Approved the minutes of the May 4, 2015 and July 29, 2015, Board Meetings.
Adopted the 2015‐16 OSAA Handbook.
Approved the 2015‐16 OSAA Eligibility Appeals Board roster.
Received a 2014‐15 State Championship Revenue update from Tom Welter, Executive Director.
Adopted the 2015‐16 Playoff Reimbursement Formula. (Attached)
Adopted the 2015‐16 Ticket Prices. (Attached)
Adopted the Association Goals for 2015‐16. (Attached)
Approved a cooperative sponsorship request between the following schools:
Corvallis HS / Crescent Valley HS (orchestra, one year)
Approved Independent Status petitions from the following schools:
Woodburn HS (softball)
Crow HS (football)
Adopted Playoff Allocations in 3A/2A/1A Boys Soccer, 3A/2A/1A Girls Soccer 2A Football, and 1A Football for the Fall 2015 season. (Attached)

Tabled adoption of an Officials Recruitment/Retention Committee until October pending finalization of the committee’s potential roster with the Oregon Athletic Officials Association (OAOA), Oregon Athletic Directors Association (OADA) and Oregon Athletic Coaches Association (OACA). Unanimous vote.
Sponsored a proposal to the October 19 Delegate Assembly Meeting to amend Article 3.1.1 – Membership and Dues, Full Membership adding Plan Books to the Regulations of the Association. Unanimous vote. (Attached)
Sponsored a proposal to the October 19 Delegate Assembly Meeting to amend Article 3.3.2 – Membership and Dues, Dues clarifying that member schools bringing an administrative or judicial challenge are responsible for the Association’s attorney fees and costs incurred in defending such action. Unanimous vote. (Attached)
Sponsored a proposal to the October 19 Delegate Assembly Meeting to amend Article 6.2.1 – Changes in Classification During a Four‐Year Time Block allowing the Executive Board to change the league assignment of a school or schools, if warranted, due to a change in classification of another school. Unanimous vote. (Attached)

Sponsored a proposal to the October 19 Delegate Assembly Meeting to delete Rules 6.4 and 6.5 – Adding/Deleting a Championship Event in a Sport/Activity where one or more championship events are currently offered by the Association removing these rules with the intent of replacing them with a new Executive Board Policy addressing this situation. Unanimous vote. (Attached)
Sponsored a proposal to the October 19 Delegate Assembly Meeting to amend Rule 8.6.5 – Transfers to a School with Affiliation expanding the exception where the student’s school of representation doesn’t change. Unanimous vote. (Attached)
Sponsored a proposal to the October 19 Delegate Assembly Meeting to amend Rule 8.6.7 – Period of Ineligibility allowing ineligible transfer students to participate at the sub‐varsity level. Passed by 6‐5 vote. (Attached)
Received a first reading of a proposal to add Board Policy – Collective Sponsorships creating Executive Board policy regarding schools collectively offering individual sports but competing separately in competitions.
Sponsored a proposal to the October 19 Delegate Assembly Meeting to add Article 6.6 – Collective Sponsorship creating Association policy regarding schools collectively offering individual sports but competing separately in competitions. Unanimous vote. (Attached)
Voted to adopt a proposal to add Board Policy – Unmanned Aerial Systems establishing Association policy prohibiting unmanned aerial systems, commonly known as drones, at OSAA‐sanctioned events, effective immediately. Unanimous vote. (Attached)
Received a first reading of a proposal to amend the current sub‐varsity Volleyball match format increasing sub‐varsity matches from best 2/3 sets to best 3/5 sets for the 2016‐17 school year.
Received a first reading of a proposal to set Cheerleading State Championship Divisions by classification, rather than squad size, starting with the 2016‐17 school year.
Received an Oregon Athletic Coaches Association (OACA) report from Rob Younger, OACA Director.
Received an Oregon Athletic Directors Association (OADA) report from Kris Welch, OADA Executive Director.

Example: A tennis team with 4 participants and 1 coach travels 175 miles for a 2‐day event. They will receive $32 per person for a total of $160.

For individual sports and all activities, except band/orchestra and choir, mileage is paid at $.15/mile for every five (5) participants.
For team sports multiply the round trip mileage by the amount designated per mile.

2015‐16 TICKET PRICES Note: A. Reserved Seating
1. Only schools offering reserved seating for regular season games may sell reserved seats for playoff games. Schools cannot increase the price of reserved seats for the playoffs. Regardless of what the school charges, the OSAA must receive their regular ticket price of $6.
2. If schools have not had reserved seating during regular season play, they may not institute such a policy for playoffs. B. Student is any child age 5 and up through a senior in high school. C. There is no admission charged to spectators at the Tennis, Golf, Solo Music, or Speech State Championships.

OSAA GOALS FOR 2015‐16
1. FINANCIAL OBJECTIVE – Ensure the long‐term financial stability of the Association.
Strategy:
A. Continue to review State Championship revenues to ensure championships are held at an adequate location and time frame for each activity.
B. Increase portfolio of corporate sponsors, including implementation of new contracts with U.S. Bank and Les Schwab Tires.
2. OPERATIONS OBJECTIVE – Continually monitor OSAA operations to successfully meet the needs of member schools and affiliated organizations.
Strategy:
A. Continue to improve and expand the Association website in order to better serve the needs of member schools, staff, media and fans.
B. Continue to work with OACA, OAOA and OADA to create long‐standing objectives that would benefit the statewide athletic community as a whole.
C. Continue to work with the Sports Medicine Advisory Committee to investigate ways to help ensure the health and safety of our student‐athletes.
D. Work with member schools to implement the “Heads up Football” program in 2016‐17.
3. COMMUNICATION OBJECTIVE – Increase the frequency and effectiveness of communication with member schools, media, legislature and the general public.
Strategy:
A. Continue to improve and expand the social media elements of the Association. The results should increase exposure for state championships and improve overall communication with the general public.
B. Continue to post OSAA Weekly on the OSAA website. When completed and send to school, link to social media for outside entities (parents, media, lay citizens) to access.
C. Continue to work with OSAA lobbyist to foster positive relationships with key members of the State Legislature.

4. FOUNDATION OBJECTIVE – Support OSAA member schools and increase the awareness of the OSAA Foundation goals.
Strategy:
A. Implement the ImPACT Concussion Program through the OSAA Foundation.
B. Continue to explore ways to increase revenue to the OSAA Foundation from outside organizations.
C. Continue to grow OSAA Foundation database for individual solicitation.

RATIONALE: During the staff’s annual review with legal counsel, it was determined that current language in this area was limited to determinations by the Executive Board or Eligibility Appeals Board. Amending the language to include any Regulations or Rules of the Association protects the Association regardless of who made the final determination.

RATIONALE: Whereas the Delegate Assembly approves which sports/activities the Association will sanction, the Executive Board has always been the governing body that approves state championship formats, bracket size, venues, etc. Removing this policy from the Constitution and instead creating a new Executive Board Policy aligns more closely with the role each group currently plays.

Adding a championship event in a Sport/Activity where one or more championship events are currently offered by the Association. The Delegate Assembly may consider adding a championship event in a sport/activity where one or more championship events are currently provided by the Association if the quantity of member schools sponsoring the sport in the classifications to be served by the proposed championship event is equal to at least 75% (50% at the 1A classification) of the quantity of schools in the highest classification which will participate in the proposed championship event.
Deleting a championship event in a Sport/Activity where one or more championship events are currently offered by the Association. The Delegate Assembly may consider deleting a championship event in a sport/activity, and adding the classifications participating in the deleted championship to a higher classification event, if the quantity of member schools sponsoring the sport in the classifications served by the championship event being considered for deletion is below 75% (50% at the 1A classification) of the quantity of schools in the highest classification participating in the championship event.

RATIONALE: The Delegate Assembly amended the Mid‐Year Transfer policy last year to allow eligibility for mid‐year transfers where the student’s school of representation doesn’t change. Current Handbook language for transfers with affiliation is contradictory and would render those mid‐year transfers students ineligible based on affiliation. Amending the affiliation rule aligns the two policies.

Rule 8.6.5 – Transfers to a School with Affiliation
Despite compliance with the other provisions of these Rules, a high school student who attends, participates or was eligible to participate for a school, and then transfers to another school is ineligible for one calendar year from the last date of participating or receiving instruction as described below under any of the following circumstances:
(a) The student transfers from a public, private or charter school within one calendar year after:
(1) Participating in non‐school athletics (e.g. AAU, American Legion, club team, or other non‐school teams) on a team affiliated with the school to which the student transfers or may represent under Rule 8.5 – School Representation or Article 6.5 Cooperative Sponsorship, AND/OR
(2) Receiving athletic or activities instruction, including weight training and conditioning, from a person affiliated with the school to which the student transfers or may represent under Rule 8.5 – School Representation or Article 6.5 Cooperative Sponsorship.
(3) EXCEPTION: The eligibility of a full member private or associate member school student who transfers to a public or private school at which the student has previously been a participant in a school sport or activity is not affected by this rule for said sport or activity. The eligibility of an Associate Member school student who transfers to or from a public school at which the student has previously been a participant in a school sport or activity is not affected by this rule for said sport or activity.

RATIONALE: Discussions have taken place at various administrator and athletic director meetings over the past few years regarding ways to keep students involved in our programs. Several states have rules in place that allow ineligible transfers to compete at the sub‐varsity level, including Washington and North Dakota. The issue was brought up at the April 2015 Delegate Assembly Caucuses and there was support from several classifications, but not all of them.

April 2015 Delegate Assembly Caucus Votes: Should students who are ineligible under OSAA transfer rules be allowed to participate at the sub‐ varsity level? 6A – The general consensus was to adopt the North Dakota rule. To be allowed at the sub‐varsity level only. They wanted to make sure that by doing this, it would not take someone else’s spot. 5A – 5A agreed with 6A. They wanted to know if sub‐varsity athletes could qualify for varsity in track and wrestling. They thought that hardships and appeals might be reduced. They wanted to know how this would impact exchange students. 4A – 4A was mixed. They wanted to keep involved. They thought this may help solve transfer situations by taking athletics out of the equation.
3A – 3A was fundamentally opposed and said to leave it as it is. 2A – 2A was opposed and said to leave it as is. They were afraid that there would be a lack of JV teams. 1A – 1A felt that participation was important and that 1A teams lack JV teams. Philosophically they were generally supportive of the concept.
Rule 8.6.7 – Period of Ineligibility
Except as otherwise provided in the Rules of the Association, any transfer resulting in ineligibility of the student renders the student ineligible at the varsity level for one calendar year.

QUESTION: Should the Executive Board propose to the Delegate Assembly that Article 6.6 – Collective Sponsorship be added to only allow collective sponsorships in individual activities?
RATIONALE: Cooperative sponsorships in individual activities have been a point of contention in some areas of the state for many years. Other states allow for cooperative sponsorships in team activities and collective sponsorships in individual activities. This allows schools to share resources while continuing to offer programs in conjunction with another school but requires students in individual activities to represent only their school in all competitions.

Article 6.6 – Collective Sponsorship
Collective Sponsorship. Collective sponsorship of an activity by two or more schools may be considered following procedures established by the Executive Board. See Executive Board Policies, “Collective Sponsorship” for additional information.
1. Only full member schools may apply for collective sponsorship. Schools requesting a collective sponsorship should make every effort to collectively sponsor an activity with the nearest school that also has difficulty sponsoring the activity by itself. Collective sponsorship shall be considered only for 4A, 3A, 2A and 1A schools.
EXCEPTION: The Executive Board also may approve collective sponsorship involving 4A, 3A, 2A or 1A schools with a 6A or 5A school if the 4A, 3A, 2A or 1A schools are located in an isolated area or are unable to find a closer 4A, 3A, 2A or 1A school willing to enter into a collective sponsorship agreement, or if the two schools are physically housed in the same building where students take classes together.

Board Policy – Unmanned Aerial Systems
The use of unmanned aerial systems, often referred to as drones, is prohibited for any purpose by any persons at all OSAA‐sanctioned events. This policy includes not only the restricted playing area of the venue(s), but also the physical confines of the entire stadium/field/arena structure. For the purposes of this policy, an unmanned aerial system is any aircraft without a human pilot on board.
Question and Answer Interpretations:
1. Q: When does the prohibition on unmanned aerial systems begin and end?
A: Unmanned aerial systems are prohibited from one hour prior to the contest through one hour after the contest is completed at any OSAA‐sanctioned event.
2. Q: What is the procedure if an unmanned aerial system appears near the playing area of an OSAA‐
sanctioned event?
A: If the game officials observe an unmanned aerial device flying directly over the playing area, feel that a device may have the potential to harm any individual, or if the device actually lands on the playing area, the game officials have the authority to suspend play and may direct the teams to their respective sideline or locker room until such time that game management deems the situation safe. Under no circumstances should any member of a team or the game officials approach an unmanned aerial system.
3. Q: Can an individual use one of the devices to film their own school’s practice session?
A: Yes, but individuals should refer to their local school district policies related to unmanned aerial
systems and, if allowed, should exercise a high degree of care in the operation of such devices to
avoid common law tort liability for injuries to players, coaches, spectators or other third parties
that might result from a device crashing into a crowd. Operators should have completed “flight
training” courses offered by unmanned aerial system sellers, should be required to practice
extensively to ensure proficiency in using the technology, and should avoid flying any device
directly over or close to crowds at any time.
