approved by SA Power Networks, a network access permit (NAP) will be issued. The NAP is a written document that the requesting party sign on receipt and must hold whilst the powerlines/assets are de-energised and isolated, or otherwise made safe. The powerlines/assets will only be re-energised after the requesting party sign and return the permit to our ASO. Refer to Appendix – E ‘Sample of NAP Form’.
7. What will it cost for a NAP? Fees are applicable for issuing a NAP to provide you with the safe access to our network. The fees may vary subject to our policies, directives and NAP complexities. We will invoice the requestor once we have completed our work. If there has been any variation to the original scope of work, then additional fees may be chargeable.
8. Non Compliance SA Power Networks may conduct audits/inspections to verify compliance with NICC 404, any SWMS submitted as part of the RNA or site specific requirements set by us. Non-compliance may result in one or all of the following penalties being imposed on the offending party at the discretion SA Power Networks:
Financial penalties as prescribed within the Electricity Act 1996, Electricity (General) Regulations 2012, Work Health & Safety Act 2012 and Work Health & Safety Regulations 2012.
Recovery of any or all costs associated with the repair of damage to our infrastructure.
Issuance of a directive to cease work and/or removal of the offending person from the site.
Ban an offender from working near our infrastructure until further notice.
Withdraw an appropriate company’s endorsement status.
When we, as the infrastructure owner, apply any of the above penalties, then we may also advise all other infrastructure owners of the nature of the infringement.
9. Access to Underground Infrastructure The following section provides information on acquiring access near our energised underground infrastructure outside our substation boundaries up to, and including, 66kV network. Unless verified by our ASO, all parts of the electrical network shall be treated as live (ie energised).
Note that the following are the requirements to access our underground network (but not be limited to):
Any party intending to plant trees near and/or around our powerlines shall contact and comply with Office of the Technical Regulator requirements (refer to Planting Trees near Powerlines), to minimise the impact of trees growing too tall and into the clearance zone. The type and location of trees that can be planted near powerlines is limited by legislation. Also refer Trees and Powerlines and Electricity (Principles of Vegetation Clearance) Regulations 2010 for more information.
Any party intending to undertake civil works to a depth more than 300mm below ground level shall contact Dial Before You Dig (DBYD) either by dialling 1100, or via their internet site Dial Before You Dig, and/or an equivalent on-site infrastructure location provider to have all cables and other infrastructure located.
If DBYD identifies that there are underground cables in the vicinity, then please refer to Section 9.1 – figures 1, 2 and 3 for our specific requirements which are based on network voltage and exclusion/restricted zones which shall be adhered to.

No personnel (of any party) are permitted to work in an open trench containing exposed live cables unless a SWMS has been provided and agreed by the NAO.
Our cables shall not be left exposed without some form of additional protection (eg covering an open trench with a steel plate) when the excavation site is to be left unsupervised.
Any cable, including any buried cable that are to be exposed may be required to be de-energised or the affected network asset placed into non-auto, except in the case of LV cables within conduit.
Where our infrastructure has the potential to be destabilised, due to the proposed work, the relevant party shall forward the proposed certified stabilising arrangements to our responsible manager/project officer for acceptance. Such proposals may require provision of calculations by a qualified civil or structural engineer.
Upon completion of works, our infrastructure shall be reinstated to its original specification (eg appropriate sand backfill, marker tape etc) in order to ensure the ratings of the infrastructure are not compromised.
De-energisation of cables and equipment will require a NAP, which shall be organised via our NAO. A third party shall be responsible for all costs for services provided by us.
9.1 Zone Specific Requirements
Our access requirements differ according to the operating voltage of those parts of the network where the works are to take place and the zone categories.
The voltages of our network range from 240V up to 66kV; and
The zone categories are exclusion zone, restricted zones 1, 2, 3 and 4 and no restricted zone.
Refer to the following figures for the dimensions and the specific requirements for voltages < 33kV and 66kV.

9.2 Specific Notes for 66kV Network
For the 66kV underground cable network:
All relevant parties shall consult our cable management technical officer as indicated in figures 2 and 3.
The cable drawings, and any ‘on-site’ cable location, generally only denote the centre phase of the cable route, regardless of the number of cables actually present. Typically for 66kV cables, this represents the location of the centre phase cable only and ignores the two outer phase cables lying at the same depth but on average another 450mm either side of the centre phase cable, a critical distinction when considering separation distance or exclusion distance from the nearest cable.
9.3 De-energising Underground Networks
For de-energising our underground powerlines network, the third party shall submit a RNA.

9.4 Requirements to Identify Underground Cable Details
SA Power Networks will undertake inspection and compliance works in accordance with our current Network Access policy.
The third party shall meet the following requirements for identifying underground cable details:
1. Locate the labelling at each end of the cable and note what is recorded on the label:
(i) If the labels match and identify the cable as being the appropriate one, proceed to step 2 below.
(ii) If the labels do not match, then the cables MUST be traced and the correct identification shall be confirmed.
2. All cables shall be proved dead and earthed.
3. Perform a phase identity test.
4. Perform a screen to earth and screen to core test for high voltage cables and a Megger test for a low voltage cables in accordance with testing standard TS 105.
5. The test results for overhead and underground HV and LV equipment shall be recorded on an appropriate technical standard TS 105 Appendix A - (Forms).
6. If the cable test results on the existing cable is unsatisfactory, then the damage to the cable shall be identified and repaired. The NAP will be withheld until the damaged cable is rectified, then re-issued when satisfactory cable test results are available to us.
7. The original test results will be supplied to the third party along with the NAP at the site handover.
8. The cables to be worked on for the period of the third party’s access shall be earthed. It shall be the third party’s responsibility to arrange for earths to be removed and cables disconnected at both ends for the purpose of cable testing.
9. The third party shall be present for the site handover of any SA Power Networks assets.
10. The third party shall comply with Inspection requirements as stated in NICC 401, Section 3.4.
11. We will issue Certificate of Electrical Compliance (CEC) as stated in NICC 401, Section 3.5.

9.5 Installation of Consumers Mains into Service Pit/Pillar
SA Power Networks will undertake access requirements to service pits/pillar and consumer’s mains in accordance to our current Service and Installation Rules (S&IR).
Important points to noted are:
Any cables within a service pit/pillar shall be treated as ALIVE and shall not be handled without taking appropriate safety precautions. Refer to Service and Installation Rules Section 7.6.5 ‘Service Pits/Pillars’.
Service pits/pillars location – a minimum clearance of 2m from buildings is required as stated in Electricity (General) Regulations 2012 clause 82 ‘Erection of buildings in proximity to underground powerlines’ and Service and Installation Rules Section 4.2.2 ‘Building and Structural Clearances’ – figure 4.1.
Operating work zones – refer to Service and Installation Rules Section 7.3.6.4, figure 7.1, Appendix A-1.6 ‘Underground Service’ and AS/NZS 3000 ‘Electrical Installations’ requirements.
When inserting cables into a service pit, the contractor shall take appropriate measures, such as double insulating the end of the cables, to prevent accidental contact with single insulated conductors.
Care is to be taken when trenching or digging near service pits. SA Power Networks and consumer cables will be present. Refer to Section 9 ‘Access to Underground Infrastructure’ for requirements prior to trenching or digging.
All parties who intend to work with consumer’s mains installation shall comply with Electricity (General) Regulations 2012 and WH&S Act and Regulations 2012.
9.6 Access Permits for Padmount Transformers
If a customer’s electrical contractor needs to install and prepare consumers mains into a SA Power Networks transformer, a NAP is required.
SA Power Networks requires a padmount transformer to be de-energised prior to an electrical contractor accessing the vault for the installation of wiring. Isolation may be avoided if SA Power Networks, or one of its endorsed contractors, performs the vault part of the work as per the appropriate SA Power Networks’ job safe work procedure (JSWP).
An approved documented SWMS may be required as part of the RNA submission process. Refer to Section 4.1 for more details.
10. Access to Overhead Infrastructure There are many hazards associated with working in proximity to overhead powerlines. In order to manage these hazards, clearance distances to powerlines apply. In South Australia, these hazards and clearance distances are outlined in Electricity (General) Regulations 2012, WH&S Act and Regulations 2012, Electricity (Principles of Vegetation Clearance) Regulations 2010, SafeWork SA Codes of Practice and OTR brochures.
10.1 Working Near and in the Vicinity of our Overhead Infrastructure
Where work is undertaken in proximity to exposed live conductors or live parts, the work shall be undertaken by a person who is suitably qualified and trained to work in proximity to exposed high and low voltage conductors or exposed parts of high and low voltage electrical equipment, maintaining a distance from the live conductors or parts, in line with the Electricity (General) Regulations 2012 Section 64 ‘Work in Proximity to Conductors etc’ and Electricity (Principles of Vegetation Clearance) Regulations 2010.

Notes:
1. The distances prescribed in the Electricity (General) Regulations 2012 are the minimum allowable approach clearances to live parts of the network.
2. These minimum allowable approach clearances shall not be infringed by any part of a person’s body or their clothes, or by that person bringing any object within it, unless that object has been specifically designed for that purpose.
3. The specified approach distances are the surface to surface distances measured in any direction.
It is important to take these clearance distances into account when designing structures, vegetation planting/clearance works, operating machinery or planning to work near powerlines as it may affect the work practices or the use of equipment or structures such as scaffolding.
The following requirements apply when a third party intends to conduct works near and/or in the vicinity of SA Power Networks overhead infrastructure:
To determine the specific voltage level of the aerial lines and its type, call our Builders & Contractors Line on 1300 650 014, or contact our relevant Customer Solutions Manager/Network Project Officer for verification.
Note that we do not and will not provide advice or give recommendations to the OTR, customers, or developers and builders regarding exemptions to clearance distances as shown in the Electricity (General) Regulations 2012. All enquiries relating to clearances to powerlines are to be referred to the Office of the Technical Regulator (OTR).
10.2 Excavating or Boring Near our Overhead and Above Ground Infrastructure
Digging or directional boring near Stobie poles and other electrical infrastructure, such as padmount transformer enclosures, switching boxes and service pits/pillars could present risks to safety and the surrounding property. There is a serious possibility that such digging activities may result in contact with underground cables, or destabilise the asset causing it to collapse.
It should be noted that for our larger poles, significant footings may exist over a large area and depth compared to the size of the pole and therefore may be impacted.
The following requirements apply when a third party intends to directional bore and/or excavate near in the vicinity of SA Power Networks overhead and above ground infrastructure:
Any party intending to dig near and/or in the vicinity of our overhead or above ground infrastructure such as Stobie poles, padmount transformers or switching cubicles, shall comply with Electricity (General) Regulations 2012 Section 80 ‘Altering Ground Levels near Infrastructure’.

An easement is a legal right of use over the land of another person. In relation to powerlines, this means that we have legal permission to access and maintain the infrastructure. Any excavation, digging or building near, or within any easement is prohibited without the written approval from the land owner.

It is not permitted to alter the ground level, conduct civil works and/or erect third party infrastructures directly under powerlines if this reduces the ground clearance to less than that prescribed in Electricity (General) Regulations 2012.
Where any of our equipment may be de-stabilised, the third party shall provide an engineer’s report detailing the proposed method of temporary support of the equipment, structure or trench wall before any work is undertaken.
If the proposed civil works will expose plant/equipment footings then an authorised observer may be required. This will be assessed at the time of submission of the engineer’s report.
On receipt of the proposed stabilising method, we will assess and notify the applicant of its acceptance. We will also notify our relevant responsible manager who will then liaise with the on-site observer where required.
Any excavation near and/or in the vicinity of an SA Power Networks infrastructure deeper than 1.5m shall be shored in accordance with the SafeWork SA Codes of Practice and SA Power Networks technical standard TS 085 ‘Trenching and Conduit Standard for Underground Distribution Cable Networks’.
Where soil type or weather conditions dictate, shoring and storm water deviation may be required on any excavation over 1m deep, consult our relevant customer solutions manager/network project officer.
11. Facilities Access We own and control a large number of assets across South Australia. Many of these assets are suitable for use by telecommunication carriers as locations to install and operate their equipment. Providing the technical requirements can be met and commercial terms can be agreed, we will consider granting carriers access to our facilities for telecommunications purposes.
The following guidelines describe the requirements for the use of our infrastructure (facilities) for third party purposes. The equipment typically installed includes mobile phone base stations, broad-band coaxial cables (pay TV), optical fibre cables and other telecommunications infrastructure that makes use of our facilities such as poles, structures, ducts, conduits, buildings, towers and land controlled by us.
This includes (but not limited to):
Infrastructure that form part of the overhead distribution system energised up to and including 66kV;
Infrastructure that is contained within the boundaries of our substations; and
Property (including ducts and conduits) and buildings owned and controlled by us.
11.1 Minimum Requirements
We will not be able to grant permission to access our infrastructure, if you do not satisfy the following requirements:
Pursuant to the facilities access agreement, you have consulted with the Facilities Access & Projects Coordinator on (08) 8404 5399.
You have read, understood and agreed to our Asset Access Manual No. 27A.
You have met the requirements prescribed by the Electricity (General) Regulations 2012, the Electricity Distribution Code, customer service obligations and any other rules/regulations with which we are required to comply in conducting our electricity distribution business.
You have Safe Works Method Statement (SWMS) in place, which is a requirement for ‘High Risk Construction Works’ as specified in WH&S Act and Regulations 2012.

11.2 Outages of the Carrier’s Equipment
From time to time we will require an outage of the carrier’s equipment to enable us to conduct work on our asset that has been licensed to the carrier. When access is required, we will in good faith give the carrier the maximum possible time to consider a request for an outage; however, this will not prevent us from performing our duties in accordance with our licence obligations.
11.3 Facilities Access Notification of Works Form – (TS 105-F-25)
The nature of third party works could involve requiring access to:
Their own telecommunication infrastructure only;
On and/or around our telecommunication infrastructure only; and
On and/or around our telecommunication and our electrical infrastructure.
At first instance, contact our facilities access & projects coordinator (FAPC) on (08) 8404 5399.
The TS 105-F-25 form is available for third parties who wish to notify their intent of conducting works, on and/or around our infrastructure. The form is to be submitted at least 5 business days prior to the commencement date.
This form is not to be used by any civil contractor intending to dig around our infrastructure. Refer to Section 9 in this document for further information. The third party shall complete all necessary details, including responses to the questionnaires, electronically on PDF form. On completion, this form shall be emailed to our FAPC – facilitiesaccess@sapowernetworks.com.au for assessment, further action and/or recommendations for organising facilities access.

Appendix F: Additional Information - Request for Network Access
Completing a Request for Network Access (RNA) form will request that SA Power Networks turns off the power at your specific site or location, on a date and at a time that has been agreed to by all parties. Please allow 28 business days from the day of submitting your request to us. There may be some circumstances where we may not be able to meet those requests. Prior to completing the RNA form you will need to ensure you have all the correct information. For information and resources that will help you complete the form, please see Request for Network Access resources or you may wish to call the Network Access Officer on (08) 8329 2631. Remember: It is your responsibility not that of SA Power Networks, to determine what you need to ensure your own safety, the safety of those employed and/or contracted to you, and the safety of the general public. You will be asked to read and agree to the Terms and Conditions for Network Access Pursuant to a Network Access Permit before submitting your form.
If you wish to proceed with your application, please select the appropriate type of isolation below:
If you intend to carry out any of the types of work below including Pot Holing, Directional Boring within the designated areas, trenching/excavating, erecting scaffolding or any work in the vicinity of SA Power Networks infrastructure either overhead or underground, you are required to submit a Request for Network Access for approval.
If you intend to carry out any work on the Customers Installation of any electrical work as defined in the Electricity (General) Regulations 2012, you must first submit a request for connection / alteration / removal etc to your retailer, not an Access Permit request. Electrical contractors may wish to go directly
to the REX system to complete the Form A or Form B.

Appendix J: Definitions
ABC: Aerial bundled conductors.
ASO: Authorised switching officer.
Carrier: Means the holder of a carrier’s licence and is referred to as the applicant in the agreement.
Contractor: Means a contractor and their sub-contractor who is engaged by SA Power Networks to conduct works on or near SA Power Networks’ infrastructure.
DBYD: Means ‘dial before you dig’ process. Visit www.1100.com.au.
DPTI: Stands for the ‘Department of Planning Transport and Infrastructure’. Visit www.dpti.sa.gov.au.
Earthworks: Is any excavation activity that has a potential to expose, undermine or impact SA Power Networks electrical cables and infrastructure.
EWP: Elevating work platform.
FAPC: Facilities Access & Projects Coordinator.
Hand digging: Digging by a person not a machine using a spade, shovel or other hand tool (ie not operated by mechanical means, hydraulics or compressed air). Note that within the exclusion zone, the spade, shovel or other hand tool used for hand digging shall be a safe edge (ie blunt nosed).
HV: High voltage. Voltage that is greater than 1000 V a.c.
Hydro-vac: A non-destructive method of excavation utilising water and vacuum technology above and around infrastructure to safely expose underground utilities infrastructure. It is used for potholing and/or excavation.
IUC: Insulated unscreened conductor.
LV: Low voltage. Voltage exceeding 50V a.c. but less than 1000V a.c.
LV Cables: Cables where the primary voltage is exceeding 50V a.c. but less than 1000V a.c.
Mechanical digging:
Digging or excavation of the ground using any machinery, eg backhoe, ditchwich and/or jackhammer.
NAO: Network access officer.
NAP: Is the SA Power Networks network access permit issued by NAO and is a notification process for a contractor and any third party.
NOC: Means the SA Power Networks network operations centre.
Notifiable Incident:
As defined within Work Health and Safety Act and Regulations 2012 – Part 3: Section 35 means (a) the death of a person, of (b) a serious injury or illness of a person, or (c) a dangerous incident.
OTR: Is a SA state government agency The Office of the Technical Regulator responsible for the administration of electricity, gas and the Energy Products Acts in SA
PCBU: The person conducting business or undertaking (as defined in Work Health and Safety Act and Regulations 2012.
Potholing: A vertical excavation to locate an infrastructure. The approval will be subject to the tool/process used for potholing.
RNA: Request for network access.
SafeWork SA: Is a SA state government WH&S agency (www.safeworksa.gov.au) responsible for administering Industrial Relations (IR) legislation and managing all Work Health and Safety Act and Regulations 2012 functions in SA.
Shall: Means mandatory.

SWMS: Safe work method statement as defined in Work Health and Safety Act and Regulations 2012.
Third Party: Means a contractor who is not engaged by SA Power Networks or by their associated contractor.
TNOC: Means the SA Power Networks telecommunications network operations centre.
Works:
Planned: The works, which has followed the normal planning process, prior to work commencing, ie where the worksite has been physically inspected and assessed, in advance of the work crew, arriving on site.
Unplanned: Any urgent works where there has not been a reasonable opportunity to follow normal planning processes prior to work commencing. This includes works where the supervisor has not physically inspected the workplace or where a work crew has come across a scope of work requiring action during the normal course of their duties.
Emergency: Where a crew is despatched to the worksite, in response to an immediate threat/danger to an individual, the public, or the infrastructure.
