Open Access in the Institutional Repositories of Kharkiv regional center for the association

of the libraries of the higher education institutions

• Kharkiv library methodical association of state institutions of higher education in Ukraine consists of 36 libraries:

• 25 libraries in Kharkiv

• 4 libraries in Sumy

• 1 library in Gluhov

• 6 libraries in Poltava region

• The general book fund of these libraries numbers 22 662 768 documents.

• There are 3 648 725 titles represented in the electronic catalogues of these libraries.

The 5 of 36 libraries have institutional repositories and three more institutions of higher education are ready to represent their electronic archives.

• Its purpose is to provide educational process at the university and first of all to make for students all the necessary facilities for studying

• Digital academy repository has EPrints 3 that was developed in Southampton University and now is freely spread

• There are professors’ electronic lectures, abstracts and workbooks

The project “ELibUkr. Electronic library. Knowledge Centers at universities in Ukraine”

has started in Ukraine in 2009. V.N.Karazin Kharkiv National University was one of the

first universities that took part in this project .

• Computer park in the University of Radio and Electronics consists of 1500 machines with Internet access for educational and scientific purposes. The library has 10 of them. There are 14 computer rooms for study and 60 rooms at the departments. All of them have an access to the Internet over the university fiber-optic network, including computers in hostels.

Sumy State University

The Electronic Archive of Sumy State University is actively filled up.

WEBOMETRICS

• According to the WEBOMETRICS rating data Sumy State University is on the 7th place in the World Internet rating among the Ukrainian institutes of higher education (as of January 2011).

• The university library http://library.sumdu.edu.ua has 2.5 million documents in its fund. More than 60 000 specimens are received every year and 50% of them are provided by university publishing house.

• In the electronic catalog the amount of titles are almost 270 000.

• WiFi is available in the library.

• The library is open for every Ukrainian

• There are 12 chapters, 4286 authors, 233 abstracts and 2166 scientific articles from university Vesnyk presented in the archive

• There are 9658 publications as of March 25th 2011

Scientific Library of Ukrainian Academy of Banking of the National Bank of Ukraine in Sumy

• The academy is among the ten best economic institutions of education in Ukraine.

• In December 2009 a new library building with the most modern equipment and the whole spectrum of innovations was opened.

• In 2010 the Scientific Library of Ukrainian Academy of Banking of the National Bank of Ukraine in Sumy was the winner of the contest “Library of the Year”.

V.N.Karazin Kharkiv National University has the

5th position among the institutions of higher education in Ukraine according to the rating of world universities “Webometrics”

• 1 917 documents were brought in the university electronic archive eKhNUIR as of March 27, 2011

• 2 495 documents – on May 26, 2011

• The electronic archive was made like institutional repository: the funds are faculties, university scientific research institutes and library

The major way to fill up the electronic archive is to archive scientific works by scientist and professors on their own,

but only 6% of them are archived by authors

Online survey

• 71% of users read the fulltexted books in the Internet

• 82 % of respondents agree to read digitized full texts if the book is not in the library at the moment

• 43 % of respondents know about the electronic archive

• but 55% of scientists don’t want to publish their works

Now the only objection of our scientists is that: “At first I want to public my work in the reputable magazine and then may be I’ll public it in open access”.

But there are other opinions:

I am sure this is necessary for the integration of Ukraine

into the world scientific community”.

“I think that this is very positive tendency. My opinion is

that we can present our scientific works in the resources

of Open Access at once after their publications in the

traditional journals”.

“I think that the scientists may present their works in the

open electronic archive even before the traditional

publications”.

• We have not already looking for the black cat in the dark room, the Ukrainian librarians express full support of open access by the institutional archives creating for further integration of education and science of Ukraine into European and world scientific space.

• The main task is to prove scientists that archiving their scientific works in electronic archive is a very important thing. That is the way from the dark room to the Open Information Space!
