• Southeast Asia Region is one of very prone disaster areas. More than 50 % of global disaster mortalities occurred in the ASEAN Region during 2004 to 2014.

• The need for knowledgeable, skilled, professional, competent and certified human resources should be a high priority and urgent.

• In order to performing “ASEAN as a global leader” and to ensuring the integration of ASEAN as Social Cultural Community, ASEAN as Economic Community and ASEAN as Political Security Community on Disaster Management and Emergency Response, it's time for us to build and develop regional certification using the regional competency standards
