Norfolk County established its previous CIP

Limited in scope to three program areas

Growing recognition of agri-businesses in the county

Current CIP is not favourable for rural based businesses

Intent to update and create new CIP policies

particularly policies focused on the growth of tourism, agri-tourism/ agricultural, and downtown and hamlet revitalization

Phase 3: Drafting the CIP

Incentives and programs needed to encourage redevelopment and maintain cultural heritage in rural and hamlet areas

Agri-tourism and rural development remain key opportunities for the County, particularly value-added agriculture

Property tax incentives can off-set the cost of introducing business improvements such as renovating/modifying existing buildings

Marketing and communications of CIP programs should be a priority, to address existing public awareness challenges

Revised objectives with emphasis on:

Broader range of programs

Tourism destination development/Agri-business support strategies

Supporting business start-up and growth

Study and Pre-development Incentives

Architectural and Design Grant

Planning Application Fee and Building Permit Fee Grant

Environmental Site Assessment Grant

Tax Increment Incentive

Property Tax Increment Grant

Building and Property Improvement Incentives Building Facade Improvement Program

Agricultural Buildings and Facilities Improvement Program

Structural Improvement Grant

Residential Conversion/Rehabilitation Grant

Landscaping, Signage, and Property Improvement Grant

Conform to the Official Plan/Zoning

Agreement with County

Business Plan/Feasibility Study may be required

Programs may be combined to a maximum grant

Not apply where works already started

Taxes and any other municipal financial obligations must be in good standing

January to October 2016 – 83 applications approved

Range of approvals from $300 to 20,000
