    In the Circuit Court of Marion County IFifth Judicial Circuit of Florida

    In the discharge of our duties we jhave endeavored to weigh all the evi idence presented to us carefully and jIhave presented to your honor suchviolations of law as seemed to usclear

    JusticesThe grand jury and state attorney

    have been greatly hampered in theirlabor because of the failure of jus-tices

    ¬

    of the peace to bind over wit ¬nesses and send in the papers ofcauses committed to the action of thegrand jury We must also criticizethose acting in the capacity of coron-er

    ¬

    in failing to thoroughly investigate-causes and bind over witnesses Alsowe call the attention of the Justices-of the peace to the fact that underthey law they are compelled to giveeach witness bound over to the grandjury a memorandum giving the dateof the next meeting of the grand juryJR addition we recommend that eachJustice of the peace send in with theaffidavit and other papers a list °fthose witnesses to whom this memoi nda has been given

    LicensesWe have received from the county

    judge a list of merchants professional-men and others from whom an occu ¬pation tax is exacted This tax is insome cases based on the amount ofstock carried Evidently the estimate-of value of stock is very faulty andwe recommend that at the next ses ¬sion of the legislature this law be soamended as to be enforced withgreater justice and accuracy

    OfficesWe find that the offices and witness

    rooms in the coup house all well keptlighted and heated but the toilet roomin the basement is in bad condition-The plumbing is defective floor wetand no light except a lantern

    In the form of several houses ofill fanie We recommend that as thisnuisance is within the corporate lim-its

    of Ocala that the board of alder ¬men of that city take immediate steps-to abolish it

    Jail1

    As to the condition of the jail and-s surroundings we beg to make the

    following report and recommenda-tions

    ¬

    First we find the jail very orderlyand neatly kept and everything thatcan be done under the circumstances-is being done by the jailor to makethe prisoners comfortable We believethe jail is quite inadequate for ourpresent day needs and accommoda ¬tions and would recommend that thecounty commissioners take steps asearly as practicable to remodel andrepair the jail so that the white andcolored prisoners may be kept inseparate apartments

    Second we find a very unsafe anddefective condition in ttf6 corridor atthe north end of the first floor towit The steel ceiling has rusted outso that JCseemsfto us to be absolutelyunsafe and insecure We find that hocells reserve for fejnales are not sup-plied

    with U + convtuienees which wedeem to be absolutely necessary Inthe first place Jlheje is no bath tubfor their use This we believe to be-a gross neglect of one of the absolutenecessities Furtllejr we note thatthere i fnata single chair of any kind-n eith o these cells The only con

    We believe that the whole sewersystem of the jail should be over ¬hauled and the drainage pipes be un-der

    ground where they would be lessliable to breakage We also recom-mend

    ¬

    that the county commissionerscooperate with the city council ofOcala and take immediate action to ¬wards having the street which runsfrom North Magnolia street on theKendrick hard road paved In theexamination of the jail we also notethat there is no store room in which-to store the jail supplies but they arekept in the kitchen and in an old va-cated

    cell This matter should receivethe attention of the county commis-sioners

    ¬

    Hard RoadsWe believe that in justice to the

    people of Anthony and vicinity thatthe board of county commissionersshould without delay complete thehard road to Anthony and extend itif possible and put in good repair theseven miles of road already construct-ed

    We also recommend that the oth ¬er hard and ordinary roads be kept inbitter repair

    Trinidad C olo Dec Fugitivesfrom justice supposed to have beenthe murderers of four members ofthe family of James Garcia MagpieGarcia and her lover Francisco Mar-tinez

    were found dead twenty mileswest of the Garcia ranch in the coun-try

    several miles from Trinidad yes-terday

    It is supposed Garcia murdered thegirl and then committed suicide Whenthe bodies were found Martinez waslying a few feet from the body of thegirl and the revolver was close byhis hahd The girls head has beenperforated by a bullet which enteredher forehead while Martinez has beenshot in the temple

    The murder of the girls familytook place early yesterday morning IIt is supposed that the girls parentsobjected to Martinez and that either-he killed them with the girls aid orby himself and then persuaded her toflee with him They had been sus ¬pected of the crime and the officerswere searching for the pair when theycame upon the dead bodies-

    the coming and farting days of herI life since then How I recall when wehad no Baptist church not enoughpeople to have different Sundayschools We all went to the oldMethodist Sunday school an old fash ¬ioned house that stood on the block-of the present Methodist church facing the west almost opposite thepresent stone building of Mrs Wal-lace

    with two doors on one side ofwhich the men sat on the other theI ladies sat The men were not asbrave then as now for it was a rarething for a gentleman to sit withthe lady he took to the evening ser-vice
