Background:
The Houston Processing and Distribution Center (P&DC) is a USPS owned facility thatprocesses all originating and destinating mail for the 770-772 Zip Code area. The HoustonDistrict has completed an Area Mail Processing (AMP) study to determine the feasibility oftransferring all originating and all destinating operations approximately 15 miles from theHouston P&DC to the North Houston P&DC. The Houston P&DC will be sold. Additionally, the$547,800 lease for the Houston North DOC and $696,200 lease for the Houston District Officewill be terminated.
Financial Summary:
Annual baseline data came from January 1, 2009 - December 31, 2009. Financial savingsproposed for this consolidation of originating and destinating operations are:

The average daily volume of First Class Mail is 5,067,789 pieces. First Class Mail servicestandard impacts will include 3 upgrades. The upgrades include overnight service fromPalestine, 758 to Houston, 770, 771, and 772 with an average daily volume of 479 pieces. TheSouthwest Area will commit on maintaining the present Ovemight Service Standards to/fromBeaumont after consolidation with 773-775.
The proposal to change the postmark on the collection mail is as follows:
Since the property for Houston P&DC is targeted for sale, customers currently using theBusiness Mail Entry Unit and window services will need to move their transactions to otherpostal locations.
Transportation Changes
Existing PVS transportation to the 770-772 city stations at the losing site will be transferred tothe gaining site. This proposal identifies opportunities to terminate 5 vehicle leases and reducethe number of PVS schedules from 222 to 171 which include eliminating all trips betweenHouston poe and North Houston PDC and between Houston PDC and Houston North DOC.Twenty-five HCR trips will be impacted by the consolidation of 770-772 into the North HoustonPDC. Proposed savings for Transportation is $4.1 Million ($1.8M from HCR and $2.3M fromPVS).

Staffing Impacts:
Closure of the Houston P&OC will have an impact on staffing and will require movement ofpersonnel. Projections indicate a net reduction of 1429 full-time equivalent (FTE) craft positionsand 95 EAS positions at Houston P&OC. The North Houston PRe; projections indicate a netgain of 1,035 fulHimeequivalent (FTE) craft positions,:md80EAS.positions. The Postal Service ensures that itsstandard practices comply with the Worker Adjustment and Retraining Notification (WARN) Act.

A mail flow adjustment was made to the worksheet, WoikhourCosts Proposed, to account for the addition of Operation 188 to North Houston P&DC for aworkhour cost of $885,765.
The North Houston PDC recorded 10,646 workhours for Operation 091, 093, 094, 095, 096 and097, PARS Lift and Re-Lift and 100% ofthose workhours would stay at the North Houston PDC.FHP Volume will be adjusted by 7,003,884 pieces for Operation 091, 093, 097 and the TPHVolume will be adjusted by 84,834,436 pieces. A mail flow adjustment was made to theworksheet, Workhour Costs Proposed to account for PARS Lift and Re-Lift operations.
One Time Costs:
Building Modifications:The net interior square footage of the North Houston PDC (gaining facility) is 687,562. Therelocation of the Houston PDC, Houston North DDC and Houston District Office to gainingfacility will require approximately 440,000 square feet of additional interior space. The cost forthe build-out is fifty million dollars ($50M).

The total cost for building modifications is $54,109,500
Equipment Relocation:Originating letter mail is cancelled at the Houston PDC by nine (9) AFCS with an average dailyvolume of 546,290 pieces. The proposed numberof AFCS machines to be relocated to theNorth Houston PDC would be four (4) increasing their existing inventory from seven (7) toeleven (11) with the capability to cancel 1.5 million pieces.
Five (5) AFCS would be identified as excessed equipment. Each facility is scheduled to deployfour (4) AFCS200 and will keep the required legacy machines to fill the gap. Modifications to theexisting North Houston AFCS operation would require an investment of apprOXimately$850,000. This includes expanding the BARNEY system to include four (4) additional AFCS,adding one Hamper Dumper and Dual Pass Rough Cull (DPCR) modifications.
The Houston PDC has five (5) AFSM ATHS and the gaining facility, North Houston has five (5)AFSM ATHS/AI(s) and is scheduled to receive one (1) FSSin January 2011. Five (5) AFSMATHS/AI and four (4) AFSM/ATHS bringing the total proposed AFSM100s to nine (9) to processa projected average daily volume of 1.1 million pieces during a two tour operation with multiplesmall secondary runs during the Tour 1 window. Presently there is one (1) AFSM/ATHS/AIidentified in the SWA that will be available in mid 2011. The District is requesting one (1)AFSM/ATHS in Houston will be swapped for the available AFSM/ATHS/AI.
Forty-two DBCS (27 from Houston PDC and 15 from Houston North DDC), 6 DIOSS, 1 APPS, 1LCTS/LCUS and 48 pieces of powered industrial equipment will be relocated from the HoustonPDC to the North Houston PDC.
Estimated cost of relocating all equipment, modifying the AFCS Operation and swapping theAFSM/ATHS: $3,001,163
Local and Southwest Area Maintenance employees and outside contracts will be used toperform internal workroom floor relocations at the gaining facility. The internal moves will benecessary to accommodate the additional equipment from the Houston PDC and North HoustonPDC. The same teams will be required to relocate the furniture, lektreivers and other items fromthe Houston PDC, Houston NDDC and Houston District Office to the North Houston PDC.Estimated cost: $1,510,000.
The proposed equipment relocation cost is $ 4,511,163

Additional Requirements for North Houston:
1) The gaining facility will benefit from replacing four (4) of the small Low Cost Tray Sorters(LCTS) with two (2) High Speed Tray Sorters (HSTS). Presently the Houston PDCprocesses an average of 5,427 trays daily, and the North Houston PDC averages 7,571trays daily. Total estimated volume is 12,998 trays daily. HSTS will provide an opportunityto combine the operations into one sorter and increase the number of trays into eachoutgoing container while processing the increased volume at a greater pace in the sameoperating window. Consolidating of the two LCTS into one HSTS would also reduce thenumber of duplicate containers and maximize cube space on surface transportation.The Houston PDC processes an average of 20,135 trays of destinating volume daily. NorthHouston PDC processes an additional 31,186 trays daily for a combined total of 51,320trays daily with the same opportunity.
2) One Tray Depalletizer will be required to feed into the HSTS.
3) Six (6) Forklifts and twelve (12) Tow Motors will be required to support the additional docksand increased distance for mail transport to/from the docks to the operational processingareas.
The proposed cost is $3,736,000.
Total One-Time Costs is $62,356,663
Space Impacts:
The total interior square footage of the USPS owned facility (Houston P&DC) is 516,978 sq. ft.The total interior square footage of the USPS leased facilities is 687,562 sq. ft. for the HoustonNorth DOC and the Houston District Office has 52,512 sq. ft. The North Houston PDC totalinterior space will increase from 687,562 sq. ft. to 1,127,562 sq. ft. (approx. 440,000 sq. ft. ofadditional space).
Other Concurrent Initiatives:
Other operational cost savings initiatives are in progress at the Houston and North HoustonP&DCs. These initiatives account for two to three million dollars in projected savings and relateto an already obtained reduction of approximately 40 positions. There was no attempt todelineate them individually from the AMP proposal projected savings.
