2.0 INTRODUCTION OF PROJECT / BACKGROUND INFORMATION
Initially the mining lease was granted in favor of Shri Radhey Shyam Sharma for excavation of mineral Red Ochre at Near Village Narani, Tehsil- Choti Sadri & District- Pratapgarh, vide order no- DMG/RAJ-2/CC-4/P-1(1) 32/2009/116 dated 29/01/2009.
The Environmental Clearance was granted in favor of Shri Radhey Shaym Sharma (M/s Prahladrai & Company) letter no. J-11015/566/2007-IA.II(M) dated- 26th Dec, 2007. Then the mining lease was transferred in favor of Shri Sunil Kumar Sharma S/o Late Shri Parhlad Rai R/o Sushil Sadan, Chanderia, Chittorgarh (Raj.) on 19th March, 2009. Lease transfer document enclosed as Annexure I. The lease validity is 50 years from the date of registration.
Presently Consent to operate is taken from RSPCB vide letter no. F(Mines)/Pratapgarh(Chhoti Sadri)/94(1)/2016-2017/7009-7013 dated: 22/09/2016 for production capacity of 1,66,989 TPA.
Now the application for expansion of the project is proposed for grant of Terms of Reference by Shri Sunil Kumar Sharma S/o Late Shri Parhlad Rai. The mining lease area is located near village - Narani, Tehsil - Choti Sadri, District - Pratapgarh, Rajasthan.

2.2 Brief Description of nature of the project.
Proposed project is for expansion of Narani Red Ochre Mine having lease area 259.0 Hectare, near village Narani, Tehsil Choti Sadri & District: Pratapgarh, Rajasthan. Presently the Environmental Clearance is granted for 1,66,989 TPA now expansion in the production 5,88,236 TPA(ROM) is proposed.
2.3 Need For The Project And Its Importance To The Country: The Red Ochre is supplied to various cement plants located in the vicinity. The Red Ochre supplied and mixed with Limestone makes a perfect mix of constituents in the raw material fed to the cement manufacturing kilns as the cement grade mix raw material requires a minimum quantum of iron, alumina and the limestone being mined out for manufacturing cement is devoid of these constituents.
2.4 Demands-Supply
As a result of continuation of the mining project, the demand-supply position will remain balanced. Demand of Red Ochre will be fulfilled by this project.
2.5 Imports vs. Indigenous Production There will be no import for project. There will be indigenous inputs in the entire
mining activity.
2.6 Export Possibility The long distance transport by inland traffic will make the cost of the mineral prohibitively high making the exports economically not feasible. The mining activity is not prospecting exports.
2.7 Domestic/Export Markets Lessee would sale out the mineral in domestic market as per requirement. No export is proposed. It will be transported to various industries such as distemper, oil paint, primer industries and cement industries.
2.8 Employment Generation (Direct or Indirect) The mining project will generate direct & indirect employment. Approximately 69 people will get direct employment, and some persons will also be affected indirectly and employed with allied and related industries, such as transportation, maintenance, etc.

production is 5,88,236 TPA (ROM). Lease area is situated N/v – Narani, Tehsil – Choti Sadri & District- Pratapgarh, Rajasthan.
There is no interlinked or interdependent project associated with this project.

The entire lease area is 259.0 hectare. Some Khasra’s of the lease area comes under Govt. waste land, some under Pvt. Land & some under grazing land. Jamabandi enclosed as Annexure No. II.
Toposheet No. with Latitude and Longitude: The lease area forms a part of Survey of India toposheet no. 45L/15. The highest
elevation of the lease area is 515 mRL and lowest is 502 mRL.

3.3 Details of Alternate Site Considered and the Basis of Selecting the Proposed
Site, Particularly the Environmental Considerations Gone Into Should Be Highlighted: Mining is mineral specific and limited to mineralized area only.
3.4 Size/Magnitude of Operation: The proposed production will be 5,88,236 MT (ROM) from the mining lease area
of 259.0 hectares by semi-mechanized open cast method of mining.
3.5 Project Description with process details
Proposed method of mining:- It is proposed to carry out the mining activity by semi-mechanized opencast method of mining with bench formation. Bench height will be kept 3 m and width of benches will be more than 3 m with slope angle 40-45˚.
The operation on overburden is semi-mechanized, Red Ochre will be excavated manually and remaining part of overburden after excavation will be removed by using set of tippers and excavators. Tippers and excavator shall be deployed on hire basis as and when required.
Loading Loading of Red Ochre and mineral rejects will be done by semi-mechanized method. Mine reject/ overburden will be disposed of at dump yard whereas Red Ochre will be sent for grading in mineral stack yard.

3.6 Raw material required along with estimated quantity, likely source,
marketing area of final products, mode of transport of raw material and finished product. There is no requirement of raw material for production of mineral. The project will itself generate raw material i.e. Proposed production is 5,88,236 MT (ROM). Transportation of Red Ochre will be done by trucks covered by tarpaulin to the destination place.
3.7 Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlet: N.A
3.8 Availability of water its source, energy/power requirement and source Total water requirement for the mine will be about 100 KLD for domestic, dust suppression and plantation purpose. Detail of water requirement in KLD is given below:

4.0 SITE ANALYSIS The lease area is of mineral Red Ochre which is suitable for use in various types of industries such as distemper, oil paint, primer industries and cement industry on the basis of physical and chemical properties. The selected site has the following advantages. 1. Site is mineral specific as Red Ochre is available in economic viability. 2. The area chosen is not having habitation. 3. The site is well connected by road. 4. There are no industries near the site and there is no pollution. 5. No endangered species around the mine site. 6. Availability of labors from nearby villages. 7. Proximity to the market.

4.2. Land form, land use and land ownership
Some khasras of the lease area are coming under govt. waste land, some under pvt. land and some under grazing land. The lease area falls in Survey of India Toposheet No. 45L/15. The highest and lowest point of the lease area is 515 mRL and 502 mRL respectively.

4.3 Topography:
Southwestern part of the district has some undulating plains but most of the remaining areas of the district are hilly terrain. The general slope of the terrain is from east and northeast towards southwest. However, the whole of north-south trending strip in the eastern part of the district that is part of Chambal river basin has west to east slope and the small part in the north which is part of Banas basin has northerly slope.
The topographic elevation shows wide variation ranging from the lowest of 502 m above mean sea level in Dhariawad block in the western part of the district to the highest of 515 m above mean sea level In Pratapgarh in eastern part of the district.

Commensurate with the scale of mining operations, the requisite support facilities are proposed to be provided, which are adequate to meet the functional requirement of the mine. Site services such as mine office cum rest shelter, first aid station, toilet etc are already available at the mine site.

The soils of the district fall under the broad categories of red soil, black soil and clayey loam. Ochre is a natural earth pigment containing hydrated iron oxide, which ranges in colour from yellow to deep orange or brown.
The district exposes rocks belonging to Bhilwara, Aravalli and Vindhyan Super Groups. Deccan traps occupy significant area of the district in the central, eastern and southern parts. The Bhilwara Super Group is divided into Ranthambhor, Hindoli Groups and Mangalwar complex which consist Shale, slates, phyllites, limestone, dolomitic marble, migmatites, feldspathic mica schist and amphibolites. It is exposed in northwestern, western and southwestern parts of the district.
Terrain of the district is of broadly undulating nature. According to a preliminary survey, soil of this area belongs to the dark medium black, yellow and hilly category. In black soils, Rabi crops (barley, wheat, etc.) are grown. Brown soil is suitable for Kharif crops like maize and pulses and Rabi crops of wheat and gram. On the river banks, sandy and loam soils from the hilly areas are deposited, making these areas suitable for agriculture. All the soil types have good amounts of nitrogen, potash and phosphorus and are fertile.

4.6.3 Local Geology:- Reconnaissance of geological aspect in the area and following geological sequence has been observed. Soil cover Red ocher (Laterite) Basalt (Traps) Fractured Sandstone
Red Ocher (Laterite) Red ocher in the form of bed having as average thickness is 7.5m. Red ocher is found mixed with red soil. Basalt (Traps):- It is of dark green color, fine grained & formed due flows.
Dip & Strike of Mineralized Zone Red ochre bed is flat and gently undulating.
Structure There is no structure or geological disturbance in the area. Area is hilly and covered with soil and mineral.
4.7 Climatic data from secondary sources The Climate of this district is largely dry. In winter season, extending between November to February, average temperature is 18 °C whereas in summer months of March to June, the average temperature is 31°C. Summers are dry and hot with temperatures soaring to 45 °C in the months of June. Monsoon months between July and Sept-Oct are wet and humid as the district receives fairly good rainfall. Ø The infrastructure like, toilets, first aid stations etc. already exists at mine site. Ø Health (in the form of dispensaries and hospitals) & educational facilities (in
the form of primary and secondary schools) are available in Narani Village and Choti Sadri.
Ø Medical facilities, Primary Health Centre are there in the area, imparting services, for advance medical facilities. In each village one health worker has been appointed by the Govt. to provide primary health facilities.
Ø Village people are availing drinking water facilities generally from the hand pump, open well and tube well. The water supply is also supplied through tanker in few villages.
Ø Communication services like post office and telephones are available in the nearby village.
Ø An occupational health unit will be organized and the proposed measures will be adopted:
Ø Pre & Periodical Medical Checkup program for all the workers. Ø Compulsory medical checkup program and first-aid box with
necessary equipment will be provided. Ø Training for workers regarding occupational hazards. Ø Safety equipment i.e. dusts mask, safety shoes, gloves etc.
SOCIO-ECONOMIC IMPACT:
The mining activity will have positive impact due to direct and indirect employment and development of ancillary industries. Approx. 69 local workers will have employment opportunities along with periodical training to generate skills.
Regular CSR activities have been carried out by us as per the rules. Details enclosed as Annexure No. III. Also as per MoEF CC Office Memorandum vide No. F. No. 22-65/2017-IA.III dated 1st May 2018 Corporate Environment Rsponsibility (CER) will also be provided at the time of final EIA submission after the conduction of public hearing.
5.0 PLANNING BRIEF 5.1 Planning Concept:
It is a mining project of Red Ochre. The proposed production is 5,88,236 TPA (ROM). Semi-mechanized opencast method of mining will be adopted and transportation of mineral will be done through road by trucks covered by tarapulin.

5.4 Assessment of Infrastructure Demand
Office, rest shelter already exists at the mine site and mine site is also having good connectivity with the roads.
5.5 Facilities Provided: 5.5.1 Infrastructure
Most of the workers will be employed from nearby villages so no accommodation is proposed at mine site.
5.5.2 Landscaping and Green Belt Development Presently plantation has been carried over an area of 43 hectare @ 1000 trees per
ha as per compliance of consent submitted on dated 17.1.2013. Total 86000 trees will be planted as green belt in the coming 10 years. Green belt plan explained above in Table 9 Part C. Apart from it at the end of four years of mine plan period backfilled area will also be reclaimed by plantation by planting approximately 6772 trees.
5.5.3 Health and Safety System During the opencast working, and allied activities, all the precautionary measures shall be taken into account as per MMR 1961 and MCDR 1988 for safety and security.
Following safety & security measures will be enforced; Ø Moving front of the lease shall have temporary fencing. Ø Permanent fencing will be provided where excavated pit has reached the
ultimate pit limit. Ø Mine entrance will have a permanent check post and record shall be
maintained of all persons / vehicles entering the mine area. Ø Round the clock security arrangement shall be provided to prevent
inadvertent entry of persons.
All safety measures prescribed under mining laws will be followed strictly. All workers will be medically examined in pre- placement phase and also periodically. First Aid Personnel with first aid kit will be available at the mine site to provide first aid to injured person. Arrangement for transportation of persons to nearby medical facilities will be made. Potable water facility will be provided to mine workers. Personal protective equipments (earmuffs/ earplugs, helmets, face masks, gloves, goggles) will be provided to mine workers as safeguards. Regular medical check-up camps shall also be arranged for detection of occupational diseases and minor disease in the nearby villages. Free check-up and medicine for

5.5.4 Disaster Management and Risk Assessment
The area lies in seismic Zone II which is least active area for earthquake as per India Seismic Zone Map; however necessary precautionary measures will be adopted. No other accidents like subsidence of flood, tailing dam failure etc. observed during mining in the region. All the precautionary measures and safety rules, regulations and procedures, mining accidents cannot be ruled out completely. Following are the accidents

which can take place in semi mechanized opencast mining and measures proposed to be taken.
Ø Fall of human beings or fall of machines from benches/ dumps/haul roads. Ø Fire & Explosion in machinery. Ø Emergency situation due to social reason such as public unrest, terrorism etc.
Preventive Measures: Ø Creating berm on the side of benches/ haul roads of height greater than or
equal to ½ tyre radius. Minimum height of berm shall be 1.2 m and slope 450.
Minimum clearance of 1.5 m will be maintained between outer tyre and berm. Ø All provisions of MMR 1961, conditions imposed in permission for Deep hole
drilling and blasting and use of HEMM, and conditions of explosive license will be followed.
Ø Fire fighting equipment in the machinery/ workshop/ office will be maintained. Persons will be trained in the use of fire fighting equipment and mock rehearsal will be conducted.
Ø Training of security personnel. Ø Procedures as laid down in Disaster Management Plan which will be
submitted at the time of draft EIA & final EIA submission to be followed.

schedule for the project to be given) The Environmental Clearance has already been granted by the Ministry of
Environment, Forest & Climate Change, Government of India vide letter no. J-11015/566/2007-IA.II (M) dated 26/12/2007. Now the application is being filed for expansion of the project for the grant of Term of Reference (TOR).
8.2 Project Cost Estimation
(A) Estimated Project Cost with the proposed production is Rs. 2 Crore
(B) Operational cost
The mineral Red Ochre will be mined from the applied lease area and the cost of red ochre will be average Rs. 500- Rs 800/- per MT.
8.3 Economic Viability The anticipated cost of red ochre is Rs. 500- Rs 800/- per MT. Average sale value is Rs. 1500/- per MT. Hence the project will be viable.
9. ANALYSIS OF PROPOSAL
Ø Project will create direct & indirect employment opportunities within the surrounding region. Unit will use good faith efforts to employ local people from the nearby villages depending upon the availability of skilled & un-skilled man-power surrounding the project site.
Ø In addition, the proposed expansion of project will enhance the prospects of employment. Thus, mining activities will provide numerous new, although temporary, work opportunities for both skilled and unskilled labor, as well as contribute significantly to the local economy.
Ø Additional government revenue expected from royalty, taxes, duties and other fees.
Ø An added benefit to the proposed project will result in considerable growth in stimulating the industrial and commercial activities in the state. Small and medium scale industries may be further developed as a consequence.

ENVIRONMENTAL MANAGEMENT PLAN
WATER QUALITY MANAGEMENT If rain water will accumulate in the working, than same will be dewatered by centrifugal pump of 15 H.P. The dewatering is proposed through a sump made in the bottom of the pit to check the silt, which may spread in the nearby area. The proposed deepest working is above the ground water table thus quality of water will not be effected by proposed mining activity. Water table in the area is sufficiently below from ultimate depth of mining. No toxic mineral is present, which may pollute the quality of ground water. No tailing pond is proposed, which pollute the quality of ground water. The mined out area will be converted into a small water reservoir which will support to recharge the ground water level of the area, which shall be useful as to the society during post mining scenario. Domestic waste water will be generated from office toilet only. Generated domestic waste water will be disposed through septic tank followed by soak pit.
AIR QUALITY MANAGEMENT : Water sprinklers are proposed on haul road and at work place for dust suppression. Dust mask will be provided to the operator & mine workers. The source of air pollution is vehicular movement but the transportation will be towards the lower side hence the impact is not very much significant. Vehicular emission will be controlled and regularly monitored. Water spraying is proposed over the material before loading and transportation. Tarpaulin covered trucks will be used in transportation. Green belt will be developed to arrest dust pollution.
NOISE MANAGEMENT:
The proposed mining will be done by semi-mechanized opencast method and therefore some amount of noise will be generated due to operation of excavators, dumpers, tippers, trucks and due to vehicular movement. PUC certified vehicles provided with good silencers are being used and will be used for proposed expansion project also. Regular maintenance of dumper, tipper will be carried out whenever required dumper replacement for damaged/ worn out parts will be taken care of. Ear plugs will be provided to operator and mine workers. Green belt is being maintained and will also be maintained in near future also which also help in attenuating noise levels.
SOLID WASTE MANAGEMENT:

Stacking the Rejects The rejects generated while sorting out the mineral produced will be stacked temporarily at the sites. These rejects will be backfilled in the excavated area.

will be released as per requirement. It is proposed to invest total recurring cost of Rs 4.40 Lac per annum on pollution control, green belt and environmental monitoring systems. The break-up of the investment is given in the following table.
