PROPOSAL
To rezone 2 ha (5 ac) of the property from A-2 (Large Agricultural Holding) to M-3 (Agricultural Industrial Zone)
for the current agricultural retail facility.
RECOMMENDATION: OPTION 1
THAT the Regional Board approve Zoning Amendment By-law No. 2060, 2013 for First and Second Reading
which rezones a 2ha (5 ac) portion of the NW¼ Section 4, Township 80, Range 14, W6M, PRD, from A-2 (Large
Agricultural Holdings) to M-3 (Agricultural Industrial Zone)
THAT the holding of a public hearing be waived pursuant to s. 890(4) of the Local Government Act, and authorize
performance of public notification pursuant to s. 893 of the Local Government Act.
OPTIONS

THAT the holding of the public hearing be delegated to Director Hiebert.
OPTION 3 THAT the Regional Board refuse the application as submitted.
SITE CONTEXT
an agricultural area of predominately quarter-section properties. The rural community of Rolla supports the
surrounding area with residential, commercial and Institutional needs. The subject property is at the knoll of Rolla;
the land gently sloped north and south of the subdivision.
SITE FEATURES
LAND: The quarter-section is currently in agricultural production besides 10 acres that is for Agricultural
Industrial use.

STRUCTURES: Office building, fertilizer plant, chemical and seed shed, shop, storage bins, anhydrous storage tanks
ACCESS: The subject property has road access to Rolla Road.
CLI SOIL
RATING:
Class 2c soils. Class 2 soils have moderate limitations that restrict the range of crops or require
moderate conservation practices. Subclass C denotes an adverse climate;
FIRE: Outside all rural fire protection areas.
COMMENTS AND OBSERVATIONS
APPLICANT: The applicants own the whole quarter section and farm 150 acres of the land owned. Also operates a
commercial business of agricultural retail on a 4 ha (10 acre) parcel. The applicants wish to rezone
the remainder 2 ha ( 5 acre) parcel to coincide with the other 2 ha (5 acre) parcel already zoned
Agriculture-Industrial
ALR: The subject property is situated within the Agricultural Land Reserve. Therefore, Agricultural Land
Commission approval is required. The applicant has applied for ALR subdivision, which was
approved by the Regional Board to proceed to the ALC on February 14th, 2013.
OCP: Pursuant to the PRRD Rural Official Community Plan Bylaw No. 1940, 2011, the subject property is
g “Agriculture – ” A 2 or
complementary to the agriculture industry, such as a grain elevator, fertilizer distribution facility, or a
feed and supply store, are permitted, though a rezoning is required. A farm business rationale is
presented which involves a benefit for agriculture. This proposal does not divide a field or otherwise
interfere with an agricultural operation; it is consistent with the Official Community Plan.
ZONING: The subject property is zoned M-3 (Agricultural Industrial Zone) and A-2(Large Agricultural
holdings) pursuant to Dawson Creek Rural Area Zoning Bylaw No. 479, 1986, which has a
minimum parcel size of 1.8 ha (4.5 acres), and 63 ha (155 acres). A rezoning is needed to change the
additional 2 ha (5 acres) into M-3 zoning.
A previous zoning of 2 ha (5 acre) from A-2(Large Agricultural Holdings) to M-3 (Agricultural
Industrial Zone), which is directly South of this proposed application was adopted on April 15th
1993. This application went through public notification and public hearing. Since then the present
use has expanded above the 2ha (5 ac) zoning thus the reason for this rezoning amendment. There
have been no concerns or complaints brought to the Regional District regarding this matter.
IMPACT ANALYSIS
AGRICULTURE: The proposal will continue to have a positive effect as a retail and distribution facility for the
agricultural sector.
CONTEXT: This industry supports the community of Rolla as well as the surrounding community as a whole.
POPULATION: The populations will correlate with daily facility operations.
TRAFFIC: Traffic will be consistent with the type of business located here.

A by-law to amend the “Dawson Creek Rural
Area Zoning Bylaw No. 479, 1986.” WHEREAS, the Regional Board of the Peace River Regional District did, pursuant to the Province of British Columbia Local Government Act, RSBC 1996, c. 323, adopt the “Dawson Creek Rural Area Zoning Bylaw No. 479, 1986"; NOW THEREFORE the Regional Board of the Peace River Regional District, in open meeting assembled, enacts as follows: 1. This bylaw may be cited for all purposes as “Peace River Regional District Zoning
Amendment Bylaw No. 2060, 2013." 2. “Dawson Creek Rural Area Zoning By-Law No. 479, 1986" is hereby amended as follows: a) Schedule ‘B’ - Map No. 1A is hereby amended by rezoning a 2 ha. (5 acre)
portion of the Northwest ¼ of Section 4, Township 80, Range 14, W6M, PRD, from A-2 “Large Agriculture Holding Zone” to M-3 “Agricultural Industrial Zone”, as shown shaded on Schedule “A” which is attached to and forms part of this bylaw.
