GENERAL RULES AND REGULATIONSRefer to FEI Definite Schedules regarding invitation to compete, FEI entry information, stabling, competition start orders, prize money breakdown, payment and competition fees.

Official Entry: Horses must be officially entered and pay a non-refundable Entry Deposit of $650 by the Definite Entry Date. Official entry consists of registration through the FEI system and entry made on PalmBeachMasters.com. FEI Deposit Fee is not refundable after the Definite Date of Entries.
Scratch/Withdrawal/No Show: Any scratch/withdrawal must be made in writing. Scratches/withdrawals/no shows received after the Definite Entry Date will be responsible for the $650 Entry Deposit Fee. The scratch policy will be applied to any horse entered through the FEI system and/or entered directly with the show. In the case of a scratch, also be sure to contact your NF to officially withdraw through the FEI system. Nations Cup – hotel reservations in case of no show may be charged by the concerning hotel.
Substitutions: Substitutions will be accepted until one hour prior to the respective FEI inspection.

An FEI Approved Passport must be presented with the horse brought for inspection.
Stable & Schooling: All horses entered are required to be on the grounds AND stabled in the official FEI stable area no later than the start of their respective inspection. All horses from this point forward are required to wear their assigned back number whenever leaving the official FEI stable area. Horses may be schooled only during posted schooling hours and in designated warm-up areas. FEI equipment rules apply. Horses boot and leg inspections will take place without prior notice to the competitor.

Declarations: Declarations for individual classes must be made by 5:00pm on the day prior to the class.
FEI Wristbands: Allows access to FEI Stabling. A total of six (6) will be issued for each horse entered. Athlete – 1, Partner – 1, Groom – 1, Trainer – 1, Horse Owner (listed on FEI passport) – 2. No additional FEI wristbands may be purchased.

a) FEI Online Entry: Entries are required to be filed with the FEI Online Entry System by the Athlete’s Federation no later than closing dates listed above. IN ADDITION athletes are required to fill out an online entry form at www.palmbeachmasters.com and submit them to the show secretary by the closing date. Entries will be accepted by the Organizer on the FEI Entry System.b) FEI Athletes are required to submit $650 with their entry. This entry deposit will be applied against the show bill or used to cover a withdrawal fee. c) Entry blanks must be signed by the owner or his authorized agent, trainer, riders, and/or coach. Acknowledgments will not be mailed.
d) Each entry form must give the FEI and USEF/USHJA membership numbers; owner, rider, trainer and horse. A proper mailing address; telephone numbers and either a Social Security Number or Federal ID Number for each prize money recipient must be given. A W-9 form is required for prize money checks to be released.3. In the case of withdrawals or no-shows after the date of definite entries, the athlete or the respective NF will be held liable for a $650 withdrawal fee. Please inform the OC (jessica@palmbeachmasters.com) by the definite deadline, that one or more horses mentioned on the NF definite entries, is (are) not coming to the show. The Horse Show Management reserves to itself the right to refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit exhibition of entries, and cancel award prizes, without claim for damages; to change any course, to cancel or combine any classes, or to reschedule classes after due notice to exhibitors; to change rings or rotate judges; use dotted line; and to change the specifications in jumper classes as competition warrants.4. Stabling:a) Stalls will be temporary, housed under canvas and stall doors will be provided. One stall and initial 3 bags of bedding are included in the entry fee. Additional stalls are available on a first come, first serve basis at $400 per stall. Additional stalls must be ordered on the official entry blank by the closing date of entries.b) All horses must be stabled on grounds. All horses must be in the official FEI stabling area no later than the start of their horse inspection. 5. Attire: Jumpers - As required by USEF & FEI rules. For additional USEF rules see GR801 regarding safety helmets and other equipment. Strictly enforced for all athletes.6. Award Ceremonies & Prize Money: Riders are required to ride for awards. Failure of a rider to be present may result in forfeiture of all prizes won in the class. All prize money will be paid within 30 days of the completion of the competition. A completed W-9 must be on file for prize money payee.7. Schooling: All schooling shall be held under the inspection of the Steward/Schooling Supervisor in the designated schooling area. Designated schooling areas and schooling hours will be posted in the FEI Stable Area.8. Course: The course may consist of any combination of the following: brush, gates, oxers, rails, planks, water, liverpool, ditch, wall and panels and as otherwise stated within the FEI Rules.9. 10. Farrier: No farrier other than the official competition farrier will be permitted to shoe on the grounds without the express permission of the Management.11. Vehicles & Designated Parking: All trucks, autos, golf carts and other motorized vehicles must be parked in designated areas only. To insure the safety of all exhibitors, any motorized vehicles (electric or gasoline) on the competition grounds must be operated by persons with a valid driver’s license. GR1301.7: Minors who do not have a val-id driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.12. Dogs: Dogs must be leashed or tied up at all times inside the sta-ble area. All owners are required to pick up all refuse caused by their
dog. Loose dogs will be picked up and detained until the owner has paid a $200 fine. For a second offense, the owner’s associated horse may be barred from competing and required to leave the grounds. We find this extreme action necessary in order to protect athletes, horses and the general public from injury and to protect their financial investment.13. Medical Waste: In accordance with the 1989 Federal Waste Tracking Act which restricts the disposal of medical waste, Bio Hazardous Medical Waste Containers will be provided in the stable area. All Exhibitors and their agents are responsible for the proper disposal of this waste.14. Liability and Insurances:a) Solar Sportsystems, Inc., Palm Beach Masters Horse Show, Inc., Jeremy M. Jacobs and Margaret D. Jacobs, Delaware North Companies, Inc, and their respective officers, directors, owners, successors, assigns, subsidiaries and affiliates will not be responsible for any accident or loss which may occur to any exhibitor, spectators, guest, rider, groom, attendant or other employee, animal or equipment at any of the competition.b) FLORIDA SENATE BILL 1658 EQUINE ZERO LIABILITY STATUTE:Warning-Under Florida Law an equine activity sponsor or equine professional is not liable for an injury to, or the death of, a participant in equine activities resulting from the inherent risk of equine activities. Also see Florida Equine Activity Statute - Florida Statutes Title XLV TORTS Chapter 773 Equine Activitiesc) “All owners and competitors are personally responsible for damages to third persons caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.”d) Should any question arise that is not provided for in the rules, the same shall be referred to the competition committee whose decision shall be final. In exceptional circumstances, together with the approval of the Ground Jury the OC reserves the right to modify the schedule in order to clarify any matters or matters arising from an omission or due to unforeseen circumstances. Any such changes must be notified to all competitors and officials as soon as possible and they must be reported to the Secretary General by the Foreign Judge.
FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSE The Fédération Equestre International (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences.
At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation.
Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids.
Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event.
Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement.
The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.
FEI RULES & REGULATIONS This event is organized in accordance with: • FEI Statutes, 23rd edition, effective 29 April 2014 • FEI General Regulations, 23rd edition, 1 Jan. 2009, updates effective 1 Jan. 2016 • FEI Veterinary Regulations, 13th edition, effective 1 Jan. 2016
• The Jumping Rules and its Annexes, 25th edition, 1 Jan. 2014, updates effective 1 Jan. 2016 • FEI World Cup Jumping Rules, 12th edition, 1 May 2009, updates 11 May, 2016, updated effective for 2016/2017 season • CSI AND CSIO Requirements according to Annex VI of the FEI Jumping Rules and it’s Annexes 25th edition, 1 Jan. 2014, updates effective 1 Jan. 2015 • Equine Anti-Doping and Controlled Medication Regulations (EADCMR), 2nd Edition, effective 1 Jan. 2016 • FEI Anti-Doping Rules for Human Athletes (ADRHA), based on the 2015 revised WADA Code, effective 1 Jan. 2016 • All subsequent published revisions, the provisions of which will take precedence. • An arbitration procedure is provided for in the FEI Statutes and General Regulations referred to above. In accordance with this procedure, any appeal against a decision rendered by the FEI or its official bodies is to be settled exclusively by the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland.
VETERINARY EXAMINATIONS, HORSE INSPECTIONS and PASSPORT CONTROLS These will be carried out in accordance with the Veterinary Regulations, Art. 1011 & the discipline rules. Gen. Regs., 23rd Edition, Revision effective 1 Jan., 2009 will apply: Art. 139.1: Every horse entered for any competition at CNs or ClMs (see Appendix D) in a foreign country (see GRs 141.2), and all hors-es entered for other Cls, ClOs, Championships, Regional and Olympic Games, whether at home or in foreign countries (see GRs 141.2), must have an official valid FEI Passport, or a National Passport ap-proved by the FEI and accompanied by an FEI Recognition Card and, when applicable, an FEI registration number, as a means of identification and to establish ownership. Art. 139.2: Horses tak-ing part in CNs and ClMs (see Appendix D) in their country of resi-dence are not required to have such a passport as is mentioned in paragraph 1. All such horses must be properly registered and identifiable and, unless there is no national requirement for equine in-fluenza vaccination in the host country and in the country of origin, all horses must have a valid vaccination certificate.

ANNEX VII (except events in NZL & AUS) All horses and ponies for which an FEI Passport, or a National Passport approved by the FEI has been issued, must have the vaccination section endorsed by a veterinarian, stating that it has received two injections for primary vaccination against equine influenza, given between 1 and 3 months apart. In addition, a booster injection must be recorded as having been given within each succeeding 6 months, subsequent to the second injection of the primary vaccination. None of these injections must have been given within the preceding 7 days including the day of the competition or of entry into the competition stables. The a b ove a re t h e m i n i m u m requirements for influenza vaccination. Both primary and first and subsequent booster injections should be given according to the manufacturer’s instructions which will fall within the stipulation of the FEI ruling.
SAMPLING FOR PROHIBITED SUBSTANCES (Vet. Regs. Chapter V & VI; Annex IV) Regular sampling is carried out in CCIs (3*,4*), CSIs (3*, 4*, 5*), CIOs, World Cup Qualifiers and Finals, Championships and Games, whereas at other CIs sampling is recommended. When testing takes place, the number of horses tested is at the discretion of the Testing Veterinarian/Veterinary Delegate; however, a minimum of three is recommended (Vet. Regs. Art. 1016). Special guidelines are applicable for events covered by the FEI Medication Control Programme (Groups I & II only).
MEDICATION CONTROL PROGRAMME (GROUP I & II ONLY) The Organizing Committees of FEI events within Groups I & II are advised to charge competitors the equivalent of CHF 12.50 per horse per event as a contribution towards the costs of the MCP programme.
HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES/PONIES During the show, the veterinarian’s phone number will be posted in the Horse Show Office and in the Stabling Office. United States
regulations require that all equines be covered by official interstate health certificates, issued by a licensed veterinarian, showing that the animals are free from any symptoms of any infectious or communicable disease. The certificate shall include the name of the owner and address, destination, number of horses examined, the name, registration numbers(s), if any, tattoo, if any, sex, age, rectal temperature, color, and marking of each animal listed. Health certificates will become void after 30 days from issue. Health certificates must show animals to be negative to an equine infectious anemia test within the past 12 months. Date of test and approved laboratory must be shown on the health certificate. Equine Rhinopneuonitis vaccination is not required; however, if any animal is vaccinated, it is ineligible for entry within 21 days of vaccination. Vehicles transporting animals must have certificates showing that they were cleaned and disinfected under veterinary supervision prior to loading. This information can be written on the health certificate.
CUSTOMS FORMALITIES Before a horse can enter the United States, it must have an import permit, a health certificate from the country of origin (signed by a veterinarian), and a negative CEM culture taking within 30 days of import (for mares and stallions). If allowed into the country, all horses must be placed in federal quarantine at a USDA animal import center,

which usually lasts two or three days. In the United States, there are four ports of entry for horses coming into this country—Los Angeles, CA; Newburg, NY; Miami, FL; and Honolulu, HI. Each horse brought into this country must pass through one of these USDA facilities. During that time, the horse will be tested and ob-served for clinical signs of illness resulting from “exotic” diseases such as dourine, glanders, piroplasmosis, or more common diseases such as influenza. After quarantine, the mares and stallions over 731 days of age (two years) which are new to our country must undergo CEM quarantine at a separate facility. National Federations holding an international event in their country should inform their national veterinary authority and their customs authority at least four weeks prior to the event. They should request every facility to assist the movement of horses/ponies accompanied by FEI passports and the necessary veterinary certification at frontier crossing points into and out of their countries. (Vet. Regs. Art. 1004.2)
INSURANCE All owners and competitors are personally responsible for damages to third persons caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-par-ty insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.
