THE OSHC STORY
E stabl ished through Execut ive Order No. 307, s igned by the late
Pres ident Corazon C. Aquino on November 4 , 1987, the Occupat ional
Safety and Heal th Center (OSHC) champions the cause of worker safety
and heal th in the Phi l ippines. The OSHC is the Nat ional Tra in ing Inst i tut ion
for Occupat ional Safety and Heal th (OSH) and has been designated as the
Internat ional Labor Organizat ion Center for informat ion and studies, as wel l
as the Program Area Coordinator on OSH Tra in ing of the ASEAN Occupat ional
Safety and Heal th Network.
I ts ex istence, together with i ts fac i l i t ies , and more important ly, i ts programs
and serv ices, d id a lot to change the landscape of the Phi l ippine workplace.
Through informat ion disseminat ion campaigns, t ra in ings, researches and
technica l serv ice, more companies are now aware of the Occupat ional Safety
and Heal th Standards. The serv ices of OSHC cover the prevent ive aspect of
OSH in both the publ ic and pr ivate workplaces.
As the author i ty on OSH, the Center has a staff of specia l is ts in var ious
f ie lds of OSH. I t draws on nat ional and internat ional expert ise when needed.
The management is headed by the Execut ive Di rector who oversees the
planning, implementat ion, monitor ing and evaluat ion of i ts operat ion.
Programs are carr ied out through the fo l lowing work centers : the off ice of
the Execut ive Di rector (OED), Envi ronment Contro l Div is ion (ECD), Heal th
Contro l Div is ion (HCD), Safety Contro l Div is ion (SCD), Tra in ing and Publ ic
Informat ion Div is ion (TPID) .

OFFICE OF THE EXECUTIVE DIRECTOR
The OED executes the pol ic ies and programs formulated by the OSHC Governing Board;
p lans, d i rects , coordinates and contro ls the administ rat ive and technica l operat ions
of the OSHC; administers the undertaking of researches and studies in a l l areas of
OSH administ rat ion and pol icy ; and serves as a l ink between the Department of
Labor and Employment, other governmental and non-governmental agencies and
local and fore ign organizat ions.
SAFETY CONTROL DIVISION
The SCD conducts cont inuing studies, researches, safety audits and technica l
inspect ions in worksi tes part icular ly on hazardous machines, processes and
operat ion. I t undertakes pract ica l test ing on the safe use of personal protect ive
equipment (PPE) and sets standard speci f icat ions for the product ion of PPE and other
safety devices. The SCD develops technica l guidel ines and test procedures for safety
performance checks and provides technica l advice to correct unsafe condit ions in
workplaces.
The SCD also conducts the mandatory 40-hour Construct ion Occupat ional Safety and
Heal th (COSH) Tra in ing, Construct ion Safety Or ientat ion, F i re Safety Or ientat ion, F i re
Safety Tra in ing, Crane Safety Tra in ing, Fork l i f t Safety Tra in ing, and Scaffo ld Safety
Tra in ing.
TRAINING AND PUBLIC INFORMATION DIVISION
The TPID a ims to enhance knowledge, sk i l ls and behaviors on OSH matters among
workers , employers , and the general publ ic . I t organizes, designs and conducts
basic , advanced and specia l ized courses for safety and heal th pract i t ioners , t ra iners ,
superv isors , and workers f rom both the pr ivate and government sectors such as the
Basic Occupat ional Safety and Heal th Tra in ing Course and Tra in ing of Tra iners on OSH.
The TPID a lso leads in disseminat ing OSH informat ion through regional informat ion
dr ives; press conferences and other media act iv i t ies ; d ia logues with var ious industry
groups, holding exhibi ts and sc ient i f ic fora, and through the development and
dist r ibut ion of Informat ion, Educat ion and Communicat ion ( IEC) mater ia ls .
FINANCE AND ADMINISTRATIVE DIVISION
The FAD provides f isca l and f inancia l management, human resource development,
procurement of suppl ies , and general bui ld ing maintenance in support of the
operat ions of the OSHC. They are a lso responsib le for provid ing a l l the necessary
documents for the Ci t izen’s Charter, Transparency Seal , DOLE Code of Conduct and
the Manual of Corporate Governance as prescr ibed by the Governance Commission
for GOCCs (GCG). The FAD provides support serv ices to the OSHC and i ts Regional
Extension Units in Baguio, Cagayan, Pampanga, Laguna, Legazpi , I lo i lo , Cebu,
Tac loban, Zamboanga, Cagayan de Oro, Davao, General Santos, and Butuan.
ENVIRONMENT CONTROL DIVISION
The ECD works pr imar i ly toward e l iminat ing work environment hazards and thei r
effects . I t conducts basic and pract ica l researches to determine the presence
of harmful envi ronmental contaminants. ECD also carr ies out work environment
measurement to evaluate i l luminat ion, vent i lat ion systems and levels of exposure
to chemicals l ike solvents , heavy metals , tox ic gases and physica l agents l ike
noise, heat , and v ibrat ion. These measurements wi l l then be the basis for the
recommendat ion of appropr iate contro l measures.
The ECD also conducts t ra in ing courses such as the Fundamentals of Industr ia l
Hygiene, Work Environment Measurement, Safe Use of Chemicals at Work, G lobal ly
Harmonized System of C lass i f icat ion and Label ing of Chemicals and Industr ia l
Vent i lat ion.
HEALTH CONTROL DIVISION
The HCD focuses on the prevent ion of work re lated- i l lnesses and diseases. I t carr ies
out research, and consul tat ions in c lose cooperat ion with sectora l organizat ions,
agencies and indiv iduals and conducts medica l survei l lance programs necessary
for ear ly detect ion of occupat ional d iseases, medica l examinat ion and bio logica l
monitor ing of workers exposed to di fferent occupat ional hazards. Specia l
examinat ions such as audiometry, pulmonary funct ion test ing, and analys is of heavy
metals and organic solvent metabol i tes .
HCD also conducts t ra in ings for safety and heal th pract i t ioners , members of the
safety and heal th committee, human resource personnel , such as: Seminar on Work-
re latedness of Diseases, Seminar Workshop on Managing Emerging Heal th Issues
in the Workplace, Seminar on Ergonomics, and Tra in ing for the Assessment Team
Members for a Drug-Free Workplace.

took the l ives of hundreds
of workers . Acc idents
which could have been
prevented by eff ic ient
implementat ion of the
Occupat ional Safety and
Heal th Standards (OSHS)
and v ig i lant monitor ing
of both the safety
pract i t ioners employed in
a l l companies and of the
government author i t ies .
According to the latest
reports , there is a
3 .8% increase in the
number of work-re lated
in jur ies – f rom 49,118
reported cases in 2013
to 50,961 cases reported
in 2015. The Bureau of
Working Condit ions has
a lso reported decl in ing
compl iance to the
Occupat ional Safety and
Heal th Standards (OSHS) in
the past three years . From
88.06% in 2014, compl iance
to the OSHS went down to
66.94% in 2015 and 59.2%
in 2016.
Emerging work dynamics
has a lso g iven r ise to
new occupat ional heal th
issue and inequal i ty in the
avai labi l i ty and access to
OSH serv ices, especia l ly for
precar ious workers .
To respond to th is , the
OSHC has developed the
Vis ion 1 Mi l l ion (V1M)
Program - a dynamic and
hol is t ic program that
a ims to develop OSH
champions or advocates
who care about ensur ing
the protect ion of thei r
workplace, co l leagues,
fami ly, community, and
the environment; share
thei r knowledge on OSH;
and; dare to go beyond
thei r comfort zones to help
ensure safety and heal th
at work not just for thei r
workplace but for thei r
community as wel l .
The V1M Program aims
to ra ise awareness and
understanding of OSH,
increase the level of
recognit ion and respect
for OSH as essent ia l to
the product iv i ty and
susta inabi l i ty of any
enterpr ise, and maximize
OSHC’s effect iveness and
enhance publ ic conf idence
in OSHC.

of the OSHC along with

the OSH advocacy such as

Keynote Address.
Three plenary
sess ions
featured OSH solut ions,
st rengthening OSH in
workplaces, and advancing
OSH advocacy through
partnerships.
A wide range of topics
f rom the current state of
OSH in the Phi l ippines,
development of OSH
knowledge, emerging
safety and heal th r isks,
reducing the impact of
i l lnesses and in jur ies ,
tota l worker heal th and
safety, OSH in the mining
industry, boost ing OSH
systems for better resul ts ,
workplace compl iance
tools and resources,
st rategies for safer and
heal th ier workplaces,
were discussed in nine
s imultaneous sess ions.
The NOSH Congress
is a b iennia l act iv i ty
spearheaded by the OSHC,
an attached agency of
the DOLE. Beginning in
1990, i t has s ince served
as a means to generate
and exchange essent ia l
informat ion on work safety
and heal th.
This program stems f rom the goal of the Phi l ippine Development P lan 2017-2022 to
ensure safety and heal th in Phi l ippine workplaces:

nurtur ing partnerships;
and mainstreaming OSH in
schools .
The V1M Program was
launched dur ing the 16th
Nat ional Occupat ional
Safety and Heal th (NOSH)
Congress.
Sound, gender-responsive OSH pract ices wi l l be ensured through
v igorous enforcement of ex ist ing regulat ions. Implementat ion of
enhanced workplace emergency plans and disaster r isk reduct ion
programs wi l l be encouraged. There is a lso a need to intensi fy
workforce- focused OSH programs, such as informat ion campaigns
and industr ia l d ia logues that wi l l promote and cul t ivate a cul ture
of OSH. Integrat ion of OSH in the local heal th development
plans as wel l as a comprehensive heal th and safety program
for government workers wi l l l ikewise be pursued. In terms of
educat ion, integrat ion of OSH in the secondary and tert iary
educat ion program wi l l be advocated.

the ASEAN-BCA’s work and
f inancia l p lans, report the
progress of work of the
ASEAN BCA to the ASEAN-
OSHNET annual ly.
STRENGTHENING OSH THROUGH NETWORKING WITH FOREIGN PARTNERS
T he OSHC is

Bui ld ing a Generat ion for
Safe and heal thy Workers
Project . The project which
is funded by the United
States Department of Labor
targeted young workers
aged 15 to 24 years o ld
in the construct ion,
manufactur ing and
agr icul ture sectors
and aimed to ensure
avai labi l i ty and
effect ive ut i l izat ion of
comprehensive, re levant
and qual i ty OSH data and
informat ion; st rengthen
nat ional OSH leg is lat ion,
regulat ions and pol ic ies ;
enhance capaci t ies to
monitor working condit ions
and enforce OSH laws,
pol ic ies , regulat ions; and
increase awareness and
knowledge of the part icular
hazards and r isks faced by
young workers .
Part of the project is

the Laguna Technopark
Associat ion, Inc . in
ce lebrat ion of the Wor ld
Day for Safety and Heal th
at Work with the theme
Generat ion Safe and
Heal thy. The caravan
featured a motorcade
around the aguna
Technopark, exhib i ts and
OSH learning modules.
The OSHC also held the
VideOSH, a short v ideo to
engage both students and
workers to learn about OSH
and create 30-second AVPs
which wi l l in turn be used
to educate more people

Alongside i ts ex ist ing programs and serv ices, the OSHC shal l undertake
var ious strategies to st rengthen the OSH cul ture. A ser ies of informat ion
campaigns wi l l be launched in 2019 to provide the publ ic with pert inent
informat ion on OSH.
To recognize companies and indiv iduals with outstanding occupat ional
safety and heal th pract ices, programs, innovat ions and contr ibut ions, the
OSHC wi l l be holding the 11th Gawad Kal igtasan at Kalusugan (GKK) . I t is
open to pr ivate companies who are compl iant with both the General Labor
and Occupat ional Safety and Heal th Standards based on DOLE Inspect ion
Resul ts , government off ices, micro enterpr ises and informal sector, and
DOLE-accredi ted OSH profess ionals (pract i t ioners and consul tants) .
