Resolution No. 03, Series of 2015
Prescription, Adoption and Promulgation of a National
Competency-Based Standards for Filipino Librarians
(NCBSFL)
A. PERSONAL COMPETENCIES
These competencies are foundational, most of which are
transferable to any workplace. In most situations in life, the graduates’
effectiveness is enhanced by clear communication, strong relationships,
ethical behavior and the flexibility to be a leader, team player and
lifelong learning.
Domains: Communication
Customer Service
Leadership
Lifelong Learning and Personal Growth
Ethics and Values
Interpersonal
Cultural
B. PROFESSIONAL COMPETENCIES
These competencies relate to the graduates’ knowledge of
information resources, access, technology and management, and
ability to use this knowledge as a basis for providing the highest
quality of information services.
Domains:
A. Managing Information Resources
B. Managing Information Services
C. Managing Information Tools and
Techniques
D. Managing Information Organization
CONCLUSION:
Library associations should provide value-added service to their members. Providing accredited CPD Programs is one way. However, value added service should go beyond CPD.
Library associations should seriously look at making PLAI the Accredited Integrated Professional Organization (AIPO)/Accredited Professional Organization so that it can become an accrediting agency for Filipino librarians just like the Library Associations of Singapore, Indonesia, and the USA and among others.
Global integration will come, whether we like it or not. We cannot escape, so by all means, let us embrace it and use it to our advantage. What we need to do in our professions is to abreast and equipped ourselves to become globally competitive.
THANK YOU VERY MUCH
AND
GOOD DAY!
