There were 39 states in the German Bund – each of them had their own
leader.
A united Germany would only have one leader, which could cost the
different leaders their power and influence.
Main obstacle? Yes
Each state’s leader controlled its army –
which made opposition to them difficult.
Jealousy of other leaders’ power was also a strong
force, again opposing unification.
Main obstacle? No
Most state leaders were relatively powerless
compared to Austria and Prussia.
If either of these states had pushed for unification, it would have more likely
happened.
