Bay will have to tread carefully as the traffic
prosecutions system is now fully operational
after severalmonths andmillions of rands in
revenues lost.
DA Spokesperson for Safety and Security
CaucusChiefWhip,GustavRautenbach, con-
firmed that a new service provider has been
contracted from this month after the service
provider that was appointed last year failed
to meet their mandate.
In April 2014 PE Express reported that mil-
lions had been lost by the municipality after
the use of a computer system for capturing
the data of the fineswas suspended due to the
municipality not paying the service provid-
er.
The Traffic Prosecution System, named
the Cyprus system, was suspended in Febru-
ary 2014 for over 5 months, when the Cyprus
service provider, Traffic Management Tech-
nologies (TMT), suspended their servicewith
the metro owing TMT R36 000.
The suspension resulted in fines older than
30 days having to be withdrawn which creat-
ed a major loss of income for the municipali-
ty.
The municipality then appointed a new
service provider,Mavambo, but according to
Rautenbach more than R10 million was lost
during their tenure as the metros service
providers for a part of last year.
Rautenbach said the metro has now re-em-
ployed TMT as their service provider after
Mavambos contract was terminated on De-
cember 31, due to their failure to meet the
metros mandate.
Yes, we are fully operational. The current
status of the prosecution system is that the
old systemwas switched on and all the infor-
mation canbe retrieved.TMTservice provid-
er was given the contract as they have all the
information pertaining to our traffic prose-
cution system and nothing was lost to Coun-
cil, said Rautenbach.
Rautenbach said currently the Traffic De-
partmentwasworking on the backlog caused
by the issuing of manual receipts.
In the past the same service provider
(TMT) delivered an excellent service to
Council for many years and the same can be
expected for time to come. The problem with
outdated computers was sorted as new com-
puters were purchased, he added.
Rautenbach said, however, that themunic-
ipality was still struggling with staff short-
age and over R40 million back pay still owed
to traffic officials since 1997.
The vacancies that do exist should be
filled without further delay. It would also as-
sist if properly qualified staff[could be ap-
pointed in key positions as this is more often
thannotwhere everything fails due to incom-
petence. Negotiations are, however, taking
place to account for the back pay, he said.

DEVELOPERS of the R1.7bn Baywest Mall in
Port Elizabethswestern suburbs sawout 2014
with a bang, celebrating news that they had
exceeded their job creation targets during the
construction phase by more than 40%.
Independent auditors BTKM have con-
firmed that since construction kicked off in
mid-2013, almost 4 300 people have been em-
ployed on site. This represents a 43.3% in-
crease on the 3 000 direct jobs which develop-
ers initially forecast for the construction
phase of the project.
The Baywest development is a massive
economic driver for the region, said Baywest
MD Gavin Blows. Not only is the construc-
tion phase of the mall creating much needed
jobs, but once the mall opens in April, a fur-
ther 1 500 permanent jobs will be created for
the malls operational phase.
Blows said projectsCommunityLiaisonOf-
ficer had been inundated with CVs from Nel-
sonMandela Bay residents wanting to be con-
sidered for employment once themall opened.
Weareusing theCVs to compile a database
which we will pass on to our tenants when
they look for employees for their stores, said
Blows. Although the decision of who to em-
ploy rests with the stores, we are doing what
we can as developers to assist in helping peo-
ple in this region find employment.
But the employmentwould not end once the
mall opened, he said.
BecauseBaywestMall is kicking off the de-
velopment of the entire Baywest City pre-
cinct, construction will continue once the
mall opens as other developments get under-
way. Baywest City will be to the Eastern Cape
what Century City is to the Western Cape,
said Blows.
SEEING OUT 2014
Construction milestones being wrapped up
at the end of last year included the completion
of the malls 65,000m roof as well as the com-
pletionof the latest bridgeover theN2 freeway
which is part of the R300 million Baywest
roads development project.
Basil Read, which is responsible for the
roads development, is on course to complete
the first phase of the project by March this
year.
This includes linking Port Elizabeths west-
ern suburbs to the N2 freeway by extending
Walker Drive in Sherwood with a multi-lane
road that will encircle the mall.
The entire roads project will be completed
by September this year when Cape Road in
Bridgemeade/Rowallan Park is linked up
with the N2 via a series of on-ramps and off-
ramps which will lead to Baywest Mall.
The roads development is set to unlock
crucial economic growth in the western sub-
urbs, said Blows.
A BUMPER 2015
With the fittings of many of the 250-plus
BaywestMall stores alreadyunderway,Blows
said everythingwas on track for the handover
to the major tenants this month. This meant
the likes of Edgars, Game, Pick n Pay and
mall, he said.

deal with strikes which brought the industry
to a standstill. We are working hard to create
a destination which will become the pulse of
NelsonMandela Bay, said Blows. It is an ex-
citing project which is going to change the
face of the city, create jobs and boost tourism.

ment unfoldng.

tive Chantal du Pisani said the final figures for
2014willbereleased laterbySARU,adding that

for a possible renewal of the contract to host
the event.
She said that global sponsor of the IRB7sHS-
BC and national sponsor Cell C had been
pleasedwith theoperational supportofferedby
the stadium this year.
DuPisani said that the unaudited foot traffic
figures showed that continued year-on-year
growth had been recorded.
She said attendance in 2014 had increased by
8% compared with the previous year, adding
that on the Saturday of the event, 26 537 specta-
tors attended while the figure for Sunday was
36 504.
The total number of spectatorswas 63 041, up
from 58 369 the previous year. She said, ensur-
ing that the 2014 eventwas the biggest yet and
a resounding success.

THE Nelson Mandela Bay is to forfeit nearly
R9.5millionof itsNeighbourhoodDevelopment
Partnership Grant in terms of revised alloca-
tions published by Finance Minister Nhlanhla
Nene in theGovernmentGazette in termsof the
Division of Revenue Act 2014.
Themetrowas initially allocatedR18.461mil-
lion, but this has been cut to R9 million.
The Njoli Square Development is being un-
dertaken through this grant, but theprojecthas
beenstalledasaresult of the refusal of twoown-
ers to sell their properties.
The properties are required before the devel-
opment, which includes a civic centre and
transport interchange, can take place but de-
spite a number of efforts to persuade them to
sell their properties they have refused to sign
any form of agreement.
The possibility of expropriation has been
mooted but council has to date eschewed this
course of action.
The project, initiated in 2003, has been on
holdsince2010becauseof therefusalof theown-
ers to sell their properties.
The metro has, however, been allocated an
additional R1.4 million for technical assistance
associated with this grant taking the total
amount for the 2014/15 financial year to
R2.5 million.
Nene also states in the Gazette that Nelson
Mandela Bay has asked to convert its Public
Transport Network Operating Grant to the
Public Transport Infrastructure Grant. The ef-
fect will be to transfer R100 million from one
grant to the other.
Nenesays therequesthasbeenmade inorder
to allow themetro to meet current-year finan-
cial obligations in relation to infrastructure
projects required for the current year.
Nelson Mandela Bay is not the only govern-
ment entity in the Eastern Cape to forfeit funds
in terms of the amendments to the Division of
Revenue Act.
The Eastern Cape is to forfeit R43.148million
of its theHealth Facility Revitali-sation compo-
nent of its National Health Grant of R135.674
million.
Limpopo is the only other province to forfeit
funds in this area.
Thepurposeof thegrant istohelpaccelerate
construction, maintenance, upgrading and re-
habilitation of new and existing infrastructure
in health.

ook sewe onderskeidings behaal het s dat
sy baie opofferings gemaak het, veral toe sy
haar foon ver weggesit het wanneer sy
werk, wat haar gemotiveer het om haar
werk vinninger klaar te maak.
Alexander Road se Dux-leerling, Jodi Botha
het haar skoolloopbaan afgesluit met sewe
onderskeidings. Vir haar het dit baie gehelp
om notas te maak en om saam met vriende
deur die notas te werk.
Nog n leerder van Alexander Road, Cara
Geduldwat ses onderskeidings behaal het, s
sy glo in studiegroepe wat sy en haar maats
gevorm het. My geheim deur horskool
was om ander te leer, want dit is wanneer
ek self die meeste leer.
Nicholas Audley van Horskool Grey wat
sewe onderskeidings ingeryg het, s hy het
altyd seker gemaak dat hy al sy werk
voldoende verstaan voor hy probeer het om
dit te memoriseer, wat dit makliker vir hom
gemaak het om vergelykings en logiese
afleidings te maak.
Abarsha Fourie, Horskool Cilli se hoof-
meisie en dux-leerling wat ses onderskei-
dings behaal het, glo selfvertroue is nt so
belangrik soos harde werk as jy sukses wil
behaal. My motivering het gespruit uit die
woonbuurt Jacksonville in die noordelike
gebiede, waar ek woon. Ek weet as ek nie
sukses bereik nie, sal ek en my gesin nooit
kan ontstnap uit hierdie troostelose omge-
wing nie. Tog is haar grootste droom eerder
om Jacksonville in n plek van rus en
vrede te omskep.
Marcus Mienie van Horskool Theodor Her-
zl wat ses onderskeidings behaal het se raad
is werk hard en werk slim. Sy droom is
om eendag n groot mediese deurbraak te
maak. Om voor te berei het hy al verlede
jaar saam met dokters by Livingstone hos-
pitaal begin werk voordat hy vanjaar me-
dies by die Universiteit van Kaapstad of

THE Redds Street Carnival is head-
ing this way! PE will get to experi-
ence the unique and proudly SA
Street Carnival procession and after
party on Saturday, February 28.
The Redds Street Carnival prom-
ises a spectacular display of South
African-inspired floats, masks, co-
lourful costumes and specialty acts,
merged with a mind-blowing lineup
of leading artists that will undoubt-
edly leave festival-goers enter-
tained.
Tickets will be available at the
venue gate (Kings Beach) from 12pm
on the day of the carnival. A portion
of the proceeds will be donated to se-
lected arts and culture groups in the
region.
Following the Carnival proces-
sion, after party doors will open at
6pm for over 18 year olds only.

Elizabeth model, Ziphozakhe Zokufa
(23), is currently in Miami, Florida to
participate in the 63rd Miss Uni-
verse Pageant on January 25.
Zokufa, who is a TV
production student
inCapeTown,was
crowned the
new Miss SA
in Decem-
ber after
Rolene
Strauss won
the Miss World
title in London.
Zokufawas her first
princess.
Among the first of her
beauty pageant achieve-
ments was being crowned
as Port Elizabeth Express
Teen Miss PE in 2009.
Organiser of the pageant,
Juanita Smit of Rolemodels
SA, said she believes that Zu-
kofa has the characteristics
to win the Miss Universe ti-
tle, not only because she is
strikinglybeautiful, but alsobecause she
is a confident, graceful, well-spoken am-
bassador for women across the world.
When Zipho entered the PE Express
Teen Miss Port Elizabeth in 2009, being
her first pageant, she did not for a mo-
ment think that she would win.
After attending rehearsals with
Rolemodels SA, she competed in the pag-
eant. Just before going out onto stage, Zi-
phowas distraughtwhen she discovered
that the zip of her pageant dresswas bro-
ken. I quickly pinned the zip together
backstage, as best I could, and then told
her to walk as if it was not broken, and
that people would only notice it if she
drew attention to it. Zipho positively
floated across the stage as a regal queen,
and was subsequently announced as the
PE Express Teen Miss PE, said Smit.
According to Smit, one of her most
beautiful characteristics is her humble
yet strong nature. Zipho has the mak-
ings of a leader for the community, for
South Africa and indeed for the world.
Win or not, we know that Ziphowill con-
tinue to shine as a beacon of hope for
women and to use her leadership ability
for the greater good of humanity, said
Smit. When she was chosen as a semi-fi-
nalist for the Miss SA title, Zokufa said
it had been her lifelong dream to enter
and become Miss South Africa.

has always been something I have strived
for. The Miss South Africa brand would

gether they worked and studied
hard, proving that your circum-

me to achieve and never to limit
myself, she said.
She will be representing SA
against 90 other countries in the
competition which is watched
worldwide by more than one-
billion people. At the pageant,
she will wear two gowns the
national costume designed by
Gregg Maragelis from the CTCFD
andthe finalegowncreatedby top
SA designer Gert Johan Coetzee.

for the Imfundo Educare Projects of Rolemod-
els Foundation.

rection bolstered by a multitude of personalisa-
tion options.
Positioned as an urban trend-setter and per-
sonalisationchampion,Opelsentryintothelux-
urymini segment offers a comprehensive range
of standard safety equipment, infotainment and
convenience features.
The Opel Adam is the first of our new Ger-
mans; a vehicle which truly embodies Opels
heritage of precisionGerman-engineered, desir-
able cars with attractive design and the latest
technology, says Opel Brand Manager at Gen-
eralMotors SouthAfrica, Christopher Cradock.
Built at Opels plant in Eisenach, Germany,
the Adam is an A-segment, 3-door, 4-seat hatch-
backwithahigh levelof customer-relatedequip-
ment. Opel has placed firm emphasis on provid-
ing class-leading ergonomics and interiormate-
rials, fun-to-drive dynamics, great technology
and an overall premium build quality.
The new Adam also pays homage to Opels
longand illustriousheritage, and isnamedafter
Adam Opel who founded the company in 1862.
South African consumers will have a choice
of three models: Adam, Adam Jam and the
range-toppingAdamGlam.Eachof thesemodel
lines offers a comprehensive choice of factory-
fitted customisation options and dealer-fitted
accessories.
Engines
TwopetrolenginespowertheOpelAdam- the
entry-levelAdamfeatures anaturally-aspirated
1.4-litre Ecotec four-cylinder unit with 74 kW
and130Nmof torque,matedtoa5-speedmanual
gearbox.
This engine, which has a combined fuel con-
sumption figure of 5.3-litres per 100 kmand car-
bonemissionsof125g/km,allowsforatopspeed
of 185 km/h and a 0-100 km/h acceleration time
of 11.5 seconds.
The Adam Jam and Adam Glam are both fit-
tedwithOpels latest-generation 1.0-litre turbo-
charged Ecoflex three-cylinder engine. Boast-
ing a readily-available 85 kW and 170 Nm of
torque, the 1.0-litre Ecoflex turbo engine ismat-
ed to Opels latest 6-speed manual gearbox.
The engine features a combined fuel con-
sumption figure of just 5.1-litres per 100 km and
CO2 emissions of just 119 g/km (as per govern-
ment ECE R101 or SANS 20101 Standards).
Top speed is 196 km/hwith acceleration from
0-100 km/h reached in 9.9 seconds.
Design
The Opel Adam introduces a new, modern
Opel design epitomised by the contrasting-col-
oured floating roof.
Its interior features high-quality materials,
two-tone colour schemes, satin- and glossy
chrome accents and ambient lighting to give it
a premium feel.

Infotainment
Opels IntelliLink infotainment system is
available as standard in Adam Jam and Adam
Glam. IntelliLink allows for fully-integrated
smartphone connectivity for a hands-free info-
tainment experience linked to the power and

Featuring a 7-inch high-definition touch
screen display, the intuitive IntelliLink system
